ROLL CALL: The City Council met in regularsession with following members

FRANKLIN COUNTY TO HELP DEFRAY EXPENSES OF LIBRARY: On account of nearly
300 borrowers of library books residing outside of the city limits, motion was made by
Pyles, seconded by Hays, that the :Finance ,Committee be instructed to Meet with the
county commissioners and ask thea to help support the library. Iiayor ordered a roll call
and all voted for the motion.

be entirely used up and Cemetery would have no funds to cover expenses for the balance
of the year, budget only allowing X180.00 for general- expense for 1927. ,ITotion made
by Davis, seconded by Hays, that the bill be referred to the Claims Dor-iittee; carried.

Cor-ittee reported that they were submitting the bills to the council as city clerk
was reluctant to issue warrants to cover the bills as their aggregate total amounted
to over 35= $500.00 and he was doubtful whether he could issue war-rdnts 'to pay
the bills. The matter was referred to the 'City Attorney and he rendered the xVX
opinion that"as these were three seperate bills covering three seperate orders of
material, the council could safely authorize .the payment of these bills . and the city
clerk could legally issue three warrants to cover same." After discussion, a notion
was duly trade by McGee, seconded by C. H. Smith, that the bills be allowed and that
the city clerk be instructed to draw warrants for each of the three bills submitted.
The mayor ordered a roll call and all voted in favor of title motion.
coialUNICATIONS: Corrmunication read from the Shell Oil Co., asking for authority
to construct a. distributing depot on fifth Street;. motion made by C. H. Smith; Ueconded
by }.lays, that the -jhell Oil Co. be granted a franchise j;o construct a, plant; roll call
shorted all voting for the motion.
Letter read from State Examiner Viosley Smith in Lich he quoted a section of
Spokane's ordinance relative to investment of sinking funds; motion made -by Hays,
seconded by'C. H. Smith, that the communication be turned over to the Finance Committee.
Roll Call showed all voting in favor of the motion.
Communication read from the Y11KI1,iA_V1ALLA WA 12%. RATE COMIISSION relative to
Pasco's quota, as provided for in the budget; motion made by Pyles, seconded by ;Days,
that the Clerk be instructed to issue a warrant in favor of the Yakima -Walla 1,7alla
Rate Commission. Mayor ordered a -roll call and all voted in favor of the notion.

Corns-aunications from. -County Engineer of Garfield* County, J. S. Franklin of
Lewiston, County Commissioner N.B..tkinson of Walla vialla County and J. H. Campbell,
contractor,' of Lewiston, Idaho, in regard to estimated cost of crushing rock, were
read. Hotion made by C: H. Smith, seconded by Pyles, that the communications be placed
on file for future reference. Mayor ordered a roll call and all voted for the motion.
,'CATER MANAGER WROTITE THE COUNCIL ABOUT SALVAGING FITTINGS FRQI THE OLD IRRIGATION
system; motion made by McGee.., seconded by Pyles, that the commu#ication be turned over
to the Water Committee with authority to act. On roll call,, all voted for the motion.
REPORTS. 02' OFFICERS: Reports from Police Judge and ,`later I1anager were read,
water manager's report covering cost of installing" Water main on :Bridge St.(w116.60)-
Motion made by Pyles, seconded by C.•H. Smith, that the reports be placed on file. Carried.

Pyles., seconded by C. H. Smith, that ordinance be declared to have had its first reading.
Roll call showed unanimous vote for the motion.
Motion thereupon made by C. H. Smith, seconded by Pyles, that the proposed
ordinance T364, be given its second reading by title; mayor orddded a roll call and
there was a unanimouo vote in favor of the motion. Ordinance was thereupon duly read
by title.

ordinance be dellared to have had its first reading; roll call showed unanimous vote
for the Motion.

ordinance 7-365 be given its second reading by Vic$ title; mayor ordered a roll call
and all voted in favor of the motion; ordinance was thereupon duly read by title.
ORDINANCE 7x363, PROVIDING FOR THE PURCHASE OF A ROCK CRIUSHING PLANT AND SITS,
the final adoption of which had been postponed at the previous; meeting eras brought up
for consideration; motion was then made by Pyles, seconded by C. H. Smith, that
Ordinance m363 be adopted as previously read. irayor ordered a roll call and all voted in
favor of the motion.
W. T. Hays, NOT CONvIRITED AS POLICE CHIEF: The matter of confir-.lation or
rejection of titre appointment of W. T. Hays as Chief of Police was considered by the
council. Motion was madd by I>IcGee, seconded by Hays, that the appointment of Hays be
confirmed; notion lost by a vote of three to two upon roll call, as follows: Ayes,
Hays and Mc.T ee; Moes, Davis, Pyles, u. H. Smith.
TRAFFIC ORDINANCE r360 ' IS IN CONFLICT WITH THE: 1Tr:17 STATE L.t'ff EFFECTIVE July
1st, reported the city attorngrj, After discussion, the matter was referred to the
Police w License Committee to prepare an ordinance to coincide with the new state
regulations.
CITY CLERK TO ADVERTISE FOR BIDS FFR ROCK CEUSHER: Motion was made by Pyles,
seconded by C. H. Smith, that the city clerk be instructed to advertise for bids for a
rock crusher specifications to be based approximately on those submitted some time
ago by the O'iyrrpic Ilachinery Co. of Spokane, said bids to be in his office not later

adjourned meeting to consider such bids. Mayor ordered a roll call and all
voted for the motion.
BONDS TO PAY FOR ROCK C USHER: Motion was madd by C. H. Smith, seconded
by Pyles, that the matter of necessary bonds to pay for rock crushing plant be
turned over to the :Finance Committee and City Attorney with instructions to prepare
necessary ordinance to take care of the iatte-r. Upon roll call, motion carried
four,to one, as follows: Ayes, Hays, ldcGee, Pyles and C. H. Smith; Noes, Davis.
TAPS FOR IRRIGATION OF PARKING STRIPS: Motion made by Pyles, seconded
by 1cGee, that the 6treet & Alley Committee be authorized to install six -taps for
irrigation purposes. Roll call showed unanirous vote for the mot- o .
NECESSITY OF TAKING D01711 OR REPLACING FLAG POLE AT CITY HALL was discussed
but no definite action taken.
Councilman Hays left the meeting at this point.
REPAIRS TO CITY HALL ROOF: Motion was made by C. H. Smith, deconded by .tyles,
that the Public Buildings Committee be instructed to investigate the natter of repairs to
the roof of t; e city hall, with poster to act in order to have same repairs. Upon
roll call all voted for the motion.
ADJOURME- NIT : Motion made by Pyles, seconded by McGee, that the meeting
adjourn. Carried.
