The Council met in regular session with Mayor Warden presiding.
The following answeredvroll call:Goodell, Haylett. Nelson and Saggent.
Mayor appointed Haylett and Nelson to act on finance comittee.
The minutes of August 15th were read and there being no objections the Mayor declared them
approved as regd.

Goodell seconded by Sargent moved that the bills be allowed and warrants drawn for same.
Upomn roll call all councilmen present voted YES.
Robbins appeared.
HeB lett seconded by Sargent moved that the CitynAttorney be instructed to drwa up an ord-
inance accepting and dediciling a 60 foot strip across the West J of Block 4 Pettits add-
ition to the city of Pasco fej thus straightening out 10th Street,' for a street.
Carried.
Plat of Northern Pacific Railway Company First Addition to the City of Pasco was presented.
Haylett Seconded by Robbin8 moved that the plat be aee approved and so marked.
Carried.
An ordinance Regulating and Prohibiting the Sle, Use or Possession of Narcotic Drugs waa re
Nelson seconded by Robbins moved that the ordinance be passed and adopted as read.

Haylett secondel by Robbins moved that the ordinameebe passel and adopted as read.
Carried.
Arplication of Ed Massey to operate a soft drink establishment and card room at 122 Lewis
Street was read.
Goodell secohded by Haylett moved that the application begranted and City Clerk issue
license when chief of police notifys him that request for interior changes have been made
by Ed Massey.
Carried.
J. M. Hirai's application fro s6ft dricnk establishment was read.
Goodell moved that ap-lication be granted but same was lost failing to receive a second.
Hallett seconded by Robbins moved that the city health officier be instructed to tkke
samples of city water and have same analyzed and sane be made once a month and reports made
council.
Carried.
Nelson ssconded by Goodell moved that the salary of water superintendelit be $150 per month.
Carried.
Redolved that it is the interest and pgrpose of the City Council to comstruct a municipal
water system for the city for all pupposes, same to be financed by the issuance of General
Utilify Bonds, Committee of three to be appointed tc confer with the Pacific Power and
Light Company as to minimum price they will take for system they own and if satisfactory
price can not be obtained we proceed and condemn their present system.
Haylett seconded by Nelson moved that the resolution be adopted.
Carried.
Mayor appointed Robbins, Haylettm and Goodell as committee.
Robbins seconded by Sargent moved that the coal bids be revised to include RO WE Coal.
Carried.
Clef m for damages of the First National Bank Enumclaw, Wash was read.
Nelson seconded by Robbins moved that the cidtm be rejected upon the opinion of the City
Attorney.
Carried.
Nelson seconded by Robbins moved that the tentative budget be published as required by law.
The Council prepared the following budget as provided in Mr. Ne7.804's motion:
