ROLL CALL: City Council met in regular' session with following members present:

Smith ( granted leave of absence Feb. 21st, 1928) .

Communication read from City Clerk asking for -shades on windows in his office; motion
made by IacGee, seconded by C. H'. Smith, that it be referred to Building, uo?uittee with power
to act. Roll call ordered and all voted in favor of the motion.
Mr. E. h. Collins was gEanted permission to adress the council for a few minutes
on behalf of the Chamber of Commerce in regaard to the Air Lail celebration April 14th;
he stated'that the Chamber 6f Conr,herce desired to secure permission from the council to
sella concessions on the streets of the city on that day. motion made by Pyles, seconded
by ncGee that thr, Chaai�ber of Commerce be granted permission to sell concessions on tine
streets for April l4th; roll call showed unanimous vote for the motion.
Communication read f-ro;,i Arthur E. Velguth of Spokane stating that if the city
contemplated oiling of streets, he .would like to have an opportunity to submit a bid;
motion made by Smith, seconded by Hays that the letter be referred to the Street e Alley
Committee; motion carried viva voca.
1.1inutes of the meetings of City Officials at Olympia, Wash. Feb. 20th and 21st
were read and 'as next me Being will not be held 'until Sept. 4th, 1928, at racoma,, motion
was made by Pyles, seconded by I:icGee, that the communication be placed on file for
future reference; motion carried, viva 'ubca.'
Communication from R. W. Holland asking for the date of death of Abraham -H. Shaeffer
was read and was referred to the City Clerk to write to Walla Walla to see if they had any
record of his burial there,.: as i11ayor Gray stated that he thought 11r. Shaeffer, died in the
eighties and might possibly have been buried at- Vialla Walla. ,
Petition' read from VJ. T. Lott and G. F. Hopkins asking for a tvo inch watef main
instead of the three quarter pipe now serving them on-

Pyles, seconded by Hays, that the matter be turned over to the `later Cor>>mittee with power to
act. Upon roll call, all voted for the motion.
Application for a dray license made by H. E. McGilvera was read and ?potion was mode by
C. H. Smith, seconded by Hays, that the license be granted. Uptn roll call, all voted for
the motion.
Water Committee reported that while they had met with the Park Board, they were
unable to make a report at this time as Park Board did not wish to make decision until
matter of funds raised by citizens for Sylvester Park was settled, these funds noir being
in the hands of an organization in the city
Communication read from J. tai. Roberts relative to about 47 treetz in various streets
and alleys which interfered with the sewer system and vilhich should be removed. Motion
made by ITcGee, seconded by C.- H. Smith, that Mr. Roberts be granted permission to remove
the trees. Roll call showed unanimous vote for the motion.
C£later'Manager Moretz submitted a report showing net profit 'of $?241.20; report of
city, clerk in typed form was passed to each councilman, while report of city treasurer
was passed around. After reading of g=rater T�talaa.ger's report, motion i as made by Smith,
seconded by Pyles, that the report be accepted and placed on file.
PROPOSED ORDINAlITCE #371, COVERIEG RATES, RULES AND REGULATIONS OF THE WATER
SYSTEM, having already passed two readings vias to have .been brought up for final
consideration; motion, however, was made by Davis, seconded by C. H. Smith, that the
third reading of the ordinance be postponed until the meeting on April 17th; upon roll
call, all voted for the motion.
S. D. DOUGLASS WAS APPOINTED BY Idayor Gray for the position of Chief of Police;
motion made by ldcGee, seconded by Days, that he be confirmed; motion lost on roll call four
to trio, as follows: Ayes, Hays and 1,IcGee; Noes, Davis; Pyles, Smith and Wayde. .
E. A. DAMS WAS APPOII.7TED AS POLICE JUDGE BY 1'rAYOR GRAY and motion was made by Hays,
seconded by 'McGee, that he be confirmed; lost four to tiro on roll call as follows: Ayes,
Hays and IticGee; Noes, Davis, Pyles, Smith and Wayde.
CLUSTER LIGHTS: Davis advised the council that he had a bid from the Kepage_1eLfiney
Co. of �*�6790.00 on reconstruction of the cluster lights, but that he will arrange to have
them send o4e of their engineers ao�p_w to make an inspection and furnish a correct estirihate
to the council just prior to one of the council meetings.
Pyles stated he had application from a man to supervise the city dump and see that
it was Dept up in good shape; motion made by IvIcGee, seconded by Smith, that the matter be
referred to the St. & Alley Committee; motion carried.
