ROLL CALL: City council met in regular sessdon with Mayor McGee presiding and fol-
lowing -councilmen present: Burns, Haylett, Skinnell and Wirth; absent were Anderson;
Meyer and Partch.
MINUTES OF MEETING HELD Feb. 16th were read and approved.

Communication read from E. E. Yarwood, relative to his burned buildings,
that the matter was in the hands of his anent, H. Warden.

Haylett reported for Light Committee on matter of two cent per KWH rate for current
used on pole lights as compared to Kennewick's rate of l-xc per KWH, that the committee
had met with Manager Skill of the P. P. & L. Co. and discussedthe matter; Mr. Skill had
advised them that if they would burn all pole lights all night, they would undoubtedly be
given the same rate Kennewick had. Kennewick using 56 poles, used a little over 200 KWH
more than did Pasco with 74 poles, due to the fact that Paseo, burned 44 poles all night
and turned 30 lights off previous to midnight. Bills showed a monthly consumption of
approximately 6000 KWH for the past two months. The committee was instructed to,
continue their investigation and make a further report at the next meeting.
Haylett called attention to matter of light globes, statement from clerk's office
showing 216 purchased during 1931; he stated that he had prepared a chart showing all
poled and that street department would indicate on this chart in future when they replaced
any of the lights, so that a check could be kept as to length of time globes were btrning .
Report of Police Judge read and ordered filed. Clerk submitted a report covering
insurance in force; this report showed 09000. on the city hall, 01000.00 on furnishings
and $8000. on the building, while at the library the building was covered -with 09000. and
contents $5000., a total of $14000. No action taken, al�ho matter was discussed. /-

At the request of Haylett, city clerk was instructed to write to the Expanding

Sewer Machine Co., Nappanee, Ind. and ask them to furnish all their literature
and catalogs.
SIREN ALARM FOR FIRS; DEPT.
The Fire Dept. wanted a siren alarm, reported Haylett and were willing
to pay for it themselves; -as they could get it on time payments, but they wanted
the city to underwrite the purchase. The cost would be about $275.00 and the
members of the department thought they would be able to pay down $100.00 to $125.00,
and the balance could be paid off in year payments, bearing interest at 6/o. Motion
made by Skinnell, seconded by Burns, that the city back the Fire Dept. in the matter
of securing this siren and motion was carried unanimously.
IN THE MATTER OF FIRE HYDRANT AT 12th & A St., Water Committee thru Haylett
and McFarland, that when relaying the new pipe, a tee be provided, so that some time in
the future a hydrant could be installed.
RELAYING WATER MAINS: McFarland stated to the council that he had sixty to
75 applicants for work when he started to relay water mains and wanted to, if possible,
spread the work out as much as possible among unemployed and he asked whether council
had any suggestions to make in the matter. He was advised that the matter was
entirely in his hands and he was to handle the work.
REVOLVING FUND FOR WATER MANAGER: In order to pay off men when thru,
a revolving fund of $300. was authorized for the Water, lAanager, upon. motion
made by Haylett,'seconded by Wirth, and carried without dissent on roll call.
WARRANT No. 1626, amount $300.00,, favor R. B. McFaklaadt issued.
RATE OF -PAY FOR LABORERS ON RELAYING MAINS. Matter of rat a to be padd
men engaged in relaying water mains was discussed and motion was made by Burns,
seconded by Skinnell, that this matter be left in the hands of.water menager;
motion carried.
ADJOURNMENT: Motion made by mirth, seconded by Skinnell, that meeting
adjourn: . motion carried.
