Clerk read minutes of meeting of May 20th, 1919. No objections being raised, mayor ordered minutes approved as read. Clerk read claim of Mrs. H. C. Adams for damage to autokkibkile in the sum of $60.00, caused by cavein on "A" Stbeet. Moved by Davis, seconded by Haylett, that bill of Mrs. H. C. Adams be referred to a committee consisting of the mayor and two councilmen appointed by the mayor. Motion carried by acclamation. Mayor appointed councilmen (]sen and Stinson to act. Clerk read report of Police Justice for month of May. Moved by Cady, seconded by Aldrich that report of police Justice be filed. i Moti-n carried by acclamation. Clerk read ordinance for third reading as follows: ORDINANCE No. 295. An Ordinance establishing the office of purchasing agent for the City of Pasco, and repealing Ordinance No. 158 of such city. W Be it ordained by the City Council of the City of Pasco: Section 1. That the mayor of the city be and is hereby authorized and empowered to appoint a city purchasing agent who shall be either City Treas- urer or City Clerk. Section 2. Any Employee of the city who shall desire to purchase or procure any stationery, supplies, repairs, or goods of any other nature shall first go to and secure from the city purchasing agent a written requisition or order for such goods and shall present such requisition or order for such goods and shall present :uch requisition or order to the person from whom it is purposed to make such purchases. It shall be the duty of the person, 489 firm or corporation selling such goods to retain said regnis_tion and attach it to its bill or -voucher for goods when presented to the city council for payment. Section 3. No officer, agent or employee of the city shall have the p -aver or authority to make purchases upon credit of the city except as herein provided. Section 4. It shall be the duty of the city purchasing agent to secure and keep on hand necessary blanc_ requisition or order forms, and upon request being made to investigate the purchases and having ascer- tained that the making of such purchases mould be to the best interest to the city, )Xe may tten i_sue such renuisition, but not otherwise. Section 5. Ordinance No. 158 of the city of Pasco and all other ordinances or parts of ordinances in conflict herewith are hereby repealed. Clerk read ordinance for third reading as follows: AN ORDINANCE TO PROHIBIT GAMBLING IN THE CITY OF PASCO AND FIXING THE PENALTY THEREFOR. BE IT ORDAINED BY THE CITY C UNCIL OF THE CITY OF PASCO, 'WASHINGTON: Section 1. Every person wh:, shall open, conduct, carry on or operate, whether as owner, manager, agent, dealer, or clerk or employee, and whether for hire or not, any gamUing game or game of chance, played with cards, dice or any other device, any scheme or device whereby any money or property or any representative of either, may be bet, wagered, or hazarded upon any chance, or uncertain or contingent event shall be a common gambler, and zhall be im- prisoned in the city jail for a period of not less than thirty days or by a f&ne or not more than $100.00 or by both such fine and imprisonment, and pay the costs of prosecution. Section 2. Every person who shall bet, wager or hazard any money or property or any representative of either upon axy game, scheme or device opened, conducted or carried on in violation of law shall be guilty of a misdemeanor and on conviction thereof shall be fined in any sum not greater than $100.00 and pay the costs of prosecution. Section 3. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 4. This ordinance shall be in force and effect five days after its passage and publication. Councilman Sanderson arrived and took his seat in council. Motion lost, roll call as follows: Ayes -Aldrich, Cady and Olsen. No.- Davis, Haylett, Sanderson and Stinson. Mayor appointed S. R. Moved by Stinson, seconded by Olsen that claim of F. W,. Lamberton be allowed and clerk issue warrant to cover. Motion carried. Moved by Olsen, seconded by Stinson that the city wlerk draw warralts for 1919 maintenance in accordance with the city's contract, on funds of the local improvement districts in the following amounts, viz: L.I.D. No. 25, $150.00 L. I. D. No. 43, y2M00.00 and L. I. D. No. 44, $900.00. Motion carried. Clerk read cor;munication from H. V. Wexler, al-kin;- for refrnd of $102.00 , account fine paid for impounding sheep during the month of June. Moved by Stinson, sec,nded by Olsen, that co--munication be laid ager until next regular meeting. Motion carried. Clerk read plans ani specifications of R. A. Kling for a gasoline service station which he proposed installing at the corner of 2nd and Lewis Streets, and requesting permit to install same. Moved by Stinson, seconded by Cady that matter be laid over until next regular meeting. Motion withdrawn. Moved by Olsen, seconded by Aldrich, that application of R. A. Klinge be denied. Motion carried. Clerk read the following resolution. RESOULTION VMREAS, the owners of Blocks 4 and 5 of SYlvester's Park Addition I to Pasoa, hsve requested permission to connect the said property with the general sewer sF tem of said city, and WHEREAS, it appears that said property is not in either of sewer districts of said city, but it adjacent thereto, and so situated that it may be served from the sewersystem, IMMREAS, it further anpears that sai d pr operty has not been asses: ed, for any of the general construction costs of said sewer system, NOW THERE- FORE, be it resolved that the said property owners of said blocks, or of either of said Blocks, be and are hereby authorized to connect with said sewer system on the following terms, and conditions; I FIRST: That said property owners shall pay to the city Treasurer, for the benefit of the dewer Rind of the city, such sum as the CITY Treas- urer shall determine wo ld be equal to the ammmt assessed, against other property, of like amount and similarly situated for the construction costs of said sewer system. SECOND: That said propertyowners shall make said connections, :7th said sewer system, ani put in sewer pipes sufficient for thir needs, at thea own expense, * ieh work shall be dc,ne only upon and in conformity to plans aild specifications, which shall be approvelby the sewer inspector of the City of Pasco.
