June 19, 1923.
The Council met in regular session with Mayor Gannon presiding.
The following answered roll call: Bryan, Ma-rch, Nelson, O'Herin, Pyles, and Robbins.
The minutes of June 5th, 9th, and 12th were read and there being no objections the
Mayor declared them approved as read.
The following bills approved by the claims committee were read:

Nelson seconded by O'Herin moved that the bills be allowed as read and warrants drawa
for same.
Upon roll call all councilmen voted YES.
Application of Mrs. H. A. Yamauchi for rooming house license was read.
O'Herin seconded by Nelson moved that a license be granted.
Garried.
Appli ation of Mrs. M. Maruyama for a rooming house license was read.
Pyles seconded by Nelson moved that a license be granted.
Carried.
Application of A. F. Sylvester for a pool hall, soft drink and card talble license was
read.
March seconded by Ro^-bbind moved that a license be granted.
Carried.
Mr. N. C. Jannsen spoke in regard to drilling of wells for the new water system.
Mr. B. B. Horrigan spoke in behalf of the Franklin County Irrigation District No. 1
in regard to charges for irrigation water for the City of Pasco.
Nelson seconded by Bryan moved that the matter be referred to the Light and Water Comml'tte
Carried.
Pyles seconded by Nelson moved that the City Clerk prepare notice advertising $150,000.00
bonds for sale under ordinance No. 341 proposals to be received note later than July 17th,
1923. Publication to appear in The Pasco Herald and leading bond byers journals of New
York, Seattle and Portland, and a copy of notice to sbe be spread on the minutes.

NOTICE OF CALL FOR BIDS FOR PUBLIC UTILITY
BONBS OF THE CITY OF PASCO.
Notice is hereby given that pursuant to a plan ratified by the people under Ordinance
No. 341 of the City of Pasco, the said City of Pasco,proposes to purchase, improve amd
extend a municipal water system for the City of Pasco for both domestic and irrigation
puroses and to pay therfor by the issuance of 20 year public utility 'gonds in tee sum
of 9150,000.00 bearing interest not to exceed six per cent, payable semi-annually;
and, fthrther, that the City Council of the City of Pasco will receive proposals or bids
for the purchase of said bonds up to and including the 17th day of July, 1923, said bonds
to be issued in accordance with the purpose of Ordinance No. 341 of the City of Pasco
and the lass of the State of Washington particularly section 9491 of Rem. Comp. Stat. sai
bonds to be secured by the public utility referred to and the gross revenue from such
public utility, such bonds to be sold at an interest rate not exceeding six per cent per
annum, and the issuance therof will be providid for by proper ordinance in series and
in such denomination as the successful bidder may desire, said bonds to be retired
serially at times to be fixed and determined by the City Couuncil from the gross revenues
derived from the operation of said system.
Bidders will specifjr the price to be paid for said bonds, either at par value plus a
given rate of interest or the price for said bonds wit a fixed rate of intere*t at
six per cent; the denomination of each bond -nd conditions of issuance,if any. Such
bids or proposals will be considered b$ the City Council of the City of Posco at the
city hall in Pasco, Washington, on Tuesday, the 17th day of July, 1923, at the hour of
8 P. M. The ri,ht to reject any and all bis is reserved.

Bryan seconded by Pyles moved that the Fire Department remain in Pasco at all times except
on emergency calls.
Carried.
Robbins seconded by Nelson moved that the meeting adjourn.

Letter from B. B. Horrigen in regard to irrigation water was read.
After some discussion on the irrigation water question Pyles seconded by Bryan moved that
the water committee see how much water the city heeds for three or more
districts and how
much same wendd will cost and that the committee determine best way of distributing water

Appliaction of m. J. Lemman for a pool hall, soft drink and tobacco license at Cunningham
Bar was read.
Goodell seconded by Bryan moved that the application be rejected and no
license issued.

Schermerhorn be apporved.
Carried.
Mayor appointed Mr. R. C. Bean police judge.
Bryan seconded by Pyles moved that the appotktment be confirmed.

Mr. R. B. Cady spoke in regard to building a swimming pool in the city park and re quested
the city* allow permit and if city wishes discontinued they purchase same
from him.
O'Herin seconded by Goodell moved that matter be submitted to the park committee
to in-
vestigate and bring r port at next �ouncil meeting.
