PYLES FOR MATERIAL USED'A1D ALL CLAII93 -IN COIMECTION WITH WATER SYSTEM IN GRAY'S EAST RIVERSIDE ADDITION. City Clerk read a letter written to -him %y the City Attorney, relative to action, taken by'. the council July 15th, advising clerk not to issue warrant, as motion was carried by a vote of three to two, that the motion did not instruct clerk to issue currant, nor were there any directions as to what fund was to be drawn on. Partch stated that tank was. falling to pieces and that if parts of the old tank struck someone, the city might be found liable; he urged that matter be settled before an accident would happen. Davis called attention to city attorney's opinion that it took four votes to pay bills and then submitted a motion. "that this council concur in the opinion of the City Attorney that four votes are necessary to disburse city funds; . that the city clerk be instructed to make a check for previous illegal disbursemEnts of funds; that necessary action could be taken to correct the errors". Iaiotion--duly seconded by Sergent and roll call ordered, shooing following results: Ayes, Davis, Partch and Sargent; noes, Anderson, McGee and Wirth; motion declared lost. Motion then made b y . Yart ch, seconded by girth, that "a warrant be drawn for $400.00 on the Uity treasurer, to be taken from the dater Dept. Fund, to pay F. L. Pyles in full fcr pipe and equipment used in connection with water supply to Gray's East _riverside Addition to Pasco and real or imaginery claims he might have against the city"; . roll call ordered with following result: . Ayes, Davis, McGee, Partch; Sargent and Wirth; Noes, Anderson; motion.declared carried. WARRANT No. 1245 against Plater Fund issued. AMERICAN LEGION GRANTED CARNIVAL LICMiSE : C. L. Booth appeared . for the American Legion and stated that they wanted to sponsor a carnival to appear the last week in August; motion thereupon made by Wirth, seconded by Anderson, that authority be granted the American Legion to bring in a carnival the last week in August and that -the customary license fee be dispensed with. Davis amended,. seconded by Sargent, that the American Legion be held responsible for cleaning up debris after the carnival. Amendment was .accepted by makers of original motion and motion as amended was carried by- unanimous vote upon roll call. Partch, however, had been previously been excused to enable him to catch a train. Fire Chief Paugle informed the council that he had trouble with people clwntwn operating-inodineratorei was informed that if owners of incinerators would not co-operate with Hire Dept. to avoid chance of fire., to have them hauled array. Motion made by Wirth, seconded by Anderson, that the Street committee be instructed to inve s tiga to a garage ' b Bing built in the vicinity of 7th & A Streets and report to council at the next meeting. SPECIAL SESSION _ August lith, 1930. Pursuant to a call from Lviegar Pro Tem McGee, the city council met in special session to open bids on coal. ROLL CALZ: Present were Mayor Pro Tem McGee, Councilmen Davis, Meyer & Wirth. Call for meeting read by clerk, providing for 'meeting, to receive bids on car of coal, as prices of coal were being raised on August l5th. Following bids were received: N.W.I. Mine Run No.3: Juvenal's ?8.30 per ton delivered; Kleeb's $8.35 delivered: TumaA-Lum blank; Roslyn Cascade No. 1: Juvenal $8.30 delivered; Kleeb's @8.35; Xxz-x*m%-aanx Roslyn Cascade No. 3, Juvenal $7.80 delivered; Kleeb's 7.85.delivered; Tum..ALum ti %lb plus 75 cents hauling: Roslyn No. 3, Tum-A_Lum yp7.65 per ton plus 75 cents. hauling. Motion made by Meyer, seconded by Davis, that the bid of Juvenal for N. I. Mine #3 coal at $8.30 be accepted and that order for ear of coal be placed by the clerk; roll call showed all voting for the motion..
