Regular Session _ September 20th, 1927.
ROLL CALL: 2lhe City council met in regular'session with following members
present: r:layor-Gray, Councilmen Davis, Hays,' Pyles,' C. H• Smith and D. E. Smith;
absentees, l.lcGee and IJayde.

VACATIOIv FOR PUI;IPER: City Clerk reported that at the lust rheeting, the question
had been raised whether the council at some previous meeting had not taken action to grant
pumper a vacation, altho the minutes failed to shoe such action; he stated that in
looping thru his note books,' he found that on !:larch 15th,' ' the follov;,ing motion was made
by Pyles: "I:Ioved that the pumper be granted a month's vacation with pay at his own
convenience". There was no second to the motion and no action taken and therefor
was not incorporated in the minutes of that date.
PU11M FOR SEWER. CLEANER: A letter was read from the Crane Co.,'. Spokane,,
quoting a price of 0190.00 each on a #330 Barton Portable Pump for Fords complete,
with freight charges of approximately Q4.35 in addition; matter was referred to
Street Dept. who will secure additional data.
Communication from the Reliable Adjustment Co.,' about 42130.00 bonds and
interest due -Commercial Bank of Iron ridge, lois. was referred to city attorney.
LICENSES: License applications were received from E. J. Remolds for
operating the Liberty Theatre and 'from Patrick & Ileale for operating a cafe; motion
made by Hays,' seconded by C. H. Smith,' that licenses be granted; roll call showed
unanimous vote for the motion.
REPORTS OF COI,41-TITTEES: Dater Committee -reported that outstanding
accounts due the Water Dept. had been reduced --from 5 364.75 on Jan. l4th,' 192V to 5x102.05
with a good chance of collecting another 059.60 of this amount: Lrlotion made'by Pyles.-
seconded

12" PIPE TO BE SOLD TO A. S. BYERS: A. S. Byers asked that the Water
Dept. be authorized to sell him about 35 ft. of 12,inch pipe which they had on hand and
which was not needed; motion made by C. H. Smitli,' seconded by Pyles, that the Plater
Idanager be authorized to sell 1:Ir. Byers 35 ft. of 12" pipe; upon roll call there was
a unanimous vote for the motion.
HYDRANT AT BEECH & HELENA STS. AUTHORIZED: Davis reported that the
water hydrant petitioned for at Beech & Helena Sts. would serve 11 families and should
be placed; motion made by Pyles, seconded by Hays, that the hydrant be put in; upon
roll call; all voted for the motion.
REGARDING WATER BILL OF !!ERS. ROSENCRAINITZ,' eater Committee reported that
records showed water had been used in excess of the minimum; motion made by Pyles,
seconded by C. H. Smith that the matter be left with the Water Committee for further
investigation and report at the next regular' meeting. Upon roll. call, all voted "yes".
REVISED TRAFFIC ORDINANCE: Police Cor_i_mittee reported that they were
-ready to make a partial report on the revised traffic ordinance and after reading a num-
ber of sections, it was decided that it mould tale too long to discuss all changes in
one evening. LIotion was thereupon made by Davis, seconded by Pyles, that the discussion
and revision of the traffic ordinance be made a special order of business at a meeting
Tuesday,' September 27th; upon roll call, all voted for the motion.

-REPORTS OF OFFICERS'. Report of Water lIanager I,Ioretz showed gross
receipts - of 54006.45,' expenses 5b 1314.70, interest on bonds `0750.00, or total expenditures
of 02064.70, making a net income, of 01941.75; motion_ made by C. H. Smith, seconded by
Pyles, that the report of Mater Irlanager be accepted and placed on file; roll call ordered
and all voted for the motion.
Report of City Clerk in typed form had been presented to the council,'
copy to each member.
Report of City Treasurer was passed around the council table.
Report of Police Judge read; motion made by Hays, seconded by C. H.
Smith that the report be accepted and placed on file; roll call ordered and all voted "Yes".
BEATING PLANT AT CITY HALL: The question of large consumption of fuel
by theheating plant at the city hall vias brought up by the Mayor; motion made by Pyles,'
seconded by Hays, that the matter be referred to the Public Property Committee for
investigation and report at the next meeting. Roll call ordered and all voted for
the motion.
J. F. O'HERIN FOR CHIEF OF POLICE: The lilla.yor rresented- the name of
J. F. O'Herin for Chief of Police; motion made by Hays, seconded by Pyles, that the
appointment -be confirmed; upon roll call, motion lost four to one as -follows: Ayes, Hays;
Moes, Davis, Pyles,' C. H. Smith and D. E. Smith.
RESOLUTION FOR SETTLING POLICE APPOINT1j1ENT BY ARBITRATION: The following,
resolution was introduced by Pyles:

apparently -reached a point where it is impossible for the hiayor and members of the City
Council to agree,'

consist of three members, one to be appointed by,the I.1ayor and a second to be chosen by the
City Council; 'the two members s o - cho sen , shall jointly decide on ' a third arbitrator.
"BE IT FURTHER RESOLVED, that when this resolution -is passed by the -City Council
of the City of Pasco and signed by the Mayor of said City of Pasco, that the I:Iayor will
appoint and the City Council will confirm the parties chosen by the above mentioned Board
of Arbitration."
Pyles, seconded by C. H. Smith; moved that this -resolution be
adopted and that it be printed in the Pasco Herald a couple of times. Altho there was
lengthy and heated. discussion, the motion was not put as the Mayor asked for time to
consider the resolution and stated that he would inform the council as to his stand in
the matter.at the meeting to be held Tuesday;' Sept. 27th; no further action taken
on the motion.
PRELIMINARY BUDGET FOR 1928 was discussed and it was decided to mare it a
special order'of business for Thursday evening, September 29th.
FRAIMIN COUNTY IRRIGATION CASE .AI%TD WARRANTS PURCHASED BY FORLIER TREASURER PURYEAR:
City Attorney Swanner read letter he had received from Attorney Thos. E• Davis of
Portland, general counsel of the bonding company issuing bond of former city treasurer
(Edna Puryear) and stated that'if it was the wish of the council to attempt to collect
on"the bond of the former treasurer for outstanding warrants of the Franklin County Irrigation
Co.'; prompt action was necessary as the statute of limitations 7ould be effective the first
of the coming year. Swanner also stated that he had interviewed Irr. Horrigan relative
to the stipulation agreed upon between the Franklin County Irrigation Co. and the 2± former
city council and ft urged that some action be taken in the matter. The Mayor thereupon
appoiAted Davis, Hays and C. H. Smith as a spdcial-committee to go into the matter with the
City Attorney, ignd_--d" eideh7iip6n some course of action and make their recommendation to the
council';at another meeting.
ADJOURNMINT: Llotion made by C. H. Smith, seconded by flays, that the council
adjourn until special meeting to be held Tuesday,' September 27th., Hotion carried.
