July 15th,
ROLL CALL: The City Council met in regular session with Mayor Gray presiding
and follovang councilmen present: Anderson, Davis, I+Meyer, Partch and Wirth; absent
were McGee and Sargent.
MINUTES OF REGULAR SESSION JULY 1st were read and approved.
APPLICATIONS FOR LICHTSES 0JERE READ FROM FOLLW-ING: Liberty Theai;rd= for °
theatre and Bungalow dance hall; M. Katayamas for pool hall and soft drink establish-
ment; Frank Lee, City Cafe; A. F. Sylvester pool hall and so ft drinks; Pasco
Triple XXX -'root beer stand. !%lotion m-ade by Anderson, seccnded by Partch, that
licenses be granted; roll call showed a. 1 voting for the motion.

Bill from Franklin County, amount $49.22 for surveying and engineering expense
on extension of Fourth Avenue was read; motion made by Anderson, seconded by .'firth,
that bill be referred back to the county with a request to advise as to who authorized
this work. Motion carried on roll call.
FRANCHISE REQUESTED FOR DISTRIBUTING NATURAL GAS BY NATUIbILL GAS CORPORATION
OF IWASHINGTOIT. A letter was read from C. L. Powell, attorney of the Natural Gas
Corporatioin of presenting an ordinance granting a dranchise to them for'
distributing natural gas within the city. Notion made by Partch, seconded by Anderson,
that action be deferred until the next regular meeting; carried on roll call.
Com- unication from C. J. Johnson, read, in which he enclosed $4.65 unearned
fees in the case of City of Pasco vs. P. P. & L. Co., in the U. S. District Court;
(treasurer's receipt No.. 348 attached) ; ordered filed. Acknowledgment by'Union Oil Co.
of contract for gasoline, etc. was ordered filed. Letter from Cox Investment Co.,
relative to liability insurance for ±t=K±± city's fleet of trucks 1-cas ordered placed
with 1931 bud get file.
Report of City Clerk in typed form furnished each member of council an °
report of Treasurer for June ricas passed around. Report of ',%7,tter Manager I:McFarland show-
ing net earnings of ��838.51 was reed and ordered filed.
Partch reported that he knew about the Harkins & Lamb bill. of $162.75 for
gravel furnished for Ainsworth avenue and that the ,$17.75 charge for stripping the pit
tiV s OK. motion thereupon made by Partch, seconded by ,'firth; that the bill be allowed
and warrant he drawn fo_^ the same; roll call shavied all voting for the -motion.
WARRANT 8564 Harkins & Lamb, gravel furnished $162.75
Clerk made report of licenses issued for the civ wing year and motion was
made by Virth, seconded by Partch, that clerk furnish Chief of Police with li=st of
those who have paid and those who have not; carried on -roll call.
WATER, G'AY 'S EAST RIVERSIDE ADDITION: Partch advised the council he had a
quit c lam, im deed from D. Q. Skinnell, chairman of Trustees of Gray's East Riverside
Addition iJwter Users' Assn., quit claiming title of lot on which tank stood, the tank
pump'and motor in favor of�.X Pyles. He stated that in addition I.•ir. Pyles Granted
,,,400.00 and that he believed he mo st ' sat i sfacto ry way to settle the matter ;-could be to
give him that amount. Motion made by Partch, seconded by Davis, that Pyles be
reimbursed to the extent of $400.00; roll call ordered Zvi th following result:
Ayes, Davis, Partch and Wirth; Noes, Anderson and Lleyer; motion declared carried. (9)
TRAFFIC ORDEI�T IST CE : Traffic Ordinance as revi sed was not yet ready for
presentation to the council but ',;firth advised it would be ready at next meeting . Motion
made by Davis, seconded by firth, that traffic ordinance be amended to include freight
trucks as well as passenger trucks; motion carried unanimously.
C. A. JONES UAS ' APPOINTED POLICE JUDGE BY 11AYOR GRAY; motion made by
Anderson, seconded by Partch, taint appointment be c onfi rmed; carried four to one on
roll call as follows: Ayes, Anderson, Meyer, Partch aryl 'Wirth; Noes, Davis.
TRANSFERS TO SINKING FUNDS: I,4otion made by ,firth, seconded by Heyer, that
following amounts be transferred from current expense fund to sinking f_�nds, etc.:
yp785.00 to refunding bond fund; $1758.00 to Li_gh t Bond Fund; $650.00 to Light
Bond Interest Fund. TRANSFER ORDERS NOS. 20, 21 & 22 cover).
