Smith and Wayde ; absent; McGee. MINUTES OF REGULAR MEETING HELD OCT. 4th VERB READ AND APPROVED. Ars. Roscoe; representing the state fire underwriters being present; ad_ adressed the council relative to standardizing hose and hydrant coupling. Motion made by 0. H. Smith, seconded.by Davis, that the chief of the fire department be authorized to have firehose and hydrant couplings standardized to the National Standard thread. Motion carried. j. M. Roberts addressed the council relative to removing trees at alleys which interfered with the telephone wires and also caused trouble to city -sewers. Motion made by Davis, seconded by C. H. Smith, that the matter be referred to the Street & Alleys Committee; motion carried. Claims: Following claims were,read: Water Dept. Warrant 1549 Dept. of Labor & Industries, .Medical aide etc. 4.66 Current Expense " J494 ,' " " „ " TT TT TT 18.53 2309' Motion made by C. H. Smith,` seconded by Davis, that the bills be allowed; upon roll call all voted for the motion. HEATING PLANT OF CITY EALL REPAIRS: Hays submitted an estimated from F. C. Scott covering repairs to the city hall beating plant in accordance with a report made by E. C. Brandt, heating engineer; as -follows: Steam boiler was reported as 25% too small to take care of radiation; if xoil was used for fuel instead of coal and one section added to present boiler; it would be large enough to heat the building. Approximate cost of installing one 10,000 gal. tank and oil burner, adding proper amount of radiation; overhauling the steam mains and changing all return mains would be $2278.50. To put in new steam boiler, add 275 ft. radiation and do all the work of changing mains and returns necessary to properly heat the building would cost approx. §1697.00. No action taken. APPLICATION O1' L. B. jOSLIN FOR A DRAY .LICENSE was granted; motion to grant license being made by !days and seconded by Pyles; upon roll call; all voted for the mol;ion. REPORTS OF COMMITTEES: Claims Committee reported on bill submitted by G. A. haven, amounting to 14.00 for team work levelling cinders at the airport April 6th, 1926; that no city employe appeared to have any knowledge of the bill. Motion made by C. H. Smith, seconded by hayst that the City Ulerk be instructed to return the bill to r�ar. Haven and advise him that the bill should probably be sent to the Uounty Commissioners. notion carried. REPOETS OF OFFICERS: Report of City ulerk for September was furnished each member of the council in typed form; report of city treasurer was passed around. !report of gater manager was read showing receipts of 54083.50, expenses and payment for bond interest of 41848.15; leaving net profits of 2235.35. Motion made by u. n. amith, seconded by kyles; that report be accepted and placed on file; motion carried. Davis reported relative to proposed hydrant at Beech and nelena Streets stating the slater committee still thought the logical place for the hydrant was at the point half a block from the location petitioned for; no action taken, matter being left in the handu of the :eater Uommittee. Smith, seconded by :Pyles that ordinance be declared to have had its first reading; roll call shooed unanimous vote for the motion. Lotion made by Pyles;` seconded by U. H. Smith, that this proposed ordinance be given its second reading by title only; upon roll call; all voted for the motion and ordinance was read by title. Proposed Ordinance Ro. 369 '(Traffic Urdina4ce) entitled "AN URDINANCE REGU_ LATING THE USE OF THE PUBLIC STREETS AND HIGH'�7AYS IN THE CITY U1+' 2ASCO, CREATING CER_ TAIN ARTERIAL STREETS, PROVIDING POR TRAFFIC STOP SIGNS AT CERTAIN STREET iXTERS + CTIONS, PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REPEALING CERTAIN ORDINANCES AND PARTS OF ORDIHA OES" and motion Tas made by Pyles; seconded by C. H. Smith that the ordinance be declared to have had its first reading; upon roll call all voted for the motion. !:Notion made by U. H. Smith, seconded by Bays! that the motion be given its second -reading by title only; upon roll call all voted for the motion. Ordinance was therefore read by title. Hot ion made by C. H. Smith, seconded by D. E. Smith, that the ordinance be declared to have had its second reading; upon roll call, motion carried by unanimous vote. JAr:1ES CONROY WAS APPOINTED CHIEF OF POLICE BY MAYOR GRAY; motion made by Hays; seconded by Wayde, that the appointment be laid on the table until next meeting for investigation; mayor ordered roll call with following results: Ayes, Davis, Hays and Wayde; Hoes, Pyles, C. H. Smith, D. E. Smith; motion declared lost. Motion made by Pyles; seconded by Mays, that the appointment be confirmed; upon roll call, all voted against the motion excepting Hays, who voted for it; motion lost five to one. REHABILITATION OF CLUSTER LIGHTS: Davis brought up the matter of rehabilita- tion of cluster lights, stating that he and C. H. Smith had met ta the lighting engineer of the P. P. & L. Co. and that it would cost as follows to repair the present lights: Of the 82 poles now in uses" 11 could be eliminated, 3 on Fourth S0; South of Columbia; four on Tacoma Snuth of Lewis and four on 'Tacoma. North of Clark, leaving 71 poles. To cut off the cross arms and fix poles with one light mould cost approx. ;64.00 each; or 14544.00; approx. 6800 ft. armored cable would be required at a cost of 171 per ft,, or $1156.00; while 6800 ft. trench work in walks and pavement at 42/ per ft., would cost $2856.00, or a total cost of Q8556.00. Continued. maintenance cost .wou.ldE be y21.00 ,per lamp, or.= ?1491.00, figuring on using 250 .matt lamps, with annual cost of approx. x'200.00 for lamp replacements. , Manager Shill of the P. P. & L. Co. granted members of the council to tape a trip to Wenatchee for the purpose of looking over similar poles which had been reconstructed there recently. Various members of the council stated they were unable to make the trip at this time•and motion was then rade by Hays," seconded by Wayde, that the matter be ,referred to the ,later & Lig hi: Committee with .po,,ver to act. Upon roll call; motion carried four to ftwee one as follows,: Ayes,' Davis, Hays,' C. H. Smith and IVayde; Moes D. E. Smith; Pyles diel not vote; having left the meeting shortly before.
