Cormnuiica tion from the I'Iodel Bakery, asked that a "loading zone" be mar -red off in front of their establishment; motion made by. Pyles, seconded by Hays, that the Chief be instructed to paint a ten ft. loadinp, zone for them as requested; motion carried. ICITY TREASURER ASIXED THE COUNCIL TO APPROVE OF HER MJRCH&SE OF P, SCO !'EATER BONDS foto. 77 and 78, face value of 81000.00 each; motion made by Hays, seconded by Wayde, that the action of the treasurer in paschasing these bonds be approved; roll call ordered and showed all voting for the motion. Communication read from the iiestinghotzse i lectric Co. relative to reconstruction of the cluster light system; motion made by Hays, seconded by Pyles, that the matter be referred to the Light Committee. I'.Iotion made by Hays, seconded by Pyles, that the licenses be g:r: nted; roll call showed all voting for the motion. i !,ieeting of 3uly 3rd, 1928, continued. CObUITTEE REPORTS : Councilman C. h.. Smith . reported -relative to request of R. .`. Klinge that valves be installed in severs of telephone building and the 1,1ethodist Church that valves might be placed in the sewers at a fainly reasonable cost; matter eras dis- cussed by the council but: no definite action taken. IYSLTWUTCE FOR FINE DEPT. Smith also reported that the Aetna Insurance Co. would issue a policy covering individual meriibers of the it'ire Dept., but no blanket policy; matter was referred back to the committee for further investigation. Relative to letter from Corivaissioner Butler of Spokane regarding cities receiving a portion of the gasoline taxes from the State, Smith reported that the eormnittee did not think the matter was a. good proposition for a small city, as the larger ones would get the biggest benefit from such a plan. Lotion made by Pyles,.seconded by l,7ayde, that the matter be laid on the table; motiontcarried. .-LL ITIGHT PARKING: KING: The matter of cars being parked all night was brought to the attention of tie council and motion was mode by Davis.,' seconded by Hays, that the matter be re- ferred to the Street & Alley Corm:littee for investigation.; motion carried. Police Committee reported that 'the Witter of license -for tiVade t s fruit &; vegetable establishment was still under investigation. Judiciary Committee made no report on dog licenses and the mi tier was eontin led until the next meeting. Chief Naylor' stated that a.ltho 176 dog -licenses were sold last year, the county assessor apparently had not assessed all dogs. Letter of the City reasure-r dated June 19th relative to commiulication from the Puget Sound T:ortgage Co. stating they were willing to vraive X1668.17 interest, if amount on hand in LID No. 27 was turned over to them.. they ov ng all outstanding bonds in that distret was returned to the council by City Attorney Svianne� :i.with the statement that the letter from these people was legal authority to pay them the money in the district and accept their waiver of the balance of the interest. Hays then moved, seconded by Pyles, that the h1hyor and City Clerk be authorized to sign Local Improvement District Disbursing Order No. 4, in favor of the Puget Sound juortgage -Co. Upon roll call, all voted for the motion. Report of Police Judge showing -no cases and no collections for June was ordered filed. flayor Gravy advised the council he had appointed B. McFarland as Police Judge; motion made by Hays, seconded by ':,Tayde, that the appointment be held over until the next regular meeting for investigation by the .police Committee, to come up under the head of "mnfinishea business". Hotion carried 4 to one as follows: Ayes, Hays, Pyles, Smith and Wayde ; ho -e s , Davis. Iu J. Bgilie was confirmed as patrolman, 'motion to that effect being made by Hays gild seconded by Pyles; roll call showed unanimous vote for the motion: C. B. Shoemaker was not confirmed as Chief of F,,olice., motion being made by Pyles, seconded 'key Smith, that the appointment be rejected;, roll call -showed all voting for the motion. Davis advised the council that ,later Dept. vns hawing tro.,,uble Frith sand in meters, especially when the big pump was operated and that he mould suggest later that a diver be brought in when the water is low to enable an investigation as to the intake to be made. At this point, Pyles, was excused.
