Motion was thereupon made by Hays, seconded by Wayde that the above bills be allowed and
warrants drawn for the sane. Roll call showed all voting for the motion.
Coy-munication from F. E. Juvenal read, asking permission to install a gasoline
purip ou the sidewalk in front of his place of business In Fo-urth street; motion made by
I-JcGee., seconded by C. H. Smith that permission be granted, it being understood that the
sidewalk was to be put back into proper shape. Roll call shored unanimous vote for
the Motion.

brought up as sixty days had passed since the claim was filed; motion made by HcGee,
seconded by D. E. Smith that a warrant be drawn for ;25.00 in favor of 1.1artell, same to be
in full settlement of his claim. 'R611 call shooed all voting in favor of the motion.

Councilman Pyles came into the council chamber and was.marked as being present.
FRANKLIN COUNTY WANTS ADDITIONAL LOTS IN THE CEI=ETERY: County Auditor Barnes
addressed the council stating that the commissioners of Y-ranklin County would life to
secure Bloc3cs 83, 84, 85, 86, 97 and 98 in the cemetery. I-Jotion made by 1IcGee, seconded
by Hays, that the matter be referred to the Cemetery Cormiittee to handle and mare report
at the next meeting. Roll call showed all voting for the motion.
CHATAUQUA TO HOLD THEIR SESSION ON CITY HALL BLOCK: rlr. Barnes also asked
that_ the coming chatauqua be given permission to hold their session on the city hall block,
and motion was made by l,IcGee-, seconded by Hags, that this permission be granted; roll call
showed all voting for the motion.
A. F. Sylvester asked permission to keep a short curtain across the windows
�hr of his pool hall to keep out the glare of the sun; no action taken.
C. I1. Barr addressed the council in behalf, cflocal business men, asking that
the proposed license ordinance be changed so that it would call for a. lower rate for
circuses, 'which he claimed was desireable and stated that he thought 025.00 would be
enough as a license fee. This matter was then passed over until the ordinance was brought up.
Petttion of H. f. Peck, et a1, asking that proposed license on restaurants
either be eliminated or made to cover all who serve meals, ryas read; this was 1 -.id over
for consideration ::,hen the ordinance was brought up.
Attention was called to the condition of the sidewalk on Front Street; motion
made by T-IcGee, seconded by Hays, that the matter be'referred to the Street Committee with
power to act; motion carried.
LICENSES WERE, GRANTED TO THE FOLLOWIIiG PETITIONERS: For dray licenses; C.
I2. Hastings, L. A. Schuneman, Wim. Parkhurst and W. J. Diehm; for soft drink, G.R.Hodge;

Spears of the Denver Hotel. ?:lotion made by LZcGee, seconded by Davis, that all of these
licensds be granted. Carried by unanimous vote on roll call:

REPORTS OF C 010,1I T TEES: Davis reported on behalf of the Finance Committee
that in the matter of requesting the county to help maintain the library account large num-_
ber of book borrowers residing outside of the city limits, that upon taking the matter up
with the Library Board, they had advised him that the board had furnished all the data ,
they had to the county some time ago, but that nothing could be done just no-rby the 'city'council.
REPORT OF WATER 1AANAGER READ SHOWING NET PROFIT For the preceding month of
X738.72; motion made by Pyles, seconded by C. H. Smith that report be accepted and placed
on file. Carrried.
Report of water manager read showing delinquent water bills amounted to 4390.64
exclusive of school and city current bills; motion made by Pyles, seconded by C. H.
Smith that the report be accepted and placed 'on file; carried. .
Report read from Chief Taylor that H. V. Peck who operated the Pasco Hotel Cafe
would refuse to pay a license; after discussion, Chief was informally instructed to advise
Tuir. iPeck that he mould have to only pay a license for the time he had been running the
cafe and to explain the law to him.
REPORT FROTT CHIEF TAYLOR READ- CALLING ATTENTION TO THE FACTS THAT SOLIE

or four; motion made by 1:1cGee, seconded by Davis, that the matter be referred to the
Police & License Cstmmittee with instructions to report at the next meeting. :ayor ordered
a roll call and this was carried six to one, as follows: Ayes, Davis, ?}cGee, Pyles,
C. a. 5mi th, D. E. Smith and V,1a3rd.e ; Hoes, Hays.
HATTER OF IATERING GROUNDS AROUND THE CITY HALL, ETC. was brought up, Water
Manager Moretz estimating that it -would cost approximately 410.00 for each tap put in;
motion made by 1.cuee, seconded by Hays, that the matter be referred to the Streett Cora_
mittee with power to act. 1 -lotion prevailed six to one as follows, upon roll call being
ordered: Ayes, Davis, Hays, HcGee, Pyles, U. ri. Smith and IVayde : Noes, D.E . Srai th.
PROPOSED ORDINJINCE 7x364 ( GENERAL LICENSE ORDINANCE) WAS R&%D. IZotion made
by C. H. Smith, seconded by Pyles, that the ordinance be declared to have had its third
reading. Batter of licenses for circuses in Section 7 was discussed and City Attorney

was asked to revise this portion -of , the o-rdin(-nce to read X25.00 for circuases but to
permit the higher license for carnivals to stand. The changes suggested in restaurant
licenses in the petition presented by H. 2. Peep:, et al, was discussed, but it was
decided to make no change in the way the proposed ordinance read.
Motion made by Pyles, seconded by I+1cGee, that the final adoption of Ordinance X364
be laid over until the next regular meeting; roll call shoved all voting in favor of
the motion.
PROPOSED ORDINANCE 7'365, COVERING LICENSES AND REGULATIONS FOR POOL HLUS, ETC.
WAS READ; motion madd. by Pyles, seconded by C. H. Smith that Ordinance 7365 be declared
to have"had its ,third. reading.
Motion made by C. H. Smith, seconded by Davis, that x Ordinance 7365 be adopted
as read, with the exception that the words "Section 11" shown in Section 6 of the ordinance
be made to read "Section 12"• Mayor ordered a roll call and all voted in favor of the
motion.
11. J. COONEY APPOINTED CHIEF OF POLICE: the-l:Iayor having submitted the name of
11. J. Cooney as his choice for Chief of Police, Hays`nade a motion, seconded by McGee, that
the appointment of Cooney as Chief of Police be eonfirned; notion lost five to two on
roll call, as follows: Ayes, Hays and McGee; Noes, Davis, Pyles, C. H. Smith, D. E.
Smith and Wayde .
Davis called attention to present ordinance covering investment of sinking funds
by the treasurer, xtx stating that present ordinance was too rigid; no action taken.
Davis called attention to lack of filing space for city maps and blue prints
and asked authority from the council to have a blue print cabinet rude at a cost of approx.
X110.001, half to be charged against the (Tater Dept. and half against the Suwers, as it would
brincipally take care of the blueprints of those facilities. Motion made by Hays,
seconded by C. H. Smith, that Davis be authorized to have such a cabinet made. Roll call
shooed all voting for the motion.

ROLL CALL: The city council met in an adjourned session with following members
present: I,., yor Gray, Councilmen Davis, Hays, McGee, Pyles, C.H.Sinith and Wayde; absent-
D.E•Smith.
I:IOOSE LODGE GRANTED LICENSE TO BRING CARNIVAL TO PASCO: J.W.Carter appeared on behalf
of the Hoose Lodge and asl�ed that they be granted a license to bring a carnival -(the C.F.
Zeiger Shows) to Pasco for the period Jun&14th to 13th, at a license fee of 025.00 per day;
after discussion, motion was made by Pyles, seconded by I.IcGee, that a license for a carnival
under the auspices of the (Noose Lodge be granted; mayor ordered a roll call and all voted
for the motion.
BIDS ON ROCK CRUSHER iVERE OPENED, one bid being received from the General Machinery Co.
Spokane, totalling �; 3491.11 and another bid accompanied by checks for ten per cent of their
bid being received from the Feenaughty Elachinery Co. which totalled $6350.00. (motion vas
made by McGee, seconded by Hays, that all bids be rejected account being too high; this
motion was then withdrawn and Pyles offered a motion to hold all bids over until the regular
rieeting June 7th; upon roll call, all voted for the motion.
