SYLVESTER PARK WAS OFFERED TO THE CITY FOR PARK AND PLAYGROUND PURPOSES BY 112.
S. L. STEWART AND ACCEPTED BY PASSAGE OF TIiL FOLLOWING RESOLUTION:
"Wheras, many citizens of the city of Pasco Washington; have, worked hard to
secure a site for a Children's Playground and Park- and
"Whereas, the County Commissioners of Franklin County,- Washington, were interested
and anxious to assist the citizens in securing a suitable site for a Children's Play-
ground and Park, and
"Thereas; the County of K'ranklin; State of :lashington; owned a suitable site for
the above named purpose and were willing to sell the same at a nominal sum to some
individual Or organization to be transferred to the City of Pasco, ':;ash., for the pur-
pose of laying out'and establishing a Children's Playground and Park, and
"Whereas; at a public sale of the hereinafter described real estate held at the
Courthouse; Saturday; July 30th, 1927•, Stanley Stewart, did buy said real estate for the
purpose of transferring the same to the city of Pasco to be used -solely for a Childrens'
Playground and Park,
"NMI, THEREFORE, BE IT RESOLVED By the City Council of the City of Pasco, that
the deed from Stanley Stewart as to the following real estate located in the City of
Pasco, Franklin County, Washington, to -wit:
"All of Bloch One (1) of Sylvester's Addition to Pasco, Viashington, and Lots 24,°
259' 26•;' 27; 2$; 29•; 30�, 31 and 32 of Block 3,• Gerry's Addition to Pasco, Wash.
1!And a tract of land bounded on the North by Nixon Street and on the nest by
Arthur Street; and on the South by Lot C of :Block 3 of Gerry's Addition to Pasco,
Wash,., and on the :East by Fifth Street, Pasco ',Yash.; in Section 29, 'Township 9, North
Range 30, E. ',l. I -i. in Franklin County,* Washington,
be accepted by the City of eased, the said real estate to be used solely for a
Children's Playground and Park.

Communication from the Gruendler Patent Crusher & Pulverizer Co. was
read and referred to the City clerk to answer.

Motion made by Hays, seconded by I:IcGee, that the above licenses be granted; upon roll
call, all voted for the motion.

REPORTS OF CO1,71IITTEES : Public c Building Committee, thru Chairman
Hays, reported *that the Pasco Plumbing w Heating Co. would install valves in the radiators
in offices of treasurer, clerk, water manager and engineer at a`cost of 429.00; Pyles
thereup moved that the matter be turned over to the Public -Building Committee with power
to act and prolided that the installation did not cost mare than 429.00; motion was
seconded by D. E. Smith and upon roll call carried unanimously.
Public Building Cormiittee 'also stated that they had a bid from D. A. McKenzie
Of 4335.00 for'repairs to the city hall roof; upon motion made by McGee, seconded by
D. E. Smith, the matter was ordered laid on the table.
Police Committee reported that they hoped to'have a revised traffic ordinance
ready for report at the next meeting.
Public Property Committee reported that the Burroughs Adding Machine Co.
would furnish a second hand' machine for 5159.00; no action gas taken.
Light Committee reported relative to pole on Sixth and Columbia, that as soon
as they could get together with the ice. P. L. C6., a 'decision will be made as to where
to put the light pole.
REPORT OF POLICE JUDGE 16AS READ and upon motion by Hays, seconded by McGee,
was ordered accepted and placed on file.
. ORDINANCE #367•; entitled "ATT ORDINANCE TO CORRECT THE SPELLING OF CLARK
STREET, PASCO, WASHINGTON, BY DROPPING THE FINAL "Ell.,` was read. I:Iotion made bym Pyles,
seconded by the ordinance be declared to'have had its first reading; roll
call was ordered and showed unanimous vote for the motion.
Motion made by Pyles•, seconded by Hays.; that the ordinance be given
its second reading by title only. Upon.roll call., all voted for the motion.
Ordinance again read and motion made by Pyles, seconded by D. E• Smith, that
it be declared to have had its third reading.. Upon roll call all voted for the motion.
Motion made by Hays, seconded by I:IcGee, that Ordinance ;;-367, be adopted as
read; upon roll call, there was a unanimous vote -in favor of the motion.
ORDINANCE No. 366, entitled "AN ORDIIL1NCE AMENDING ORDINANCE 110. 359, ENTITLED
"Ali ORDINANCE CREATING SIITKING FUNDS FOR THE RETIREMENT OF GENERAL OBLIGATION %SID PUBLIC
UTILITY BONDS OF THE CITY OF PASCO AIdD PROVIDING FOR' THE' INVESTI,IENT' OF = MONIES
OF SAID FUNDS IN MUNICIPAL BONDS AND WARRANTS BY THE CITY TREASURER;" was read;
motion was made by Hays,, seconded by Pyles, that the ordinance be declared to have had
its third reading; upon roll call all voted in favor of•the motion.

adopted as read' upon roll call there was a unanimous'vote for the motion.
LETTER FROM 11AYOR GRAY WAS READ APPOINTING C. F. SCHANNO AS CHIEF OL POLICE;
motion made by McGee, seconded by Hays, that the appointment be confirmed. Mayor Pro
Tem C. H. Smith informed the council that Mr. Schanno had called hip:: up that afternoon
and stated that he could not and would not accept the position and that he did not
want his name presented. Upon roll call being ordered, all members of the council
voted against the motion.
DAVIS MOVED THAT THE POLICE I!IEITRON BE CALLED BEFORE THE COUTJCIL TO STATE WHY
SHE PERMITTED A DANCE TO RUN UNTIL l A.I:I. on July 5th; no second to the motion and no
action was taken.
Street Commissioner Clayton asked the council to raise the rate of pay of his
position from 4140.00 to 4150.00 per month, the latter.being a rate which had been 2: in
effect previous to'january 1st, 1927. Pyles, thereupon moved, motion being seconded by
Davis, that the Finance Committee investigate and make a report at the•next meeting.
Motion carried.
NIXON STREET SIDEWALK: Clayton advised the council in regard to the Nixon
Street sidewalk, that while some of the property owners wished to put in walks, others
stated they were unable to do so and that as there was considerable vacant property,
he estimated that about 625 ft. of walk would have to be put in by the city. The Street
Commissioner was then instructed to,tear up the old walk and put in cinders.
D. F. .RODKEY ASKED FOR SEIdER EXTENSION TO TAY1 CARE OF HIS VICINITY,
West of Fourth St. and South of A Street. I:Iotion made by 1IcGee, seconded by Hay's,
that the' matter be referred to the Street & Alley Committee for investigation and report at the
next regular meeting. 1.1otion carried.
Wayde called attention to the fact that the pumper should be furnished with a
gas mast: account handling chlorine and this was referred to Water L1anager aoretz to handle.
Chief of Police called attention to traffic 'conditions at the service station
at Fourth & Lewis Streets and was instructedto handle the matter by calling attention of
the owners to conditions and .that if this did not -jimprove conditions, to ma? --e necessary
arrests.
