Regular Session .. 'llay 15th, 1928.
ROLL CALL: The city council met in regular session with following members
present: hlayor Gray, Councilmen Davis, Hays, C. H. Smith and 7ayde ; absentees were McGee,,
Pyles and D.. E • Smith..

SYLVES TER PARK TRUST FUND:

COMIRNICATIONS•: Coruaunication read from Id. w. Fire Apparatus Co., Spokane, stating
that they were now selling fire hose for the American Rubber Co. 17-R. J. 17. DAVIS OF PORTLAND,
representing the same rubber company addressed'the council and displayed samples of their hose.
Principal of the Attalis Schools asked permission to hold their annual picnic in
the city part: 1,1onday, May 21st; motion made by Hays, seconded by V7ayde, that they be granted
permission to use the park, providing they clean up any debris or refuse they might cause;
motion carried (viva voca).
FOURTH OF JULY CELEBRATION: 11essrs. J. P. Olson and Dr. H., F. Foskett being
present representing the American Legion, they vrere granted -the privilege of the floor.
Lr. Olson stated that the Ameaican Legion intended to put on a Fourth of July celebration
and wanted an em-.ression from the council as to how they felt about it.
AT THIS POINT COUNCILMUST PYRES ENTERED AND WAS 11kMII.ED AS BEING PRESENT.
The council e.,pressed themselves as being in favor of the Legion's plans and motion was
made by Smith, seconded by Hays, that the Legion be authorized to put on a Fourth of July
celebration and that they have the street concessions; upon roll call, motion carried
unanimously.
The council eLamined the specimens of fire hose submitted and motion was made by
Davis, seconded by Hays, that the matter of hose be referred to the Fire Committee and
that the committee give consideration to the hose made by the American Rubber Co. the next
time that the city was in the market for hose. Upon roll call, motion carried unanimously.
y, Mrs. Geo. Powell having submitted an application for a restaurant license at the
Cunning -ham Hotel, motion was made by Smith,. seconded by Pyles, that the license be granted.
Upon roll call, all voted for the motion.
BOB YOUNG WAS APPOINTED AS CHI1,2 OF POLICE BY MAYOR GRAY as Ray Hicks, previously
confirmed, had failed to qualify; motion was made by T11a,yde, seconded by Smith, that the
matter of confirmation be held•up pending investigation, to come up under the head of
"Unfinished Business" ad; the next meeting; upon. -roll call, all voted for the motion.
REPAINTING CITY HALL: The matter of repainting the outside of the city hall having
been brought up, a motion was made by Smith, seconded by Davis, that the Building Committee
secure bids on repainting the woodwork on the outside of the city hall; roll call shoved
all present voting in favor of the motion. '
HILL WILLIAM'S WAS APPOINTED AS POLICE JUDGE BY ITAYOR GRAY IN LIEU OF ROBT. CHESHIRE,
who was previously confirmed but did not quality; motion made by Hays, seconded by Smith, that
he be confirmed; upon roll call, motion lost three to one as follows: Ayes, Hays; Noes,
Davis, Pyles and Smith; "Not voting", Wayde.
TOURIST PARK TO BE R.iOVED: The matter of a suit brought by Mrs. J. J. Vantillon
against the city to compel the building inspector to issue permits for the erection of
cabins opposite the Tourist Park, having been brought before the council, the council went
on record as being in favor of moving the present Tourist Park to the River park. I..lot:i.on
was made by Smith, seconded by Pyles, that the auto camp be moved from the City Park to the
River Park, that the South entrance to the City Park be closed and that the Street Com-
missioner br instructed to grade a.nd build a road to the River Park and put up necessary signs to
direct tourists to the neer location. Upon roll call, the motion prevailed unanimously.
REPORTS OF OFFICERS: Report of clerk for April in typewritten form �7as given to each
member' of the council; report of , city treasurer was passed around. Report of Wa t-er Irlanager
Lloretz, showing net profit of $720.02 was read and motion mode by Pyles, seconded by Smith, that the
report be placed on file; upon roll call, the motion was ca-r-ried,unanimously.
Pyles reported selling old tin flume from the Park to a farmer at Finley for 618.00,
which amount had been tuned over to the city -treasurer.
Council went on record as being in favor that men hanging around without visible u
means of support should be compelled to pick strawberried at outlying farms, or should be com-
pelled to move out of tovm.
In the matter of a hydrant at 12th and ' Clark Streets, motion vias rmadd by Davis,
seconded by C. H. Smith, that the V7ater Dept. be authorized to install a hydrant at that
point; upon roll call:, motion carried unanimously.
LIGHTS ON SOUTH FRO 1T STREET: Davis moved, seconded by &`�XMYSX Hays, that
a 75 watt light be installed at So. Front & East yytle Streets and one at So: Front and East
Hays Streets; that the city - clerk be authorized to notify the P. P. & L. Co. to install
the lights; upon -roll call, motion carried unanimously.

BOND: A letter was read from Attorney Thos. E. Davis, representing the Fidelity & Deposit
Regular Session

May 15th, 1928.
Co. of Maryland with which he enclosed a .draft for ' $2560.30 in settlement of the case
of the City of Pasco vs. the Fidelity ,& Deposit Co., being a. suit involving the bond
of former city treasurer Edna hiryear, account of an, investment of the above amount
made in Franklin County Irrigation District warrants, which proved- wor' thless. %lotion
was thereupon made by Pyles.' seconded by Davis, that the sum of $2560.30 tendered to
the city of Pasco, be accepted by the city in full settlement of the case of the
City of Pasco vs. Fidelity .& Deposit Co. on the bond of I:rs. Puryear, former treasurer:e
roll call beinn, ordered, there was a =nimous vote for the motion.
Pyles brought up the matter'of four suits desired by,members of the Fire
Dept., these suits consisting of boots, hats and coats., stating that the members of
the department would buy three suits if the city mould buy four; motion made by
Hays, seconded by Wayde, that the report of the Fire Committee be accepted and that they
be authorized to buy four suits; upon roll call, all voted for the. motion.
POWER LA17N I1OVIBR: Pyles reported that a power mowing machine, Neighing
approximately 100 lbs., could be purchased for }%155:00; motion made by Wayde,
seoanded by Hays, that such a machine be bought by the Purchasing Agent, half of the
cost to be charged to the Park and half to the Cemetery. Upon roll call, motion
carried unanimously.
