ROLL CALL: City council met in regular session with Mgyor McGee presiding and following councilmen present: Anderson, Burns, Haylett, Partch, Skinnell and Wirth; absent, Meyer. MINUTES OF MEETING HELD MARCH lot were read. City Attorney O'Brien adled that min- utes be corrected in regard to request made thru city clerk for the appointment of E.A. Davis, as attorney to represent the city, clerk having misunderstood his request. He stated that he was bringing suit to clear -title to some lots -he had purchased and that as the city would be made a party to the suit, he had suggested that Mr. Davis be appointed to act for the city in the case. There being no furthe�objections, the minutes were appm ved. CLAIMS: Following bills against the city were read and motion was made by Skinnell, seconded by Partch, that they be paid; roll call showe11 voting for the motion: AGAINST CURRENT EXPENSE: c%� 9684 P. P. & L. Co., city lights _ _ _ _ _ 332.70 9685 Union Oil Co., gasoline used by various departments _ 68.57 401.27 AGAINST WATER FUND: 1627 P. P. & L. Co., power for pump _ _ _ 313.90 1629 Jones & Dillingham Co., painting outside of water tank,as per contract 860.00 1629 Union Oil Co., gasoline used _ _ _ _ _ 14.05 1187.95 License application read from Fred VanWinkle to operate truck and from W. F. Chute for an additional card table; motion made by Wirth, seconded by Anderson that licenses be granted; carried unanimously. Motion made by Skinnell, seconded by Wirth, that E. A. Davis be authorized to represent k the city in the.case of O'Brien vs. Franklin County and City of'Pasco without expense to the city; motion carried without dissent. Light Committee reported that the city was distinctly saving money by cutting lights off at midnight, even at a 2V per KWH rate, than if they burned all lights 8.11 night and secured the 1�V KWH rate. Report of Water Manager showed §ross earnings of "2508.55; operating expenses of $1284.87, transferred to sinking fund §1570.00, leaving a, net loss of _$346.32 Geo. H. Sanderson was appointed to the Park Board by Mayor McGee; motion made by Anderson, seconded byk Partch that the appointment be confirmed; carried unanimously. Matter of sewer equipment discussed but no action taken. NEiV CITY PROPERTY FOP BARN, ETC. ( WARRANT #9686, AMOUNT $34.00 covers) Burns reported that the city had secured the lots on Tacoma St. opposite the freight Wrt. ) depot at a cost of 034.00; motion made by Wirth, seconded by Skinnell, that the clerk be #9686) authorized to issue a warrant for X34.00 in payment of the lots; carried on roll call unanimously. SALE OF OLD LOTS: In the matter of selling the old city property on which stood the barn, the mayor stated that he had an inquiry from Jim Knowlton and had quoted him a prive of $350.00 for the property; the matter was left in the mayor's hands. MEYER RESIGNED: Resignation of P, C. Meyer as councilman was read, Mr. Meyer having been transferred to Tacoma by the Northern Pacific; motion made by Burns, seconded by Anderson that the resignation be accepted; motion carried. WORK IN RIVER PARK: Haylett stated that a large saving had been made in installing water system in -River Park, due to using men from t -he Billett to dig trenches; he stated that Water Dept. was recovering old wood pipe on B St. and in Sylvester Addition which they wanted to use, but that new collars would be needed meaning an expense of not more than 0150.00 to complete the work. Motion made by Partch, seconded by Wirth, that Nater Dept. be authorized to complete the work a.t an expenditure of around $150.00; carried on roll call unanimously. Burns reported that 11,822 meals had been furnished at "The Billett" at a cost of ��715.00, plus donations made. O'HERIN ELECTED COUNCILMAN: Anderson nominated O'Herin to fill vacancy caused by Meyer's resignation; motion made by Partch, seconded by Anderson that nominations be closed; motion carried. Motion made by Anderson, seconded by Partch, that J. F. O'Herin be elected to fill the vacancy on the council; motion carried unanimously on roll call. TRAFFIC COP: Council discussed traffic regulations and informally authorized the Mayor to put on a spceia.l officer to enforce provisions of Ordinance No. 369, man to work one day a week and a different man to be employed each week. Fire Chief Pangle asked that ordinance regarding fire prevention be passed and turned over a book regarding what was wanted; motion made by Anderson, seconded by Skinnell, that the ;natter be turned over to the Fire Committee for consideration; carried. Partch and Anderson were excused. Water Manager McF arland suggested that it might be advisable to replace wooden mains on Lewis St. between Front and Oregon with cast iron pipe, while prices were low; he did not recommend it, however, as present pipe would last probably 20 years, but only offered it as a suggestion. No action taken. WATER DEPT. TO WATER PARKING STRIPS: motion made by Haylett, seconded by Skinnell that watering of trees in parking strips be put in the hands of the Water Dept. and taken out of the hands of the Street Dept; motion carried. Matter of trees at 10th and Lewis descussed, there being 3 isolated and hard to water; motion made by Skinnell, seconded by Haylett that The Billett be authorized to cut the trees down; carried. 4(DJOURNMI&IT: Motion by Wirth, seconded by Skinnell that meeting adjourn- carried.
