system of flushing streets; referred to Street Supt. Pyles.
Letter from E. W. Landt relative to liability insurance on city's cars
was read; motion made by I:IcGee, seconded by Hays, that it be referred to 1`7a -ter
Committee; roll call showed Ld1 in *favor of the motion.
I,Iayor wrote asking that a change be made in Ordinance ',x359 so as to
include as eligiblo for investment of sinking fund, the general obligation bonds of
any politicial subdivision of the State of Washington, also bonds of the Donohue Road
Districts; Davis stated that the .`later Committee sere figuring on the city retiring
its own bonds by purchasing them from the holders. 14I0tion made by Pyles, seconded by
D. E. Smith, that the matter be turned over to the city attorney for investigation and
report at the next meeting. Roll call showed all in favor of the motion.
Letter read from 11. E. Erickson Co. in regard to street signals and
that, a "Bull's Eye" signal furnished in July, 1926, had not been paid for or returned
for credit as yet. I:TIotion was thereupon made by Pyles, duly seconded by He Gee, that
as the "Bull's Eye" signal was proving satisfactory, the clerk be authorized to issue a
warrant for x`10.28 in payment of the same . Irlayor ordered a roll call and 0.11 voted in
favor of the motion.. WARRANT NO. 5963 issued to cover.
Communication from the Walla. Walla—Yakirfla Rate Cornraission relative to
T?'442.00 in the 1927 budget as on appropriation to them was read; motion made by I:IcGee
seconded by Davisf;i that action on this be postponed for two weeks; roll call showed
unanimous vote for the motion.
LICENSES _ APFLICATIOITS 1,1:
Applications for licenses for the following parties were read:

Georgia, Bernard, application for hotel license at ilashington Hotel, accompanied by check
for Q2.10 for license February to June 30th.
R. Y. Llercer, application for license from July 1st, 1927 to June 30th, 1928, a.ecompanied
by check. for (10.00.

be granted. I,1ayor ordered a roll call and all voted in favor of the motion.
I -lotion made by Pyles, seconded by Davis, that the matter of license for Genmgia
Bernard at the 17ashington Hotel and I:. F. Mercer for next year's license be referred 'Go
the Police & License Corlj-fittee; roll call showed a iu-la-nimous vote for the motion.
PETITION FOR WATER IN GRAY'S ADDITION:
A petition by D. C. Skinnell et al, asking that the city take over the system
now in operation in Gray's Addition in orderat that they be supplied with city -rater,
was read. Pyles exp JM the situation to the council and referred them to the
minutes of the counc l AHLT Septembef 19th, 1922, at which meeting a. resolution was
adopted stating that the water system in Gray's East %iverside Addifion would be taken over
if the city acquired a municipal plant. 1 -lotion was thereupon made by Davis, seconded by
17ayde, that the natter be referred to the City Attorney for investigation and report a•s

REPORTS OF C01-21ITTEES :
Public Buildings Committee reported that they had not yet been able to get to-
gether on a recormnendation as to the roof of the pumper's house and asked for two weeks
more time; request granted.
Hays reported, that in his opinion, insurance carried on the City Hall at
present was sufficient, this being X55000.00 on the building and ;12000.00 on its contents.
Hotion made by Wayde, seconded by Davis, that report be accepted. Roll call showed
unanimous vote for the motion.
Davis rerorted for the Water Committee, that the estimated cost of installing
a six inch service line for the City Park would be approximately ;3.5.80 and that the
matter of charging lighting to Street Lights was a budget matter, which could be taken,
care of when next year's budget was prepared. Hotion made by :Mays, seconded by :'iayde,
that the report be accepted; roll call_ showed all voting for the motion.
Davis also advised the council that the Water Dept. needed a portable deter
testing machine, which ::could cost ;;50.00; motion was then made by'Davis, seconded by
Hays, that the Water Dept. be authorized to purchase a meter tester. Mayor ordered a
roll call and all voted for the motion.

a revolving fund of "?35.00; roll call showed all voting in favor of the motion.
WARRANT No. 402 ISSUED TO COVER.
Claims Committee submitted a statement relative 'to claim of Treasurer of
520.80 to reimburse the revolving fund and stated that this included an item of 814.00
for a printing bill of former Ha- yor Jensen which they were questioning and that 'they
would Make a further report at the next meeting.
Public Property Committee asked for more tinie in which to make report re-
garding adding machine for the Treasurer.
REPORTS OF OFFICERS:
Clerk made report of expenditures for the month of January; motion made
by Pyles, seconded by Hays, that the report be accepted; roll call showed ill
voting in favor of the motion.
V1ater Hanager made hisreport for January showing a net profit of .;418.81,
after deducting expenses of 5h1014.14 and "'1080.00 for interest on bonds. I.Iotion made
by Pyles, seconded by Hays, that the report be accepted and placed on file. T.Ievor
ordered <, roll call and all voted in favor of the motion.

The transfer of 5;13450.00 from the Cer::etery Fund to the Current Expense Fund
being included in the 1927 budget, motion was made by .Pyles, seconded by Davis, that
the City Treasurer be instructed to ;_lake such transfer; roll call showed all in favor
of the motion.
R. B. APPOINTED CHIEF OF POLICE:
Communication from Ha yor Gray was read, announcing that he had appointed
R. B. T':ICFarland as Chief of Police. ?:Motion was, thereupon made by LIcGee, seconded by
Hays, that the council confirm the appointment.' I.Iayor ordered a roll call with fol_
louring result: Ayes, Hays and ldcGee ; Noes, Davis"; Pyles, Smith and Wayde , :Notion
lost four to two.
ROCK CRUSHER TO BE PURCMkSED :
Pyles spokex about the desi.reability of the city getting a, rock crusher
for street work and submitted prices from the Olympic Machinery Co- of Spokz:.ne .

Alley Committee for investigation as to the various kinds and types of crushers and
that they i-mihe a report at the ne,A.t meeting. Roll call shored all voting in favor
of the motion.
Davis brought up the matter of securing :v building on Tacoma. St. for the
,Tater Dept. and stated that it would cost approximm.tely ;31000.00 to put it in
serviceable condition. No action taken.
CLAIM OF A. ROLFV for 5`6.00, account overpayment of drayman's license was presenteda.nd
on motion by Pyles, seconded by Davis was ordered paid. Roll call showed all voting
in favor of the motion.
LICENSES FOR DRAYS, etc. notion made by Hays, that that part of the ordinance which
places -a licensax on drays, be repealed; motion lost for want of a second.
Hotion-was thereupon made by Davis, seconded by Pyles, that the Police License Com.
mittee call a meeting with 'truck owners and draymen of the city and come to some con-
clusion as to licensing them and make a report at the next ;nee -ting as to their -re_
co1_miendations. Upon roll call, all voted in favor of the motion.
COLTECTION OF BACK LICEI;SES: The matter of collecting licenses owing the city being
brought up, IricGee m,,.de a motion, seconded b Smith, that the City Clerk furnish the
Chief of Police with a list of names of all who still owed the city and had not secured
licenses for the crrren rear. I;Iayor ordered a roll call with the following result:
Ayes, Davis, 1IcGce, Pyles, Smith and va.yde; Noes, Hays; carried five to one.
