Regular Session _
May 20th, 1930.
ROLL -CALL: The City council met it regular session with following 'members
present and May or' Gray presiding: Anderson, Davis, Meyer, Partch and 4Tirth; absent
McGee and Sargent.
MINUTES OF REGULAR SESSION EE LD ON MAY 6th were read and approved.
CLAIMS: Following claims were read and amount of light bill* being-questi oned,
motion was made by Anderson, seconded byh Parted; that the chills' all be allowaed and
warrants be drawn for• them and that matter of overcharge, i0 d iy; 4e taken 'Ap - by the
Light Cotmittee-with the P P. & L. Co.' and if bills were excessive-, that amount of
overcharge be refunded next month; roll call showed all vot ing f 3r the motion.
CURRENT EZPENSE :
Warrant 8448 P. P. & L. Co., 'Street lights, etc. for. April 290:59
8449 L. B. Joslin, care of impounded stock _ 15.30 305.89
WA TER' BILLS:
Warrants 1177-1183 Supplemental pay roll for May _ 448.00
LICENSES: Applications for licenses were read from f ollowing: Cole '
Bros. Shoos for a dog and pony show June 6th; soft drink stand for H. L. Springer;
Motion made by Anderson, seconded by Wirth, that the licenses be granted; roll call
showed all voting for the motion.
Treasurer submitted disbursing* order for $198.00 -interest to be paid to
Puget Sound Mortgage Co. on L. I: D. No. 30; question arose as to whether the Fes people
had all the bonds in this district and motion was mode by Partch, seconded by Anderson
that it be referred to the Finance, Committee for investigation; roll call showed
following: Ayes, Anderson, Davis, Partch and Wirth; Noes, Meyer; declared carried.
Partch reported on proposed oiling of streets, stating t hat - propo sed extension
of Fourth Street from the N. P. Depot to Ainsworth would cost approx. 02600.00 and that -
he favored using present route on B St. and Fifth, where oil could be applied by spread-
ing only A small amount of gravel to -re7lace ,some worn away; also favored oiling of..
Yakima St. within the city limits and that amount spent for oiling be held donnn this
year, the mondy remaining to be spent fbr gravel in fall. After discussion, the
matter was inf armally left in the hards of the Street Committee.
Ordinance No. 385, being "AN ORDINANCE PROVIDING FCR THE INSPECTION OF
PREMISES BY THE FIRE DEPARTMEVE TO SAFEGUARD THE PUBLIC AND PR OPE RTY AGAINST FIRE" was
given its third reading. Hotion mode by Partch, seconded by Davis, thsat sent in
Section 1, limiting inspection to basements be eliminatedf roll call ;hawed all voting
for the motion.
Motion by Partch. seconded by Meyer, that Ordinance No. 385 be declared to
have had its third reading; roll call showed ell voting in favor of the motion.
Motion by Wirth, seconded by Partch, that Ordinance No. 385 be declared
adopted; roll call shoved all voting far the motion.
NATURAL GAS FRANCHISE: Mr. H. V. Burkhardt, representing the Natural Gas
Corporation of Washington, accompanied by his attorney C. L. Powell of Kennew0 k,
appeared before the council and asked permi_ssioA to introduce . an ordinance granting
them a -franchise to distribute natural gas thru_out the city. He stated their
company was a subsidiary of the Standard Oil Co. of California and that they had
plenty of financial strength. Natural gas was from their California field, where it
was a by-product when they refined gas and took out gasoline; this Was liquified and
shipped to their distributing plants in taknk cars, khere another process was used to
again turn it into gas. He stated that they would have their plant and distributing
system ready ninety days afater the franchise was granted and they had secured the
land for their plant. Permission to submit an ordinance covering a franchise
was granted to them.
