ROLL CALL: City Council met with all members present and Mayor Pro Tem y McGee presiding. MINUTES OF REGULAR SESSION HELD NOV. 3rd and adjourned session held Nov. 5th were .read and approved. CLAIMS: Following bills against Current Expense and Water Funds were read and motion was made by Anderson, seconded by 'girth, that the bills be allowed and warrants be drawn for the same; roll call showed all voting for the motion. -NATER FUND: Wrt.#1533 P.- P. & L. Co., power for pump 394:76 " #1523 Wallace & Tiernan Co., Chlorinator parts 25.30 , 410.06 CURRENT EXPENSE: #9491 P. P. & L. Co., city lights _ _ 359.12 Bill of P. r. (�c L. Co., amouTLt p2u.uu, which had been .referred to Claims Committee was reported on by Wirth, who stated that bill was for a wash machine furnished the Mission last year, but that the P. P. & L. Co. would allow credit for parts o$ the machine still on hand and when bill with credit is received it would be OK to pay it. VACATION OF ALLEY FOR CHURCH GRAPE JUICE CO. Mr. Larson of the Church Co. and their attorney C. 11. Powell of Kennewick appeared before the council regarding the proposed vacation of alley between Tacoma and First South from Columbia. In view of the fact that water and sewer lines are in the alley, the city did not deem Vit advisable to 'vacate the alley. Agreement was finally reached that the Church Co. would file plans covering proposed building xnixex connecting their two propertie;sz with the council and if these were satisfactory, the council would grant them permission to do the work, granting them a franchise for a number of years. The floor of the connection over the alley would be level with present floors of their buildings so that city employes would be able to go under the floor to work on sewdr or water lines if necessary. Plans and ordinance to cover will probably be submitted at one of the January meetings. L.I.D. BONDS: Letter from Puget Sound TMortga.ge Co. to treasurer read in which they stated that they were sending Bond 10 of LID #23 and that the $464.36 now on hand could be applied on this bond. City Attorney agreed to handle if he was sent statement as to bonds outstanding, money on hand in fund, etc. Report of clerk in typed form passed around, as was monthly report of `1'rea.su urer. Report of ;later Manager read showing net profits of $264.60 and was ordered fildd. Report of Police Judge regd and ordered filed. Partch for Street Committee stated that he would be in Spokane Saturday and would look into the matter of sewer cleaning machinery as he hoped to be able to locate some costing not to exceed the $250.00 allowance. ORDINANCE No. 392, being "AN ORDIN:":NCE AMENDING SECTION 2 of ORDINANCE NUTIBIIZ.:n 390 ENTITILED 'AN ORDINANCE DEFINING AUTO BUSES AND RENDERING IT UNLAWFUL FOR AUTO BUSES TO LOAD OR UNLOAD PASSENGERS, EXPRESS MATTER, OR BAGGAGE,, ON ANY OF THE PUB-,-� LIC ST SETS, ALLEYS OR PUBLIC PLACES IN THE CITY OF PASCO, AND FIXING THE PENALTY Ka FOR THE VIOLATION THEREOF'" was read. Motion made by Vlirth, seconded by Anderson that Ordinance No. 392 be declared to have had its first reading; motion carried unanimously a on roll call. Motion made by Anderson, seconded by Wirth, that Ordinance No. 392 be given its second reading by title only; roll call showed all voting for the motion and ordinance was duly read by. title. MC GEE ELECTED MAYOR: Motion made by Wirth, seconded by Anderson, that S. N. T:1CGee be elected mayor of the city of Pasco to fill the unexpired term of A. P. Gray,.deceased. Roll call showed unanimous vote for the motion, McGee not voting. ANDERSON ELECTED MAYOR PRO TEM: Motion made by Partch, seconded by Wirth that P. E. Anderson be elected Mayor. Pro Tem vice S. N. McGee elected as mayor; roll call showed unanimous vote for the motion with Anderson not voting. Selection of a councilman in place of Mr. McGee was postponed until a later meeting. Burns reported that from the Billet, they had eighteen men working that day k,,.rho would receive two meals and that 45 additional men who did not work were given one meal only. Yakima Clerk was instructed to write to J. E. Steffins, Route #7,/to see if Mr. Tadge is renting his property at 3rd and Columbia Sts., as this property is being used as a dumping ground for scrapped cars. . (` RESOLUTION REGARDING DEATH OF MR. GRAY WAS READ, AS FOLLOINS : "WHEREAS, God in his infinite wisdom has seen fit to remove from among us our late lamented mayor, the Honorable A. P. Gray, and it is appropriate that .the City of Pasco through its duly constitued officials should give public expression to its appreciation of the long and valuable service he rendered during his 1t fe time to the city and to the community in general, and give expression to the synpathy felt for members of his family in their bereavement, "NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City pf Pasco, that it is deeply appreciative of the life and public work of the late Alvin P. Gray and that the members of the council feel a deep sense of grief in his departure and extend to his widow and to all members of his immediate family, most heartfelt sympathy of the council and of the citizens of t e community generally in their bereavment; and the hope that they may fin solace in the thought xg of his great public service and the general esteem in which he was held. "BE IT FURTHER RESOLVED, that a copy of this resolution be spread 354 CIT` C od I' I Adjourned session _ November 19th, 1931. on the minutes of the city council and a copy hereof sent to Mrs. May E. Gray, the widow of our late mayor. "Passed this 19th day of Yovember, 1931." Motion made by Anderson, seconded by Partch, that the resolution be adopted as read; roll call showed unanimous vote for the motion.
