January 16, 1923.
The Council met in regular session with Mayor Gannon presiding.
The following answered roll oall:Bryan, Goodell, Nelson, O'Herin, Pyles, and Robbins.
The minutes of January 2nd. were read.
O'Herin seconded by Bryan moved that the minutes be approved as read. Carried.
The following bills approved bji the claims committee were read:

Nelson seconded by Bryan moved that the bills be allowed and warrants drsem for same.
Upon roll call all councilmen voted yes.
Communication from Supt. Shannon read.
O'Herin seconded by Nelson moved that Ir. Shannon be notified that the Police Department
will be instructed to cooperate with flagman at Lewis Street Crossing. Carried.
A letter from Mr. Chas R. King in regard to locla improvement bonds was read.
O'Herin seconded by Nelson moved that the communication be placed on file. Carried.
Communication in regard to ladder for fire truck read.
Nelson seconded by Robbins moved the communication be turned over to the Water and Light
Committee with power to act.
Carried.
A petition in re gard to the nat disturbance caused by bees kept by 0, D. Wilcox was read,
Nelson seconded by Robbins moved the petition be referred to the Police and License Com-
mittee.
Carried.
Robbins seconded by Goodell moved that the City Attorney give an opinion in regard to tle
sewer leading from the round house to city main.

Robbins seconded by Nelson moved that the bills of Drs. Hamley and Kammann and Dr. Mac
Kenzie be recalled from the table.
Carried.
Bryan second d by Nelson moved the bills be rejected because exorbitaht.
Carried.
O'Herin seconded by Pyles moved that the matter of widening Elm street be rederred to
the City Attorney.
Carried.
Mayor Gannon appointed Pyles Purchasing Agent.
Robbins seconded by Nelson moved that appointment be confirmed and Mr. Pyles serve as
purchasing agent during any vacancy 22 in city engineer's office.
Carried.
Nelson seconded by Pyles moved that City Clerk take up with Mr. Lillie and find out who
are on the Library Boand and whose terms expire and when.
Carried.
O'Herin moved tgcat the police department enforce ordinnace in reference to cleaning up
city. Lost because of no second.
Robbins seconded by Nelson moved that the matter of cleaning up the alleys be referred
to the street and alley committee and they make a monthly charge rate for same.
Carried.
Bryan seeond,�d by Robbins moved that the council refer back to order of business No. 8,
reading of Ordinances.
Carried.
An ordinance we read as follwos:
O'Herin seconded by Bryan moved that strikk out that portion begginning with having a pe
permit from theMayor or Chief of rolice nd add words to conform with state law.

O'Herin seconded by Bryan moved that the ordinance be passed over until the next meeting.

Nelson seconded by Goodell moved that the City Attorney draft an::ordinance in regard
to Street Commissioner, water superintendent, sewer inspector, park commissioner, pur-
chasing agent. Judiciary eommitteee to assist.
Carried.
J. W. Gray ptitioned the council for a light at the corner of 12th and Ainsworth Aves.
O'Herin seconded by Nelson moved the matter be referred to the light and water comuhittee.
Carried.
Pyles seconded by Nelson moved that City Attorney proceed against the Pacific Power and
Light Company to get cluster lights and all other lights in shape.
Carried.
Nelson seconded ty Pyles moved the question of allowing the Japense on our lands adjacent
to the Bitty as brought forth by the Riverview Club ge referred to a committee.
Carried.
Mayor Gannon appointed Robbins, Pyles, and Nelson.
Robbins seconded by Nelson move that J. W. Clemans be reappointed Cemetary Superintendent
Carried.
Mayor Gannon appointed Mrs. M. L. Bannerman police matron.
Nelson seconded by O'Herin moved the appointment of Mrs. Bannerman be confirmed.
Carried.
O'Herin seconded by Nelson moved the meeting adjourn.
Carried.

A communication from Frank Murphy in regard to Lewis Street Crossing was read.

Oppinions of City Attorney Johnson in regard to Dog Licenses and Sewer

House were read, A letter from Supt Shannon in regard to set+,er was
also read.
A letter from the Department of Public Works in regard to a stags freight stage from Walla
Walla to Hennewick was read.
Robbins seconde by Goodell moved the letter bb placed on file.

Report of Mr. Lillie as regards to the members of library board was
read.
Mayor Gannon appointed Mrs. B. W. Newman on library board.
Nelsoh seconded by Pyles moved the appointment be confirmed.
Carried.
Letter of Seattle Post Intelltngencier was read in regard to narcotics.
A petition in regard to the bees owned by Mr. Wilcox was read.
Pyles seconded by P:Iarch moved the petition be deferred until bee season.
Carried.
Report of Police Judge Schermerhorn was read.
Nelson seconded by Robbins moved the report be accepted and placed on file.

Robbins seconded by Goodell moved that the matter of cindering Oregon :_treet to the Cem-
eta ry be referred to the Street and Alley Committee with power to act.

of fertilizer for the cemetaryy.

Mr. Nelson spoke in regard to Ray Hicks moving dirt from his lot on

street.
Goodell seconded by March moved that the matter of moving the dirt from Ray Hicks lot to
Bridge Street be referred to the street and alley committee.

Mayor Gannon appointed Chief of Police Puryear Poundmaster.
Robbins seconded by Goodell moevd that the appointment be confirmed.
Carried.
Mayor Gannon appointed Chas F. Stinson on the Park Board.

STREET SUPERINTENDENT AND PURCHASING AGENT, DEFINING THEIR DUTIES, FIXING THEIR SALLRIES
AND TERM OF OF-ICETyi AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
HEREWITH was read.
Nelson seconded by Pj*es moved that the ordinance be passed and sdopted as read.
Upon roll call all councilman voted YES.
Mayor Gannon appointed Chief of Police Puryear fire chief and D. Butler assistant.

Nelson seconded by Goodell moved that Chief of Police employ a plumber to inspect heating
plant and to make report at neat meeting.

Bill of J. T. Sargent for streetwork in the amount of 0150 and bill of Levi Clayton for
street work in the amount of $140waseread.

Bids in regard to cleaning up garbage were opened.
Bryan seconded by Robbins moved that city council accept bll proposition for removal of
garbaa$$e/submitted by G. L. Giezentanner be accepted and prices so submitted be recommended
to ctidzendw4he said C. L. Giezentanne- to collect for service from citizens and the poli
departi be instructed to assist the said C. L. Giezentanner in enforcing the ordinance
for removal of garbage and refuse and clean up city.

Attorney Johnson in regard to irrigation water.

important business and revert back to regular order of businbes.

A letter from C. V. Savidge in regard to our tide land contract, -was read.
Pyles seconded by Nelson moved that we forward contract and p5 as requested in order to get
deed. Upon roll call all councilmen voted YES.
A letter from Mrs. E. W. Newman was read in regard to enforcement of ordinances.
Robbins seconded by Goodell moved that letter be placed on table. Motion withdrawn.
Nelson seconded by Pyles moved t#at City Clerk be instructed to write Mrs. Newman notifying
her that the council will do all in their power to enforce ordinances.

A letter from the Christian Endeavor pledging their support to the Police Department was
read.O'Herin seconded by Nelson moved that the Clerk write the Endeavor thanking them for
their cooperation. Carried.
A letter from the John E. Price and Co. in regard to water system wa read.
Nelson seconded by O'Herin moved that the Clerk acknowledge receipt and place on file.
Carried.
Mr. Boulter spoke in regard to the street in front of his place and reference was also made
in regard toAtirs street b*ween.10th and 13th.
Goodell seconded by Robbins moved that the mater be referred to the Street abd Alley Comm
ittee. Carried.

system has been giving us considerable trouble and that they should ddnd their field man
to inspect same at their own e-.:-pense.

Mr. L. B. Atterbury appeared before the council in regard to alley between 12thaand 13th Ste
O'Herin seconded by Robbins moved that the Street and Alley Cor-nittee investigate conditions
in blocks 26 and 27 Riverside Addition.
Carried.
C. N. Boulter and others petitioned City Council for a light on the'West corner of 11th

Minutes of Feb. 6th were read and there being no objections the mayor declared them approved
as read.
