Special Session; -
November 3rd, 19 26 .
ROLL CALL: The City Council met in special session, being'an adjourned meeting '
from I ov. - 2nd, with the following members present: Tiia.yor Jensen, Councilmen Ander_
son, Hays, O'Herin, Pyles, Robbins and Smith; absent Councilman I,jlcGee.
MINUTES READ & APPROVED: Minutes of meetings held October 19th and November 2nd,
were read and approved.
PROPOSED MXXI IHPROVE1.,T T OF OIEGON STREET: County Commissioner. eing present
was granted the privilege of the floor and spoke about the improvement of Oregon Street,
stating that the County ,ranted to contract the work of improving the road and wanted
to know the attitude of the city towards improving the street within the city
limits. He suggested that if the city did not have the money available the county
could have the work done and apply the cost of the work,-* estimated at approximately
'700.00, on the amount of money due the city from the 1923 Bridge & Road Fund. He
submitted a prepared resolution covering the matter which was read to the council.
Motion was then made by O'Herin,, duly seconded by Pyles, that the resolution be °
adopted subject to the approval of the City Attorney as,to its legality. Mayor order_
ed a roll call, which resulted as follows: Ayes, Hays, O'Herin, Pyles and Smith;
noes, Anderson and Robbins. I-Iotion was declared as having carried.
CLAITi!S,AI,M BILLS: Claims were read and Councilmen Dobbins made the following
motion, which was duly seconded by Hays: "That the bills be allowed with the exception
of the Police Dept. pay roll, which would be allowed with the understanding that if
any question arises as to the legality of the payroll, that the men would have to pay
back to the city any excess pay drawn by them." Councilman Anderson thereupon
offered the-folloti-iing substitute motion, which :eras seconded by O'Herin: "That the
Police Dept, pay roll be made up so as to pay the men only for the- actual time worked-
and
orkedand that the men be asked to file a seperate claim for the additional amount claimed '
by them." Liayor asked for a roll call on the substitute motion with the following'
result: Ayes, Anderson,.Hays, O'Herin, Robbins and Smith; Noes, Pyles; motion
declared to have carried and payroll was turned back to the Chief of.Police for
correction.
Tdloti on made by Robbins, seconded by O'Herin, that the following bills be
allowed and warrants drawn for the same. , Roll call sho"71ed following votes on the
motion: Byes: Anderson, Hays, O'Herin, Rohbins and Smith; Noes, Pyles; motion
was declared to have carried.

minor son, after discussion was ordered laid on the table indefinitely.
REPORTS OF CO1,14ITTEES: Claims Comittee reported -regarding claim of W. B. Silith for
25.00. damages due to Water Dept. flushing fire hydrants, that they found the claim a just
one and recommended that it be paid. Motion made by Anderson, seconded by Robbins,
that the claim be allowed and paid out of the Dater Dept.'funds: Mayor ordered a roll
call and L-:11 voted. in favor of the motion. Warrant No. 349 issued in payment.
Report of Finance Committee regarding excess expenditures was -passed up
until an opinion from the City Atoorney as to proper handling of the matter is received.
'Tater comittee reported regarding petition of D. E. Smith et.al, for a
fire hydrant at 12th & Clarke Streets, that they recommended that a riser be placed
at 13th E: Clark St., instead of a hydrant at 12th & Clark. ' They also recommended that
one. or two risers be placed in Riverside Addition a.nd'other places. The Water Manager
estimated the cost of each riser as approximately 025.00.
Motio4 made by O'Herin, ecconded by Pyles, that the matter be laid over
until the'next regular meeting for the purpose of ascertaining if the installation of risers
,ziill be sufficient to cause a reduction in fire rates. Motion carries.
OEDINANCE 'ADOPTI aG THE BUDGET: ' Proposed ordinance (No. 361) was read; motion by Anderson,
seconded by Smith, that ordinance be declared to have had its first reading: roll call
showed a1T in favor of the motion.
Motion by Smith, sedonded by Anderson, that ordinfsnce be declared to have had
its second reading by title; roll call shored all in favor of the motion.
ORDINANC.2 SETTING RATES OF PAY FOR CITY EI:IPLOYES: Proposed ordinance setting rates
of pay fog city employes was read. LIotlon by Smith, seconded by Bays, that ordinance
be declared to have had its first reading;; roll call showed unanimous vote for the motion.
LIotion by Hays, seconded by Smith, that the ordinance be declared to have had its
second reading by title; roll call showed unanimous vote for the motion. '
PROPOSED REVISED TRAFFIC ORDINANCE (No.360) . Llotion made by Robbins, seconded by Hays,
that final action on the revised trafic'ordinance be held over until the next regular
meeting. IT-otion carried.
REPORTS OF OFFICERS: The report of the l -,ate -r Manager was read and upon motion by
Anderson, seconded by Smith, who accepted and placed on file.
Report of the Police Judge was read and upon motio;a by Smith, seconded by Anderson,
was accepted and placed on file.
I'la.yor IIIensen announced the appointment of IYIrs. Carl Bird as a member of the
Library Board to fill the vacancy caused by the resignation of I:Irs. Bert Carrol: I11otion
by Hays, seconded by Smith, that the mayor's appointment be confirr.,,ed; carried.
