Regular Session _ _ March 17th, 1931.
ROLL CALL: City Council met in regular session with ilayor Gray presidinry and
following members present :Anderson, Johnson, I'.IcGee, T.Ieyer, Partch, Stinnell & Wirth.
MINUTE'S OF REGULAR SESSION P:IARCH 3rd were read and approved.
CLAIIJS AGAINST CURRENT EXPENSE AI:ID WATER FUND: Following claims against
Current Expense and 'Vater Fund were read and motion was made by Partch, seconded by
Anderson, that the bills be paid and warrants be drawn for the same; roll call
showed all voting in favor of the motion.

REPORTS OF OFFICERS: Report of .later Ida.nager read showing loss for month
of 9429.32; motion made by 11cGee, seconded by Anderson, that report be accepted and
placed on file; carried without dissent on roll call.
REPORT OF CITY CLERK in typed form was furnished to each councilman,
together vith statement calling attention to condition of Current Expense Fund and
that proppects of securing customary heavy payment of tax money on April 10th were
slim, as railroads had only paid one half their taxes this year. Report of City
Treasurer was passed around.
Report of Building Inspector showed no permits issued since Jan. 1st.
Street Committee reported that they were not yet ready to make a report
relative to contracting collection of garbage and rubbish; Police Committee also
reported that they were not yet ready to report on a peddler truck ordinance and
a.s1ked for more time, which was granted.
ORDINANCE No. 390, "An ordinance defining auto busses and rendering it
unlawful for auto busses to toad or unload passengers, express matter, or baggage,
on any of the -public streets, alleys or public places in the City of Pasco, and
fixing the penalty for the violation thereof" was introduced and read; motion made by
Anderson, seconded by ;firth, that the ordinance be declared to have had its first
reading; carried 6 to 1 on roll call, )nly Johnson voting against.
In order to dispose of the old ordinance introduced July lst, 1930 and given
its first reading on that date, and which in part covered auto bus regulations,
motion vTras made by Skinnell, seconded by Beyer, that ordinance which was Liven its
first reading on July 1st, be not passed ,and that it be permanently filed; roll call
showed -all voting for the motion.
E. J. Reynolds, J. i..Iinkiewitz and D. P.I. Burley addressed the council
relative to the proposed ordinance. ( -390) .
LvIotion made by Anderson, seconded by Partch, that the ordinance (No.390) be
made effective a.s of June lst, 1931; carried 6 to 1 on roll call, Johnson voting "No".
Motion made by t`li'rth, seconded by Partch, that penalty be made not more than
9100.00 and ninety days in jail; roll call showed carried 5 to 2, those voting"Aye"
beingAnderson, I:Ieyer, Partch, Skinnell and '[irth; "IJo" Johnson and IvIcGee.
lJotion made by Anderson, seconded by 'firth, that Ordinance Ito. 390 be given
its second reading by title; carried 5 to.2 on roll call with I.IcGee and Johnson voting
against the motion. Ordinance read by title.

have had its second reading; carried 5 to 2 on roll call with Johnson and McGee voting

I.Iotion made by Partch, seconded by Skinnell, that the rules be suspended and
that Ordinance No. 390 be given its third reading; carried on roll call 5 to 2 with
Johnson and McGee voting against the motion. Ordinance No. 390 was then read.

Motion made by Mirth, seconded by Meyer, that the ordinance be declared to
have had its third reading; roll call ordered end showed motion carried 5 to 2 with
Johnson and P,IcGee voting a.ga.inst it.
Motion made by 2xkx Anderson, seconded by •i.Ieyer, that Ordinance Ito. 390
be adopted as read; roll call shoved motion carried by a vote of five to two, those
voting in favor being Anderson, Beyer, Partch, Skinnell and 'firth; those opposed
being Johnson and P.IcGee .
11r. L. C. Churchman addressed the council making remarks somewhat threatening
in nature if the council passed the ordinance. I:Ir. Anderson, however, informed
Chtrchman, that the ordinance v;as being, passed as a safety measure, that since the
matter had come up first nine months aUo, the council had received promises from
Churchman and others, that safety measures would be lived up to, but that promises
had been disregarded and that therefor the ordinance was being; passed.
At this point Johnson was excused.
ADJOURNEEIIT: Motion made by IIcGee, seconded by Anderson, that council adjourn;
motion carried.
