ROLL, CALL: The City Council met -in regular session with following members present: Mayor Jensen, Councilmen Anderson, Hays; Robbins and Smith. Absentees were Council_ men Pyles, McGee and O'Herin. Account lack of heat in the council chambers, the meeting by unanimous consent was adjourned to the office of the City Clerk. MINUTES REND & APPROVED: I111inutes of the. meeting held November 3-rd.were read and approved. RESOLUTION ADOPTED RELATIVE 'i0 GRAVELLING, ETC. OF OREGOif STREET TO THE CEIj:iETERY: The City Attorney having passed favorably upon the resolution introduced at the previous meeting relative to the gravelling of Oregon Street to the Cemetery, in accordance with action taken November 3rd, said resolution was declared to have been passed and adopted. The resolution as approved, read as follows: T1WHEREAS, The County of Franklin and the City of Pasco contemplate the im_ ,provement of Oregon Street from East,Lewis Street to the Cemetery by surfacing with pit run sand and gravel to a depth of 4.inches and a width of 18 feet and the same be done jointly under the supervision, of the County .ilgineer of Franklin County. T1 1101-V THEREFORE BE IT RESOLVED, that in consideration of the completion of the tivork by Franklin County, the City of Pasco waives its claim to the indebtedness of Frank- lin County to the Cit of Pasco for its portion of the Bridge & Road Feud for the year 1923, the same being 931.75, or so much ;hereof as shall be necessary to complete that portion of the work lying within the boundary of the City of Pasco and the City of � Pasco hereby authorizes the County of Franklin to proceed with and complete the above impr ove ;Hent . " CURRENT EXPENSE CLAIMS ALLOWED: EXPENSES IN EXCESS OF BUDGET ALLOWANCES: City Attorney Davis submitted a written opinion stating that he had a copy of report made by the Finance Committeeand that° this report contained no suggestion as to a possible remedy for the existing condi_ t1on• lkr. Davis's opinion concluded with the following: "I have no way of knowing how you propose to meet it (the existing condition)- The bare fact is, that without any authority for so doing, without any apparent thought of how the shortage was to be made up, the City has gone ahead and spent money that it did not have in the funds from which it should be properly spent. If the council can sug- gest U.ny possible way in which the co4u do can be legally remedied, I shall be glad to co-operate. `' I o �-'ion was thereupon made by Robbins, seconded by Anderson, that the salary ordinance, the ordinance creating an emergency and the final passage of the ordinance adopting the budget be held over until an adjourned meeting Friday, Nov. 19th. Motion carried. SUIT OF FRAILKLIN COUNTY IRRIGATION DISTRICT #1 vs. CITY OF PASCO: A letter from Driscoll & Hor-rigan, dated Nov. 2nd, 1926, relative to the controversy between Franklin County Irrigation District I,To. 1 and the City of Pasco and asking vihat the final decision of the mayor and city council was, was read. This was � referred to the City Clerk to ascertain what the minutes showed as to previous action. PETITION OF ISS. A. I!I. CROTTY ET AL FOR A LIGHT AT 5TH & COLUTIJIBIA STREETS was referred to the Chairman of the Light Committee for investigation and reconunendation. PETITION REGARDING PIPING GAS FR0T1 THE RATTLE SNAKE GAS FIELDS TO PASCO, presented by J. C. Leibee was read and ordered filed, as it appeared that the members of the council had signed such a petition previous to the council meeting. REPORTS OF C0I,U11ITTEES : Robbins -reported that he had instructed the P. P. & L. Co. to install lights on tiie corners of South Front & Hays and South Front & I+,Wrtle Streets and that also in the same letter, he had instructed them to install a light at "AT' St. and IrSlaitland St. The Council having previously authorized the installation of the two lights on Front Street, a motion was thereupon made by Robbins, seconded by Anderson, that a light be' installed at "A" and I•;laitland Streets". Motion carried. In the matter of water hydrants, Robbins reported that the committee had' taken no action account receiving no instructions in the matter. Matter was re-referred to his committee to bring up again at the following meeting and for them to ascertain whether the installation of risers would result in the indu-rance rats.s being lowered. Continued on ne_=t- page. CQ Motion made by Robbins, duly seconded by Smith, that the following claims amounting to '369.70, be allowed and instructing that clerk draw warrents for the same. REPORTS OF OFFICERS: Report of the City Treasurer was passed arround to the members of the council and then ordered placed on file. TRAFFIC ORDINANCE NO. 360: Ordinance No. 360 covering revised traffic lavas was read and the original ordinance was changed in the matter of thru traffic streets so as to read for Lewis Street, "from the Blest side of Fifth Street to the East side of Tacoma Street". lJotion made by Robbins, seconded by Smith, that the ordinance be declared to have had its third reading. The mayor ordered a roll call and all voted in favor of the motion. Robbins moved that the ordinance be declared adopted as read; motion seconded by Anderson and upon -roll call, all voted in favor of the motion. CANVASS OF VOTES CAST AT THE CITY PRIiii1RY ELECTION FIELD Nov. 9th, 1926. The Conn_ cit canvassed the votes cast at the City Primary election held on Nov. 9th and found them correct, as follows: Progressive League Ticket: For I:iayor., ' L. B. Jensen 174, L.
