Councilmen.present were the following: Davis, Hays," Pyles, C.H.Smith, a.nd Vloiyde; absentees were P.IcGee (who carne later) and D. E. Smith. I1IITYTES OF IVIEETING 1-! QLD AUG.X& 7th were read and approved. CURB AUTHORIZED AT PARD: mrs. V1. F.. Chute, Chairman of the Park Board, appear_ ed before the council and stated that the proposed curb at the , City Park would cost approximately X654.00, there being 31.3 cubic.yards of curbing and 35 yards of excavat- ing required. Pyles thereupon moved that the Park Board be authorized to get bids on the work and to have it completed. upon roll call, there was a unanimous vote for the motion. Councilman McGee entered at this point, and was marked . as being present. CLAIMS AGAINST CURRENT EXPENSE: Following bills against Current Expense were read and motion was made by Hays.,: seconded by r,IcGee, that bills be allowed and warrants be drawn for the same; roll call shoved all voting in favor of the motion: Warrant B o . Roberts of Portland, who had submitted a price for oiling streets was back in the city �_.nd would like to have the opportunity to do the work immediately. C. H. Smith stated that he had talked with State Highway District Engineer Simpson, who was not in favor of the city doing any work on Lewis St. or Tenth Ave. until the state had done their work; he thought the work could be handled by the State's contractors along with the state work. After discussion, Davis moved, seconded by ificGee, that the matter be left In the hands of the Street & Alley Committee, in order to arrange fora permanent job to be done on Tenth Ave. and Lewis St..,' and then they were to proceed to apply oil left on side streets such as :Bonneville, Clark, Yakima, Sylvester, Eighth & Sixth Streets. upon roll call, motion carried unanimously. SE JTER BACK WATER VALVES IN IETHODIST CHURCH AI,iD TELEPHONE BUILDINGS: Smith reported forthe committee, that the Pasco rlumbin&& Heating uo . had given him an estimate of approx. X50.00 each for installing back water valves. After discussion, Pyles stated.that the committee recommended that back water valves be installed at the expense of the.owners of the -property. Davis thereupon moved, seconded by Hays, that the report.of the committee be accepted. Roll call ordered and showed unanimous vote for the motion. Street Committee stated that.the Street :wept. will install the five irri- gation taps rri_gation.taps authorized at a previous meeting. Mater Committee was not yet ready to report regarding fire hydrants requested at Clark & Owen and Sylvester & Irving Sts., as the time of.the i7ater Dept. was taken up with other work due to meter stoppages caused by sand. 75. D. PENCE WAS GRANTED A LICENSE TO OPERATE hotel, restaurant and soft drink establishment, motion being made by Hays, seconded by Davis, that the license be granted. moll Ball shored unanimous vote for the motion. REPORT OF ~MATER MANAGER SHOWING NET EARNINGS FOR JULY :LMOUNTING TO 01278.75 was read and upon motion by Pyles, seconded by Hays, was ordered placed.on file. Chief of Police 'Taylor submitted a reported showing dog licenses amounting to 4344.00 collected to date. PROPOSED EIMERENC.Y ORDINANCE #372: Hotion made. by Pyles, seconded by Davis, that the MMrWnfl=ax±x third -reading of proposed emergency ordinance No. 372 be carried over until the next meeting; upon -roll call, all voted for the motion. A. B. HILL WAS APPOINTED AS POLICE JUDGE' BY 11AYOR GRAY in place of J. V. O'Herin, who had failed to qualify; motion made by,Hays, seconded by Wayde, that the appointment of 'A. B. Hill be carried over until the next regular meeting: roll call ordered with following results: Ayes, Hays, McGee and Wayde; noes,.Davis, Pyles, Smith; motion declared lost. Pyles thereupon moved, seconded, by T;icGee, that 11r. Hill be confirmed as Police Judge; upon roll call, motion carried unanimously. C. K1. O'BRIEN WAS APPOINTED CHIEF OF�POLICE IN A C0IV21UNICATION FRO11 Iiiayor Gray; motion made by Pyles, seconded by McGee, that the appointment be confirmed; roll call showed all voting in favor of the7motion. Davis made a report on the Go/ods, Roads Convention at Spokane to which he had been delegated; motion made by .kyles, seconded by Viayde, that the report of the committee be accepted; motion carried.
