ROLL CALL: The City Council met in regular session with Mayor u•ray presiding. absentees were Anderson and Wirth; present were Davis, McGee, Meyer, Partch and Sargent. CITY ATTORNEY RESIGNS & C.M.O'BRIEN APPOINTED: The clerk read the resignation of R. P.. Swanner as City Attorney and also letter from Mayor Gray appointing C. M. O'Brien to fill the unexpired term. Motion made by McGee, seconded by Partch,. that the resignation of I!Ir. Swanner be accepted; roll call showed all voting for the motion. Motion made by Partch, seconded by Meyer, that the appointment of Mr. O'Brien be confirmed; roll, e.all showed unanimous vote for the motion. PARK BUDGET CUT: I4Totion made by Partch, seconded by LieGee, that City ule-rk be instructed to advise the Park Board that inasmuch as receipts anticipated from Tourists collections will not materialize, and receipts were originally estimated at .400.., the amount allowed the park board for other ex;;ense was to be cut X400.00. Roll calf ordered with following result: Ayes, McGee, Meyer and Partch; Noes Davis and Sargent. Motion declared carried upon advice of city attorney. COUNTY TO OIL STREETS, ETC. A communication from County Commissioner H.B. Jensen was read, relative to oiling Sylvester and Yakims Sts.., Oregon St. to the cemetery and making a road on Fourth St.., South from present pavement; IIr. Hensenstated that county expected to start work in the near future and that if the city could not pay for the work at once, the county wauld finance it for them and deduct it from the amount due the city from the road & Bridge rund. Mr. Jensen being present made a further verbal statement to the council. Wdster Manager requested authority to purchase forty 7/8 x 3/4 Trident meters at a cost of ;10.20 each, less discount of X2.00 for old meters returned; motion made by Partch, seconded by I:icuee, that mater manager be authorized to purchase forty meters; roll call showed all voting for the motion. PROPOSED ORDINANCE No. 378, licensing pool halls and billards halls and modifying the present ordinance was read. Davis asked City Attorney iprevious opinion about three votes pwmxx being sufficient 'to pass motions and orders Would stand; to which City Attorney replied affirmatively. I<Iotion then made by Heyer, seconded by licuee, that consideration of the ordinance be postponed until the next meeting; roll call showed unanimous vote on the question in favor of postponement. ORDINANCE Yr377 (Cluster Lights) . Bef9re proceeding with reading of urdinance 7r377, Davis stated .that he ,wanted the ordinance to show specifically what work was to be done, otherwise he would vote against it. ,YX ffXx%ff ,T ARN?Q McGee moved, seconded by Partch, that the words "Parinvay cable",be changed to read "suitable cable" in the ordinance; roll call showed all voting.for the motion. A revision of title and section Too. 3 was proposed, which provided for the creation of a "Street Light Construction Fund" with which to pay the construction in lieu of issuing emergency caarrants as first contemplated. Partch thereupon made a motion, seconded by McGee; that the title and section 3 be change to agree with such revision; roll call showed all voting .for the motion. 'Ordinance was thereupon read as revised and motion was made by I.icGee, seconded by Partch, that it be declared -to have had its third reading; -roll call showed unanimous vote for the motion. Motion made by VIcGee, seconded by itieyer, that ORDIN-0CE #377 be DECLARED ADOPTED; roll call showed all voting in favor of the motion. TRANSFER OF FUNDS FROM LID TO LID GENERAL FUND:. Following resolution was introduced at the request -of State Examiner Smith: - "BE IT RESOLVED, That any balance remaining in the fund of any local improvement .district the whole cost and expense of. which improvement have been paid and against which district there are no warrants or bonds or other obligations outstanding may be transferred to .a fund to ,be known as the LOCAL IMPROVE - 1J -ENT GENERAL 7010 by the city Treasurer.,- to be disposed of and paid out as the city council may hereafter direct and that collections hereafter, oming in to the treasurer for account of old local improvement funds which have been closed the manner above described may be credited by the Treasurer directly to such local impi.ovement general fund." 110 tion made by T.IcGee, seconded by Partch, that the .resolttion be adopted, roll call showed unanimous vote for the motion; BIDS FOR COAL: Clerk was instructed to advertise 7for bids ,for furnishing a car of coal to -the city, Roslyn No.l mine preferred,.upon motion made by McGee and seconded by Partch; roll call showed unanimous vote for the motion. Mayor submitted the name of J.A.Patrick as his appointtee as chief of police; motion made by,I..IcGee, seconded by �Ieyer, that action be postponed until the next meeting: roll call showed following: • Ayes, r,IcGee.,- i..ieyer E:. Davis called attention to mm rebuilding at new theatre and moved that the building inspector be instructed to look into the si tuati on as to fire hazard and that he report his recommendations; roll call showed all voting for the motion. COLM.,-IBIA STREET SIDEWALK: No pro tests -were received against the proposed assessment roll for. the Columbia St. sidewalk.
