Col:ncilman Haylett a^neared right after roll call. The Clerk read the minutes of the January 4th. There being no objections the Mayor dec7are1 the minutes approved as read. Roll Call: Aye: Cady, Haylett, Noodell, Johnson, ?-Iarch, Newman. Carried. Communication from the band read asking the privilege to use the Council room for practices and to use the Mayor's office to store their instruments. Haylett seconded by Johnson moved that the request be granted. Carried. Communication from Cox Investment Company Making application for the use of water on Block eight of The Pasco Improvement Company's First Addition to Pasco. Cady seconded. by Johnson moved that the man wishing to use watei on Block eight be notified that there are two courses open to him to procure this water, one is that an irrigation district be formed or Council grant him a license to use the City Main and buy the water from the Reclamation Co. and pay the City as per the readings upon the meter he would have to install. Haylett seconde9 by Newman moved that City Clerk instruct the Pacific Powet and Light Company to paint the cluster light posts, clean them, fasten the globes so 1 -hat they will be secure, beep lights that will burn and to keep the posts in condition when once cleaned, Carried. Johnson seconded by Haylett moved that the Light and :'Dater con ittee get busy as see that the sign at the depot be kept in shape and that the lights are kept so that they will burn. Carried. March seconded by Nwwman moved that the City Attorney reset with the Police Con::.i Lee and draw up an ordinance and put before the Council regulating pool halls. Carried. Goodell seconded by New -an moved that the City Attorney dress up an ordinance making it a crime to bootleg in the city and also relative to the liquor traffic. Carried. Newman seconded by Johnson moved thatpolice eoTmittee instruct City Attorney to draw up an oedinance regi:.lating public dances in the City of Pasco.2Ca.rried. Newman seconded by Cady moved that the City Clerk be instructed to call for bids for keeping garbage, rmbbish and other refu.sein City of Pasco clean. Bids to be at so much per montY to be pard by The City and also same duty at so much per family to be raid by the family. Bids must be made on both systems and in the alternative. Also added in motion that the entire City be coveded at least once a week. Carried. Cady seconded by Gopdell moved that City Clerk notify Northen P4cific to clean t1a rubbish off their vacant property which is an eye sore to the City of Pasco in partic:.ilat Red Row and East Lewis Street. Carried. Cady seconded by Haylett moved that City Attorney prepare an ordinance relative to the Northern Pacific Railway Grade crossings in the City 0 f Pasco. Carried. Cady seconded by Johnson moved that a notice be put in the paper that any and all callers who want trees that will be taken out of the parking strips may bt granted that privlege by the Chief of Pol'ce and that same are to be taken under his directinons Carried. Newman seconded by March moved that City Clerk drsa warrant in favor of The American ➢Food Pipe Company to protect two percent discount if necessary. Cady seconded by Newman moved that the request be granted. Carried. Bonds of City Clerk and Treasurer were presented. Jonson seconded by Goodell moved that the bonds as approved by the City Attorney be accepted. Carried. Johnson secondee by Goodell moved thatChief of Police have Mr. Ful-er and the chain gang remove the rubbish and brush and trim the tre-.s in the parking strips. Carried. Newman secohded by Haylett moved that the property owners between sixth and tenth streets on the Scuth'Side of A street be notified to repair the sidewalks also the property owners on the '..est side of North Sixthestreet between Shoshone and Sylvester streets. Carried. Newman seconded by Haylett moved that owners of nloeks 4••5 Sylvester Park Addition be notified th:t it is the intention of the City to construct cement sidewalks at t' -.is point unless the pror.erty owners do same under City supervision. Carried. Report of Police Judge read. Newman seconded by March moved report be accepted, Carried. Johnson seconded by March moved meeting adjourn. Carried. An application from Hr. Lou Eller for permit to pperate a ferry within the corporate limits of Pasco, that is : From the City of Pasco to The City of Kennewick., was -read. Newman seconded by Johnson moved that communication be tlrned over to the City xttrrney 'to get his opinion whether City can give a franchise or Not. Carried. Newman seconded by Nelson moved that the City purc'_ase #jMW requi.rdd number of boards to repair the walks on the Mouth side of A street between sixth and tenth streets. Roll Call; Goodell, Johnson, Nelson, Newman .voting Aye. Carried. Johnson seconded by Nelson motred that Street Co-nmissioner 'nzrchase required n-,:mber of boards to repair the sidewalk on the South Side of East Lewis Street between Front and Main S'treets. Roll: Call:Aygoodell,Johnson, Nelson, Newman, Carried. Newman seconded by Goodell moved that property owners nn the South Side of Last Lewis 'treat between Front and Mlin Streets be notified to y ? place walks in condition. Carried. `r. C. N. Boulter asked permission to take dirt out of the street abutting his property )n Thirteenth and A Streets to fill a hole on his property providing he did same at his expense and under the supervision of the street Commissioner. 'Newman seconded by Nelson moved that LIr. Boalter be granted the permission to take dirt "from the street abutting his property at Thirte^nt)Aa and A Streets to fill a hole on his (property and that the same be done at his expense and under the supervision of the Street Commissioner. Carried. seconded by Johnson moved that Street commissioner see owner of propetty abutting (Newman on Artl-ar street that is now fenced in and request that barricade be removed and street opened and in case he refuses to turn the matter over to the Mayor and City Attorney for further action. Carried. Mayor ',7arden appointed D. C. Gibbs as a member of the Park Board Commission. Newman seconded by Nelson moved that appointment be approved. Carried. _.Iayor a,�poineed W. Johasnn seconded by Nelson moved- that nominations be closed and that Cady be declared elected I(Iayor Pro Tem. Carried. Nelson deconded by Goodell moved that Uayor and Chief of Pilce appear before the County Commissioners and request that they keep th®dr special police on for at least thirty dggs more and that city retain their three special police for ateleast the same lenghth of time., Carried. Nelson seconded by Johnson moved that Ordinance relating to Railway crossings be placed on the table until the next meeting. Carried.
