presiding; others present were Councilmen Davis, hays, Pyles, and iJayde.

CLAMS: Following claims against current exq)ense were -read and motion.m!ade by Pyles,
seconded by Davis, that bills be paid, upon roll call showed all voting in favor of the

Committee showed a cut of the "Josam open Scat :Sack Mater Sewer Valves` and recomriended
that these be installed, cost of these valves being 810.50 each for 4" and y'320.25 for
6". iiient,ion was made of a third location where a valave might be needed and Pyles
moved, seconded by -Davis, that the mat-ier be referred to the Street L- Alley Committee
for investigation and with power to act; roll call showed unanimous vote for the motion.
INSURANCE FOR FIRMr'EN: Fire Corimlittee reported that, 11-cCollister L Campbell of
Seattle, representing the U. S. Fidelity w Guarantee Co., quoted the following premium
in connection with blanket ins-=ince for volunteer firemen, rates applying to not
more 'than 25 men: Y1000.00 policy with ti?20.00 weekly indemnity, X156.25 per year;
x=00.00 policy with 20.00 weekly indemnity, ��187.50 per year; 4 3000.00 policy with
X20.00 wee -1.1y imdemnity, ,*'218.75 per year.; The wording of the letter appearing
ambiguous, the matter was referred back to the !lire Co::r..,iittee for further investigation.
The matter of fire hydrants at dark E. Ogren Sts. and Sylvester 8� Irving Sts., having
been in the hands of the Water o: Light Committee, who reconLmended the 'installation of
a hydrant at the first named location, Davis moved, seconded by Wyles, that the hydrant
be installed at Ido. Owen n East Clark Sts.,, and the one for Sylvester Irving Sts. be
further investigated by the committee; upon roll call,- motion prevailed unanimously.
IN THE I.LLTTER OF ALL FIGHT PARKING, the Street �; Alley Cor;br-ittee recor:Lmended that
nothing be done, as there were not enough cars pazrked all night to cause the city ony
grounds for complaint.
The Judiciary Committee not having made ally report on DOG LICENSES, Davis moved,
seconded by Hays, that the Chief of Police arrange to secure necessary license tags and
blanks so as to proceed with license collection; upon roll call, motion carried four
to one, as follows: Ayes, Davis, Hays, C.H.Smith and Wayde; Noes, Pyles.
OILING OF STICFETS : Smith reported for the Street & --alley Committee relative to
the proposed oiling of streets stating that the city had 531746.50 coming from the
Uounty out of the 1926 and 199.7 1ioad & Bridge Fund and that part of this money could be
used to supplement the oiling; to be done by the State Highway Department. He stated
that the committee recoriimended the oiling of streets full width from the end of the
pavement on i'ou-rth Street horth to the City Limits, from the Bridge on South Tenth Av.
to Lei+is St., thence East to Fifth Av., and from the Railroad Tracks to iJehe Street.
He estimated the area from the bridge to Fifth St. as approx. 4100 lineal feet, from the
railroad tracks to vdehe St., approx. 2100 ft.., or about 23,413 square yards, which ��ould
cost in the neighborhood of V719.45; Fourth 5t. would be (gout 12000 sq. yds. and would
cost in the neighborhood of 4'400.00. As no provision had been made for this expenditure
vrhen the budget for 1928 was adopted, it would be necessary to handle this by means of an
emergency budget:

was thereupon introduced and read. 1.1otion. ma•de by Davis, seconded by Hays, that Ordinance
No. 372 be declared to have had its first reading; roll call showed all voting favorably.
i:lotion then made by Hays, seconded by ';Iayde, that Ordinance No. 372 be read by title
only; upon roll call, all voted in favor of the motion. Ordinance was read by title,
and Pyles moved, seconded 'by hays, that Ordinance No. 372 be declared to have had its
second -reading and that the City clerk advertise the hearing on the Ordinance; upon
roll call, all voted for the motion.
At this point, Councilman ,7ayde was excused.
City Clerk was instructed to write County Treasurer E. F. Medd and ask him
to transt-er the 81746.50 due the city from the county road and bridge fund, to the City
�Ll?rea silrer, so that it could bo used in connection with the proposed oiling of streets,
as the State Highr�ay Dept. was to start their portion of the work at once.

the council; treasurers -report was passed around.

Chief of Police'2aylor stated that the co p.l chute at the back of the city hull
should be repaired, as it, perf-,iitted Nater to leak into the basement; notion made. by
Davis, seconded by tyles, that the Building Committee be authorized to go ahead with
repairing the coal chute and the 6outh entrance to the city hall; motion carried.
City Clerk was instructed to advertise for bids on coal for the city's minter
supply, bids to be in at the next regular meeting.
