which bill was not uKtd by Yark board on the basis that whenever they got the mower back
from. the cemetery,, they found it necessary to have it repaired and they.claimed that. it
should be charged against the cemetery; sexton of cenetery, however, refused to OK the
bill; motion mad3 by Pyles; secondee? by D. Smith, that bill be referred to Claims Committee
for handling; upon roll call, all voted for the motion.

amount $138.60, reimbursing revolving fund for expenditures -at City Pare and bill of
Columbia Hardware Co., amount 42.10for shovel purchased account price thought high, these
claims were placed before the council for action. TJotion made by Pyles, seconded by McGee,

be dram in payment of the same; roll call ordered and motion prevailed by vote of six to

action relative to L. 1. D. bonds, etc. was to be discussed; motion made by Pyles, seconded
by Davis, that City Attorney Swan.ner be sent to Tacoma for the meeting on Sept. 24th, to repre-

LICENSE APPLICATIONS WERE RECEIVED FROI1 Mrs. Lena Spear and Henrietta ',gold to
operate the "Kitchen Restaurant" at the Denver Eotel and Alice Hukill to conductxect
the American Hotel; motion made by Pyles, seconded by C. H. Smith, that licenses be
granted; upon roll call, all voted for the motion.
PETITION FOR LIGHT AT 8th & CLARK ST.-, signed by Mrs. P. F. Barnhardt, et al,
was read and motion madd by Pyles, seconded by McGee, that petition -be turned over
to Light Committee for investigation; uponroll call, all voted for the motion.
Report of Police judge read, shoeing collection of x$'47.50 and was ordered placed
on file.
ORDINANCE ¢;372, being "AN ORDINANCE DECLARING AN E11ERGENCY TO EXIST REQUIRING
THE I1,11EDIATE OILI14G OF PORTION13 OF CERTAIN' STP ETS AND AVENUES IN THE CITY OF PASCO,
PROVIDING FOR THE OILING THEREOF AND THE ISSUANCE OF El: +'RGETdCY I7ARRANGS IN PAY1,1ENT THEE_
FOR" was brought up for its third reading and adoption as there had been no protests
made against it. Ordinance was amended so as to permit of oiling streets other than
Lewis, Tenth and--wourth Avenues after discussion by the council. Motion then duly
made by Pyles, seconded by C. H. Smith, that the ordinance, vo. 372, be declared to'
have had its third reading, as amended. Roll call showed unanimous vote for the motion.
Motion then made by Pyles, seconded by C. H. Smith, that Ordinance Indo. 372 be adopted as*.=
amended; roll call showed unanimous vote for the motion.
Pyles stated that the Street Committee wanted to order'three cars of oily
the following day, as the State would begin its operation_ within a few days•, and that
they want the council to empower them to go ahead with the work, so that the state's
equipment could be used while available. T,.iotion vrws thereupon made by Hays, secondod
by McGee, that the Street & Alley Committee be empowered to use their best judgment in
putting oil on the street and proceed with the work. Upon roll call, all voted for
the motion.
Water Committee had no report ready relative to hydrants asked for.
Street & Alley Committee stated they had two irrigation taps in but that the
material had not yet been received for the other I three.
Street & Alley Committee had no report on the petition of L. L. Dale, et al,
relative to oiling Lewis St, full width East of llehe St.
PIayor Gray appointed Vl. it. Cox, as Chief of .Police, in lieu of C. I%1. O'Brien,
who had failed to qualify; motion made by Pyles, seconded by C. H. Smith, that the
appointment be confirmed. Roll call ordered and motion carried five to two, as follows:
Ayes, Davis, Pyles, C.H.Smith, D.J.Smith and ffayde; Boes, Hays and 1•.IcGee.
Mayor Gray appointed Dave Hastings as Police Judge, in lieu of A. B. hill, who
had failed to qualify. 1Iotion made by Pyles, seconded by IvicGee, that the appointment
be confirmed; upon roll call, motion carried five to two as follows- Ayeu, Davis,
McGee, Pyles, C . H. Smith and Ixlayde ; Noes, Hays and D. E. Smith.
The attention of the council was called to large signs placed obstructing
sidewalks dovm tovrn. I:Iotion made by Davis, seconded by u. H. Smith, that the matter
be referred to the city attorney, -relative to clearing sidewalks of unnecessary
obstructions; upon roll call, all voted for the motion.
At this point, Councilman Pyles was excused.
7o RESOLUTION ADOPTI1,TG THE PRELII.1INARY BUDGET WAS READ AI1]D 11OTION ffAS ,.ikDE by
C. H. Smith, secondod by Davis, that resolution be adopted; roll call shored unanimous
vote for the motion; Resolution is as follows:
"WEEREAS, the City Council of the City of Pasco, Washington, met in regular
session on Tuesday, the 4th day of September, 1928, to consider the preliminary budget for
the City of Pasco for the year 1929, and having made such revisions as deemed advisable
in said budget as submitted by the City Clerk of the said City of Pasco,
"NO17, THEREFORE, BE IT RESOLVED, that the preliminary budget so considered
be and the same is hereby ordered placed on file for the information of any tax payer
who may call at the office of the City clerk for information concerning same, or for
copies, thereof; and
"BE IT FURTHER RESOLVED, that the City clerk of the City of Vasco, Washington,
give due notice that said preliminary budget is on file and that the City Council mill
meet Monday, the virst day of October, 1928, at the hour of eight o' clock P.1,1. at the
City Hall in the City of Pasco•, for the purpose of fixing the final budget and making
tax levies in accordance therewith; that the City Clerk, cause such notice to be publish-
ed once ±s each week for two consecutive weeks immediately following the adoption of
this resolut,ion."
Motion made by Davis, seconded by C. H. Smith, that a special meeting be
held on September 12th, to consider the budget; roll call ordered and all voted in favor.
i!Aotion made by r cGee, seconded by Hays, that the matter of repairs to the
power lawn mower be referred to the Street: Alley Committee with poorer to act; upon
roll call, all voted in favor of the motion.
