ROLL CALL: The council me -t in" regular session with following members
p-re.sent : Mayor Gray," Councilmen Davis, Hays, ldcGee., C. H. Smith,' and D. E. Smith;
absentees were Pyles, and I'layde, altho Pyles came in later.
HINUTES OF !VMETING HELD NOVET31 ER lst, WERE READ AND APPROVED.
AXLE ANDERSON AND NOT ALEX ANDERSON INTENDED AS T AYOR' S APPOINTEE:
Communication read from ItIayor Gray stating that he had transposed the
letters in the first name of tiie man he intended to appoint as Chief of Police; that
the correct name was Axle Anderson instead of Alex Anderson as written in his previous
letter. He also asked that the City Clerk change hi -s records accordingly.
CLAIMS: Following claim against Water Dept. fund was read and motion
made by Hays, seconded by D. E. Smith that the.bill be allowed; upon roll call all
voted for the motion:
Tarrant 7567: Leigh Kerr, salary as meter reader month ti 6r1.50
Following claim against Current Expense Fund was read and motion made by
D. E. Smith, seconded by Davis, that the bill be allowed; upon roll call all voted for
the mo t -i on
Warrant 7;=6545: E. TSI. Tabor; refund of license fee paid for taxi license,
as per city treasurer's receipt 71707 • _ 82.00

C"0I:11VICATION FRO11 IDIffiiRD A. DAVIS ADDRESSED TO CHIEF OF POLICE TAYLOR
AND SHERIFF NORLING RELATIVE TO SEARCHING HOUSES WITHOUT PROPEL SEARCH WARRANTS and
stating that he had advised several different parties that they had the right to resist
physically any attempt made by officers to search their homes and appr•tmients if the
officers would not produce a proper search warrant. This brought up a recent raid
made at the Cunningham Hotel.

After discussing the Cunningham 11otel raid, etc..,' motion was made
by Davis, seconded by D. E. Smith, that 1.1r. and T•I.rs. Geo. Spears,' who operate the
Cunningham Hotel,' appear before the council at the next -regular meeting, :december 6th,
192'7,' at 8 o'clock P. I!. and show cause why the license to operate said hovel should
not be revoked; the mayor ordered a roll call and all voted affirmatively. City
Cle-rh tas thereupon instructed to serve formal notice on Is. and Ctrs. Spear to
appear before the council at the next; meeting.
APPLICATIOINi OF AL SCHOTT FOR A PLU13JER'S LICEITSE ti7AS READ and motion
was duly made by hays, seconded by C. H. Smith, that the license be granted; upon
roll call motion was passed by unanimous vote.
LIGHTS IN GRAY'S EAST RIITERSID'E ADDITIO11: Davis reported for the
Light n "later Committee relative to petition of J. T.I. rto-rrison et al covering
additional lights in Gray's .past 'averside addition; lotion vias thereupo4 made by
Davis, seconded by U. H. Smith that, following ±,-Uq�z lights be installed: a 75 "Tatt
lamp at tine alley on South :Fourth St. between Ainsworth c; ';rasiiington; a r15 matt
lamp on corner of 1 -lashing ton & So. 3rd; a 100 Watt on S. Iv. corner of the intor_
sectilo-_a of Washington and So. Gray .Streets; above installations to be effective
January 1st, 1928. Upon roll call all voted for the notion.
Hays reported for the Public Building Committee that he had ordered
worn of covering steaa-:i pipe thru the Chief I s quarter, done .
E 11AUSTER BOND COUPOE,S: Sian er reported on orders submitted by the
Treasurer on L. I. D. =r4rl for interest on bonds where all coupons had been detached
and stated that it mould be OIC for the council to approve payment of these two
orders: these ordere mere ' as follows:

Motion vias thereupon made by C. H. Smith, seconded by Hays, that -the I;layor and City Clerl_
be authorized to sign such orders; upon roll call, all voted for the motion
City Attorney Swannnor reported that he aas in correspondence with Atty.
Thos. E. Davis of Portland, attorney for the bonding company, relative to bond of
former treasurer Ptzryear and the outstanding warrants of x;32560.30 now carried by the
city in irrigation warrants.
Report of Water 1.1an ger Horetz showed gross receipts of )3664.80,
expenses X933.28, interest on bonds x;935.40, leaving a net profit of I.lotion
made by ±-, les, seconded by C. H. Smith, that the report be accepted and placed on file;
r_Zotion carried unanimously on roll call.
Reports of City Clerk in typewritten form and report of City Treasurer
were passed around.
ORDINANCE No. 370, being "AIT ORDINANCE FIXING THE SALARY OF THE STREET
C011:21IISSIONER OF THE CITY OF PASCO, I'iASHIITGTON AND REPEALING CERTAIN ORDINAIICES AND PARTS
OF ORDINANCES" and making salary of the Street Commissioner X150.00 per month effective
January 1st,' 1928 was read. I:1otion made by C. H. Smith, seconded by Pyles, that the
ordinance be declared to have had its first reading. Upon roll call, following
voted "Aye": Davis, Pyles, C. H. Smith and D. E. Smith; "No", hays and 1:1cGee; motion
declared carried 4 to 2.
Mot -ion made by C. H. Smifii,.,' seconded by Pyles,' that the ordinance be
given its second reading by title only: upon roll call, Davis, Pyles, C. H. Smith and
D. E. Smith voted for the motion,` while :days and 1-1cGee voted against; mo -ion declared
carried 4 to 2 and ordinance was thereupon read by title.

that the ±a-,thx City Clerk be instructed to put out a call for bids for a one ton
truck, bids to b.e ready for consideration by the, council at the ne-xt regular meeting,
December 6th; roll call show6d, following vote: Ayes, Davis, 1.1cGee, Pyles, C. H. Smith
and D. E. Smith; Noes, Hays. Hotion declared carried 5 to 1.
LIGHT AT "A" & BRIDGE 1JO ED TO 5th & COLUI�MIA : Idotion made by Davis,
seconded by C. H. Smith, that the light now at "A" and Bridge Streets be discontinued at that
location and be installed at the S. E. corner of 5th U Columbia St-reets;upon -roll call,
motion carried by unanimous vote.
TRAITSFERS OF BUNDS: �TIot ion made by Davis, seconded by C. H. Smith, that the
City Treasurer be instructed to transfer 416000.00 from the Nater Dept. operating fund to tie
Water Dept. sinking fund; upon roll call, motion carried by unanimous vote.
I;1otion made by C. H. Smith, seconded by Pyles, that the City -Treasurer
be instructed to transfer the money (0725.00) now in the Cemetery Fund, to the Current
r'xpense fund; , upon roll call, all voted for the motion.
' Davis reported that there was -a possibility of getting an armored cable•
sufficient to handle 2500 of -3500 volts, which c ould be pulled thru the pipes now serving
as conduits, wiich would cut the cost of rehabilitating the cluster light system by several
thousand dollars.
