ROLL CALL: Pursuant to agreement, the city council met in adjourned session
frith Mayor Gray presiding.. Present were Councilmen Davis, McGee, lleyer, Partch and
Wirth; absentees were Ard.erson .and Sargent.
Regular order of business was dispensed ui th for the time being, as Mayor
C. A. Crawford, City Attorney Holcomb, Councilmen Butler and IIcGee of Kenneui ck
were present to go over proposed action in connection with application for a
natural gas franchise ma. de by the Natural Gas Corporation of ',7ashington. Messrs.
Beardsley, Combs and Hirst representing the N. 'ff. Nat;taral Gas Co., who have a franchise
also attended the session. A telegram from R. B..Fewburn, president of the N. W.
Natural Gas Co. was also read, stating t1at he had about completed financing of a pipe
line to Pasco and Kennewick and hoped his plans arould -i,ot .be. hampered by -6 granting a
franchise to another concern. After a free discussion in which both cities'
representatives expressed the wish to work together on franchise and otl-Lr matts rs,
it was decided that the Ci V C1enk .was to write the offici a1s of the Natural: Gas
Corporation of tVashingtori,and advise them that their representative could attend a
joint meeting of the city councils of Kennewick and Pasco and make a formal presentation
of their request for a .franchise, such meeting to be held on some night other than a
regular meeting night.

Motion made by Partch, .seconded by T,,IcGee, that the above &ills .be alloted and
warrants be issued for th.e wane ; roll call showed all voting for the motion.
PETITION READ FRO -N! IST. H. McKeown, et al, protesting a,inst party by
the name of Cole IImeping a cow on Tenth Street in immediate vicinity of residences.
Motion made by McGee, aecaaded by Partch, that the matter be referred to the City
Health Officer with instructions to see .that city ordinances were being lived up to.
Roll can. showed all voting for the motion.
PROPOSED ORDEANCE COVEiR1110 BUILDINGS OCCUPIED BY DRY CLEANEdS: A proposed
ordinance was read orivi ding that dry cleaning e stab lis hment s be built in accordance
Stith regulations of the National. Board of Fire Underwriters. After a great deal of
discussion, the proposed ordinance was shelved for the time being without any formal
action being taken.
V. L. Pangle, captain of the fire department, informed the council
that the stn. to fire marshall had e:tipres sed a vd llingness to come to Pasco and help
in the reorganization of the de-partment. Partch made a inotlon that the clerk be
instructed to tzrrit;e the State Fire Marshall and invite him 'to come to Pasco, but the
motion vns lost was want of a second.
Davi:s reported that it would cost about 5?30. or X35. to reset the
flag pole and that he would recommend that the committee set four timbers around
the post, in a concrete foundation and wanted to knau if the.c ouncil's instructions
also included the painting of the pole while it was doi=m. He was inf ormallyT instructed
by members of -the c0uneil to have the pole painted while it ivas doti-rn.
