ROLL CALL: The city council met in regular session with ldayor Gray presiding
and following members.present: Councilmen Anderson, ldcGee, Meyer, Partch and girth;
absent were Davi's and Sargent, altho Davis came in later.
InIINUTES OF ADJOURNED SESSION HELD NOV.. 7th: xzx were read and approved.
FOLLO;,dING CLAIIJS AGAINST CURRENT EXPENSE FUND IVERE READ and motion was made by
rrlcGee, seconded by Partch, that the bills be allowed and warrants be drawn for the same;
roll call showed all voting for the motion.
WARRANT:
8799 P. P. & L. Co., street lights, etc. _ _ 320.88
9800 Gustave Hue, services as special watchman, October, 4.00
Application for license requested by H. C. Meyer and R. E. Blakeley read, this
to cover auto wrecking and second hand car shop; motion made by McGee, seconded by
Anderson, that license be granted; carried unanimously on roll call.
(At this point Councilman Davis came in.)
Communication from Chamber of Commerce relative to delegate to Good Roads
Convention at Wenatchee was read and ordered filed, as was received too late for action.
ORDINANCE_Ir
'-'387. amending franchise covering natural gas distribution system in
13asc.6 and granting to R. E. Combs, his assigns or heirs, etc. a time extension until
Sept.. 4th, 1931 in which to begin construction was brought before the council. Motion
made by McGee, seconded by Anderson, that the provisions of the ordinance providing for
free, gas to be furnished to the city by the grantor be stricken sand that the ordinance
as originally introduced end read into the council be read a third time and that upon
such. third reading it be declared to be passed." Roll call showed all voting for the
motion.
11o.tion then made by Anderson, seconded by Iaeyer, that Section 2 of the
ordinance be stricken and that Section 3 be numbered Section 2; roll call showed all
voting for the motion.
Ordinance read and motion then made by Heyer, seconded by ,'Wirth, that
Ordinance 397 as amended be declared to have had its third rending; roll call ordered
and a.11 voted for the motion.
Motion made by Heyer, seconded by Partch, that Ordinance No. 397 be
declared adopted as read; roll call showed unanimous vote for the motion.
FEEDING OF HUNGRY TRANSIESTS: Method of feeding hungry transients discussed
and itlayor Gray suggested that men be fed thru the "Helping Hand I:Iission at Tacoma and
Clark Streets, furnishing them with meal tickets after performing several hours
work cleaning weeds, etc. Motion made by Davis, seconded by 11cGee, that the 151ayor
be authorized to make arrangements iiith the Street and Police Departments to furnish
work for needy transients, that those departments pay with meal ticketd on the Helping
Hand 1-,Ji_ssion, and that the latter bill on the city for these meals at a specified rate
to be determined by the mayor. Roll call ordered and showed all voting for the
motion.
LIBRARY: Davis.reported that he had talked with. Mrs. Newman of the
Library Board and that Mr. Newman when a member of the city council had informed him
that he had dug the contract with the Carnegie Foundation out of a barrel of records
and that his recollection was, that the Library Board was to consist of three appointed
members, the superintendent of schools and the president of Chamber of Commerce. Clerk
stated that he had vrritten f,r a copy of contract, but same had not yet been received.
No action taken.
