Smith and Wayde. .absentees were, Mayor Gray and Councilman Davis. In the-..bsence of Hayor Gray, Irlayor Pro Tem C. H. Smith presided. MIEUTES OF REGIILAR I�2ETING HELD AUGUST 16th, ffERE READ AND APPROVED. COI}D.IUNICATION FROM J.11. CLELANS READ relative to deduction of'832.25 from his pay account being away for ten days. Action was temporarily referred. HYDRANT AT BEECH & HELENA STREETS: A petition for a hydrant at Beech & Helena Sts. was brought before.the council and upon motion by McGee; seconded by Hays, was referred to the Vlater.Cormittee to investigate and report at the next meeting. LICENSE APPLICATIONS WERE -RECEIVED FR91 FOLLOi ING: Palace of Sweets, soft drinks; Fred Scott of Pasco Plumbing &-_ Heating Co., sewer Contractor; 'L11' I:1. Plorretz, rooming house; Sid L. Beals, second-hand dealer;' 'Boucher -French Shows, carnival; motion rade by I:IcGee, seconded by Hays, that the licenses be granted; roll call was ordered and showed unanimous vote for the motion. REPORTS OF C01-71IITTEES: Police Committee reported that they hoped to have a revised traffic ordinance ready 'at the next meeting. Street & Alley Committee stated they were not yet ready to report regarding sewer South of A Street; REGARDING LICENSE FOR TLS LIBERTY THEATRE, Police Committee reported thru Pyles, that they would recommend the license be fixed at 035.00 per year; After CURRENT Ea`:'EKSE CLAIMS: Following bills against current expense were read and motion was made by Hays, seconded by Pyles, that the bills be allowed and warrants be drawn for the same; upon roll call all voted for the motion. On roll call being ordered, all voted for the motion. The Clerk was then instructed to write I. -Ir. Reynolds that his license would not be changed at the present time. COLTHTBIA, ST. SIDEWALK: Street & Alley Committee, thru Chairman Pyles, reported that 'there was approximately 200 ft. of sidewalk to be put in and that Contractor 111. C. Ideritt had been instructed to proceed with the work.in accordance with previous instructions of the council. WATER FURNISHED IMS. ROSECRANTZ : Mrs. Rosecrantz being present was extended the courtesy of the floor and asked for -relief in the matter of a water bill during his sickness in a hospital --last year. She stated that she had asked foimer Water TTanager P,IcFarland in June, 1926 and that her son Ray Rosencrantz had*also asked him in August, 1926, to shut off the water during her absence but that this had never been done and as a result the city had billed her for eater while she was in the hospital. Upon motion r'nade by Hays, seconded by D. E. Smith, the matter was ordered turned over to the Wator Committee for adjustment and report at the next meeting. At this point Councilman Davis came in and was marked as being present. At the xx last meeting of the council, order had—been placed with the Kleeb Lumber Co. for a ear ofcoal to be furnished the city at $6,75 per ton delivered Frith the proviso that public scale weights be furnished; The K1eeb Lumber Co. refusing to furnish -public scale heights, the matter was again brought before the council. Motion was thereupon made by ?McGee,' seconded by Hays, that purchasing agent be instructed to see P:Ir. Kleeb about buying the coal at the old figure if that was possible, or to enter into a contract for the car of coal either with i.!r. Kleeb or some other dealer, whoever would give him the lowest price. Upon roll call there was a unanimous vote for the motion. THE NAIJE OF E. J. I.IORAN BEING S U'BLIIT TED BY THE I;iAYOR FOR THE POSITION OF CHIEF OF POLICE,} motion was made by PIIeGee, seconded by Hays; 'that the appointment be confirmed; upon roll call, the motion lost five to.two as follows: Ayes, Hays and McGee; Noes,, Davis, Pyles,' C. H. Smith, D. E. Smith and HAYLETT'S I'LATER RATE: Davis of the litater Committee reported that Mr. Haylett is paying the regular commercial rote and that -no change'should be made in the established rates as if a lower rate was made in this.case, there were a dozen other firms in town who would'be entitled to the loner rate., Motion was then made by Hays, seconded by Pyles, that the report of the later Committee .be accepted and: placed on file; roll call. was ordered and there was a unanimous vote for the motion. Clerk was instructed to notify I:Ir. Haylett of the action of the council. The matter of deduction from pay check of. J. V.. Clemans, sext1n at the cemetery being brought up, the Clerk was instructed to.advise Mr. Clemans that in view of the ruling established by the council some time ago, he could not be paid for the time off. TURBINE SEWER CLEANER BOUGHT: The. -bill of A. F. Nye Machinery Co., 1316 Alaska Bldg., Seattle being submitted to the co-ancil for a turbine sewer cleaner of the "Ferrets" type, after discussion, motion was made by Pyles,, seconded by T11cGee, that the city buy the sewer cleaner and sufficient sewer rods to enable to Street Dept. to --take care of the sewers properly. Upon roll call, all voted for the motion. WARRANT 140,6433 issued, - FLUSH TANKS OF SEWERS: Street. Commissioner Clayton reported to the council that that the- flush tank of sewer back of I.Irs. Beam's house near the high school would Have S;o be dug out and that he recommended putting in a manhole when this was done; he stated that there is a goose neck at the end of the laterals which caused them to become stopped up and that it would be necessary to dig the flush tanks out at a number of points and that when this was done,' manholes should be put int.. He'stated'that I.I. C. Heritt was willing to put in the first manhole, using concrete blocks, at cost, in ord.er3mi to establish a cost figure to use in putting in future ones. After discussion, a motion was made by Pyles, seconded by Davis, that the Street Commissioner use his best judgment in handling the situation and report his experience to the council later. Motion carried. Cbhirman Wayde of the Finance Committee introduced the following resolution adopting -the' preliminary budget for 1928: " BEREAS;' the.. City Council ofnth.e City of Pasco, +" ashington, met in regular .session on Tuesday, the 6th day of September, 1927, to consider the preliminary budget for the City of Pasco'—for the year 1928, and having made such revisions as deemed advisable in said budget as s'ubmitte'd by the City Clerk of the said City of Pasco, "NOW, TH,REFORE BE IT RESOLVED, that the Preliminary.Budget so considered be and the same is hereby ordered placed on file for the -consideration of any tax payer who may call at the office of the City Clerk for information concerning same'or for copies thereof; and "BE IT FURTHER RESOLVED, that the City Clerk of the City of Pasco, Washington,, give due notice that said Preliminary Budget is on file and that the City Council will meet Monday, the Third Day of October, 1927, at the' hour of 8 o'clock P.I.I. at the City Hall in the City of Pasco, for the purpose of fixing the 'final budget and making tax levies in accord- ance therewith; that they City Clerk cause such notice to be published once each week for t: -o consecutive weeks i=2-ediately following adoption of this resolution.
