Insu-r. & Paled''. Aid _ 18.98 (McGee came in) Total REHABILITATION OF LIGHTS:. Meyer reported for Finance Committee, that there appeared to be opposition to both the L. I. D. bond and General Obligation bond mmthods of financing the reconstruction of street lights:'_;: Anderson moved, seconded by Wirth that this be considered as a progress report; motion carried but was later ordered expunged from the records upon motion by the same councilmen. P. P. & L. Co. PROPOSITION: McGee reported that the P. P. & L. Co. had made him the following proposition to be presented to the city: The P. P. & L. Co. would finance the reconstruction of the pole lights according to ideas and specifications of the city if the latter mould sign up for a term bf years; if the contract ran for 15 years, they would char a rate of 2 cents per 1M for the lights; for a ten year contract the rate would be 2N cents per KWH; the city mould be required to pay 8% interest and at the expiration of the contract, the poles and fixtures would be the property of the power company. GEIERAL OBLIGATION BONDS TO BE ISSUED: Meyer made a further report recommend- ing that the reconstruction work be paid for thru general obliges -ion bonds, stating that the original installation of the poles had been paid for by the abutting property and that furthermore, he favored general obligation method, as lights in other parts of the city were installed and paid for thru the general fund. McGee and Wirth of the Finance committee engorsed the suggestion. Partch thereupon moved, seconded by mcGee;'.that the proposed change to lighting system be finance by issuance of gene ralm obligation bonds; roll call showed unanimous vote for the motion. It was understood that the Mayor would call a meeting of the special light committee for vrida�, night, to formulate ideas. of construction, etc. MAYOR GRAY APPOINTED A. K. Wilkins as Uhief of Police and McGee moved, seconded CITY - MV`'11M Regular Session l IMMRS June 4th, 1929 by girth, that action be postponed until the next meeting; roll call ordered with following result: Ayes, McGee, laeyer, Partch, Sargent and. Firth; Noes, Anderson. Motion declared carried. Partch spoke about program Street Dep . had utlined for -the summer; stated that had a line on a rock crusher-, which might be secured for about X250.00 and that he intended to look it over, it now being near Dayton. Also called attention to condition of building used by eater Dept. for a shop, etc., t:icGee, thereupon - made a motion, that the chairman of the Public Buildings Committee be instructed to go ahead with work of making necessary repairs to the building; seconded by Anderson and roll call showed unanimous vote. Lance, wages on Water Dept. pay roll,x June 52.00 TRANSFER ORDERS ISSUED: In order to gripe out local improvement districts on treasurer's report which were appearing as in the red, State Examiner Smith had asked the Clerk to secure council's consent to a transfer of necessary funds from L. I. D. Districts which had not against them, so that treasurer's report would not show red figures in fa tore . Motion made by McGee, seconded by Meyer,, that Clerk be authorized to issue necessary transfer orders, as follows: (Roll call shoved all voting favorably) . Order #21, amount $30.78, from LID T121 to LID X22 Ti #12, " 68.41, " IT #25 Iyltce . to LID rr25 it #13, " 39.32 " " #121 to LID 7-t*51 INTEREST ON LID BONDS: A communication to the treasurer from the Amerman Agency & Investment Co., asking that the interest due on bonds in L. I. D. 7x28 and L.I.D. ;r32 be paid to them, was referred to the council. Ina.snuch as they. only wanted interest on part of the outstanding bonds and not the entire issue, entailing considerable work on the treasurer to keep interest funds in future, motion was made by McGee, seonded by Wirth, that the city treasurer be instructed to write to these people that they must send in the entire issue of outstanding bonds, before the treasurer will be authorized to pro rate the interest. PETITION OF L. W. TABER et al, containing 349 signatures, protesting the appointment of R. B. McFarland, was read; motion made by I-leyer, seconded by tvirth, that the pe ti do i be referred to the Water Committee; roll call showed unanimous vote for ?_ the motion. Communication read from Northern Pacific Railway relative to termination of premit to maintain irrigation pm pipe leading to the City Park; motion made by Partch, seconded by Wirth, that City Clerk be instructed to write that permit could be cancelled as pipe line was no longer in use.
