Regular session _ October 6th, 1931.
ROLL CALL: City council met in regular session with Mayor Gray presiding and follow-
ing members
present: Anderson, Meyer, Partch and Wirth; absent Johnson,
McGee and Skinnell.
MINUTES
OF MEETINGS HELD SEPT. 15th and 18th were read and approved.
Messrs.
Docks and Robbins of the Union Oil Co. being present spoke about the pro-
posed truck
ordinance and were advised that it was still in the hands
of the Police Committee
for further
study and revision.
CLAIMS AGAINST CURRENT EXPENSE: Following claims against Ctrrent Expense were
read and
motion was made by Anderson, seconded by Partch, that the bills
be allowed and
warrants
be drawn for the same; carried without dissent on roll call.

VACATION OF .ALLEY FOR CHURCH GRAPE JUICE CO., Communication read from C. L.
Powell of Kennewick, asking for the vacation of alley running South from Columbia St.,
between Tacoma and First in Block One for the Church Grape Juice Co. Following
resolution read:
"WHEREAS, the Church Grape Juice Co. has petititioned the City Council for the
f/Q vacation of that certain alley in Block 1 of the City of Pasco, according to the recorded
Q plat thereof, Franklin County , Nashington,
"N071, THEREFORE,BE IT RESOLVED that said pe ti tition shall be heard. and determined
on the 3rd day of November, 1931, and that notice of said hearing be posted by the City Clerk
as required by law, requiring all those who h2ve any reason so to do to appear at said
time and place and state any objections they may have to the vacation of said alley and
the granting of said petition."
Motion made by Partch, seconded by Wirth, that resolution be adopted as read;
carried without dissent on roll call.
License application read from L. A. Deaver, for operating dray; motion made by
Partch, seconded by Anderson, that license be granted; carried on roll call.
Motion made by Meyer, seconded by Partch, that the m tter of disposing of building
at City Park be referred to the Committee on Public Property and Docks with power to
act; carried on rolll call without dissent.
Letters read from McAuley & Freece, Yakima, Associated Oil Co., Spokane and
Supt. C. L. Booth of Pasco, asking for further information -regarding truck ordinance;
clerk was instructed to advise them that ordinance was still in hands of Police Committee for
further study and revision.
Report of Building Inspector read and ordered filed.
Ordinance No. 391, adopting the budget for 1932 was read; motion made by
Anderson, seconded by Partch, that ordinance be declared to have. Ad its first reading;
carried on roll eall,without dissent.
Motion made by Anderson, seconded by Partch, that Ordinance Bo. 391 be read
by title as its second reading; carried unanimously on roll call. Ordinance was then
read by title.
Motion made by Partch, seconded by Anderson, that the rules be suspended and
that ordinance be given its third reading; carried and ordinance again read. Motion
made by Partch, seconded by Anderson, that Ordinance No. 391 be declared adopted as
read; carried unanimously on roll call.

Mayor Appointed -On Relief Committee: Motion made by Anderson, seconded by
Partch that Mayor Gray be appointed -to -represent the city on the committee which is to
handle local relief this winter; motion carried unanimously on roll call.
ADJOURNMENT: $lotion made by Anderson, seconded by M ever, that meeting
adjourn; motion carried.
