Partch, Skinnell and Wirth; Meyer arrived later. MINUTES OF MEETING HELD FE RUARY 2nd were read and approved. CLAIMS: Following claims against Current Expense Fund and Water Fund were read and motion was made by Partch, seconded by Anderson, that bills be paid and warrants be drawn for the same, roll call showed all voting for the motion: CURRENT EXPENSE: 9629 P. P. & L. Co., street lights _ _ 396.87 9630 Union Oil Co., gasoline used by various departments 42.96 439.83 WATER FUND: 1606 Union Oil Co., gasoline used _ _ _ _ 12.12 1607 P. P. & L. Co., power for pump _ _ _ _ 273.79 285.90 Letter from Pasco Paint & Picture Store made a bid of $1.00 each for headboards and was referred to Street & Alley Committee who have this matter in hand. At this point Councilman Meyer came in. Report of 'iii ater Manager read & ordered filed; Clerk's report passed around. FIRE DEPARTMENT IWEL]RANCE: Communication from Cox Investment Co. read regard- ing renewal of insurance policy, for members of Fire Dept. effective March 6th, 1932, at a cost of $42.50 for the following year; motion madeby Partch, seconded by Skinnell that insurance be rehewed; motion carried. LIGHT COMPdITTEE was not yet ready to report regarding difference in rate charge by P. P. & L. Co. for lights at Kennewick (11 KWH) as compared to Pasco's rate of 2V per KWH. Were given move time in which to investigate and report. ORDINANCE No. 396, GRANTING THE PACIFIC TELEPHONE & TELEGRAPH COMPANY A 2% YEAR FRANCHISE, which had been studied by a special committee was recommended for passage. Motion made by Partch, seconded by ;firth; that the ordinance be given its second reading by title only; motion carried without dissent on roll call and ordinance was read by title. Motion made. by Partch, seconded by Skinnell, that Ordinance No. 396 be declared to have had its second reading; motion carried unanimously on roll call. Ordinance was then given its third reading and motion was made by Anderson, seconded by '.firth; that the ordinance be decl€:.red to have had its third reading; carried without dissent on roll call. Motion made by Partch, seconded by Skinnell, that Ordinance No. 396 be declared adopted as read; carried unanimously on roll call. ORDINANCE NO. 397, CHANGING RATES OF PAY OF VARIOUS CITY EMPLOYES WAS BROUGHT BEFORE THE COUNCIL. Motion made by mirth, seconded by Partch, that Ordinance Eo. 397 be given its second reading.by title only; carried unanimously and ordinance was read by title. Motion made by Anderson, seconded by Wirth, that Ordinance No. 397 be declared to have had its second reading; motion - declared carried unanimously. . Motion made by Anderson, seconded,by Partch, that Section One of the ordinance be amended to read: "From and after the 29th day of February, 1932, the salaries and compensation of all (other than elective) officers and employes of the City of Pasco shall be reduced by ten per cent". Considerable discussion ensued and motion was made by Haylett, seconded by Burns, that the ordinance be tabled until such time as council could do nothing else; motion lost on roll call 5 to 2 as follows: Ayes Burns end Haylett; Noes, Anderson, Meyer, Partch, Skinnell and Wirth. Final disposition of ordinance was then postponed, while city attorney drafts d a new ordinance to replace the one before the council as amended. While attorney was drawtuhg up a revised ordinance council proceeded with other matters. ORDINANCE NO. 395, GRANTING THE NORTHERN PACIFIC RAILWAY CO. A FRANCHISE FOR CONSTRUCTION OFAa-de HR TRACK TO SERVE THE PASCO GROWERS' WAREHOUSE wasgiven its third reading; motio by P arteh, seconded by Haylett and carried without dissent that this be done. Ordinance was thereupon given its third reading. Motion was made by Anderson, seconded by Skinnell, that Ordinance No. 395 be declared to have had its third reading; motion carried on roll call unanimously. Motion by Anderson seconded by Partch, moved adoption of ordinance as read; carried unanimously on roll call. - LOADING ZONE FOR CENTRAL MARKET: A loading zone having been requested by the Central Market at their new location, motion was made by Partch, seconded.by Haylett, that they be granted a loading zone of fourteen feet on Lewis Street, at the North entrance into their building; carried unanimously. Mgryor brought up,matter of burned buildings on Clark St. between 8th and 9th, belonging to E. E. Yarwood, Mohler, Wash., neighbors having complained as to the dangerous condition of the buildings. Motion madeby Wirth, seconded by Skinnell, that the Qity Clerk be instructed to write the owner of the buildings to have them removed as soon as possible; motion carried. DRDINANCE".397, •continued: City Attorney submitted a revised ordinance providing for a ten per cent cut from employes drawing pay from Current Expense Fund and a volunteer ten per cent cut from elective!-officere and Anderson having withdrawn his original amendment, moved substitution of revised ordinance; carried six to one on roll call, as follows: Ayes., Anderson,:Burns, Haylett, Meyer, Partch and Wirth; Noes, Skinnell. Motion made by Anderson, seconded by Wirth, that Ordinance No. 397 be given its third reading; motion carried unanimously, altho Skinnell was excused while matter was being discussed. Motion made by Anderson, seconded.by'Wirth, that Ordinance No. 397 be declared adopted as read; roll e all showed unanimous vote for the motion. FIRE HYDRANT 12th & A Sts. Water Manager advised council that property owners. near 12th & A Sts. were asking for fire hydrant; upon motion made by Wirth, seconded by Partch, the matter was referred to the Water Committee with power to act. Matter of insurance on city buildings was discussed and clerk stated that he would have statement prepared for next meeting sho ng insurance in force. ATTESTI Mayor UCity O l er
