RULING OF CITY ATTORNEY: There being only three members present, City Attorney Swanner , gave the council the ruling that because of two resignations from members of the council having been filed with the city clerk, the council now consisted of five members and that therefor, three members constituted a quorum. In accordance with this opinion of the City Attoyney, the mayor called the council to order,for the dispatch of business which might come before it. MINIL TEB OF MEETING HELD MARCH 5th were read and approved. CLAIM AGAINST CURRENT EXPENSE: Bill of P. P. & L. Co., amount 0310.11, for street lights was read; motion made by Partch, se c onddd by 2cGee, that the bill be paid and warrant drawn for the same; roll call shored all voting for the motion. WARRANT #7599 issued. RESIGNATIONS OF L. L. STRINGHLK, councilman at large, and C. A. WAYDE, council- man, dere read. Motion ?nude by I?rlcGee. seconded by Am Anderson, that the resignations be accepted; roll call showed all votz:is for the motion. R. F. Young spoke to the cpuncil' on behalf of the .Chamber of Commerce and American Legion, regarding a carnival which they proposed to hold Nhy 16th, 17th and 18th, the proceeds of 4,hich were to go to the swimming pool fund, this carnival to be held in connection with the air mail. celebration; he asked that no licenses be issued for any carnival before the dates named by him and also wanted permission to use the land on Fourth and Clark Sts. for the carnival. He also asked permission to use this land on Hay 9th, on which date the N.P. will have an exhibition train here and the Chamber of Commerce proposed to feed farmers viewing this exhibition on that plat. Motion .later made by Partch, seconded by McGee, that the request of Mr. Young be granted; roll call showed all voting for the motion. NEW COUNCILMEN EIEC9ED: Motion made by McGee, seconded by Anderson, that Clarence Wirth be elected to fill the vacancy caused by Dr. C. A. Wayde's resignata on; roll call showed all .voting for the motion. Motion made by Anderson, seconded by McGee, that P. C. Heyer be elected to fill the unexpired term of L. L. Stringham, as councilman at large; roll call showed all voting _for the mo-Laon.. - - 11r. Meyer being present, was sworn in and took his seat as a member of the council. City Treasurer submitted a proposed agreement. of the Burroughs adding machine company to service her adding machine for y14.00 per year; motion made by LcGee, seconded by Partch, that it be referred to comittee on public property; roll call showed all voting for the motion. The bill of the.Brady Layman Garage, amount ,Q5.2&, had been previously referred to the Claims Committee and was put before the council bearing the recommenda- tion of former committee chairman, that bill be .reduced to 60 cents per night, or total of 03.50. inotion made by Anderson, seconded by KcGee, that the report be accepted and that the bill be paid on, the basis of 03.50. WARRANT ,No. 84a issued. BILL OF Pasco Hardware Co., amount 14.15, for tools furnished Street Dept. was -reported by Street Supt. Partch as being OK and motion was thereupon made by McGee, seconded by Anderson, that the bill ,be allowed; roll call showed all voting for the motion. WARRANT No.7601 issued. .BILL OF J. W. HAYS, amount Q.00, for hauling headboards to cemetery was ordered paid upon motion made by McGee, seconded by Partch; roll call showed all voting for . the motion. Report of City Clerk in typed form had been furnished to each council mem- ber and report of city Treasurer was passed around. . Clerk reported that he had been served with a summons in the case of H. W. Demuth et al, vs the city of Pasco, et all, to quiet title to certain land and that he had turned same over to the city. Attorney. 2.57: 1/0 Mpyor Gray appointed Roy Skill as chief of police; motion made by HcGee, seconded by Anderson, that I:ir. Skill be confirmed; roll call shored unanimous vote for the lmotiQEYER WAS APPOINTED. PURCHASING AGENT upon motion made by McGee, seconded. v Anderson -roll call showed all voting for the motion excepting ?:Meyer who did not vote. LIBRARY APPOINTHEFT: The mayor announced the appointment of C. L, Booth as a member of the Library Board, to fill out the unexpired term of L. L.
