Clerk read minutes of meeting of May 6th, 1919. No objections being made, mayor order^d minutes a proved as read. Clerk read bills approved by claims committee as follows: Voucher Claimant Distribution Amount Number 1298 Ed. Fuller Maintenance, L. I. D. Motion carried, all councilmen eoncurrin Moved by Cady, seconded by Aldrich, that the Pacific Power & LiR-ht Company be instructed to place at the corner of Little and Front Ave. South, and Haines and Front Avenue South. Motion carried, all councilmen concurring. Mr. Bills appeared before the council and asked for permission to put up a galvanized iron building within the fire limits on 4th Ave. No action taken. Clerk read ordinance ontitled "An Ordinance establishing the offl ce of purchasing agent for the City of Pasco, and repealing ordinance No. 158 of such city.,' -loved by Al rich, sec-nded by Sanderson that ordinance be declared to have had its first reading. Motion carried, all councilmen concurring. Moved by Aldrich, seconded by Olsen that ordinance be given second reading by reading title only. Notion carried by acclamation. Clerk read ordinance for second reading by reading title only. Moved by Olsen, seconded by Sanderson that ordinance be declared to have had its second reading. Clerk read ordinance entitled "An Ordinance to prohibit gambling in the City of Pasco and fixing the penalty therefor." Moved by Haylett, seconded by Aldrich, that ordinance be declared to have first had its reading. Motion carri -d, all councilmen concurrinn. Moved by Aldrich, seconded by Olsen, that ordinance be gi7en its second reading by reading title only. Motion carried by acclamation. Clerk read ordinance for second reading by reading title only. Moved by Cady, seconded by Olsen, that ordinance be declared to have had its second reading. Motion earried by acclamation. Clerk read ordinance entitled "An Ordinance regulating the use of water for irrigation purposes in the city of Pasco, and fixing penalties for the violation thereof." Moved by A1,1rich, seconded by Hg7lett, that ordinance be declared to h::ve had its 1st reading. Motion carried, all councilmen concurring. Moved by Cady, see nded by Olsen, that ordinance be given its second reading by reading title only. Motion carried by acclamation. Clerk read ordinance for second reading by reading title only. Moved by Aldrich, seconded by C be declared to have had its ady, that Ordinance be sec nd reading. Motion carried, all councilmen concurring. Moved by Olsen, seconded by Sanderson, that ordinance be gi-en its third reading. Motion carried by acclamation. Clerk read ordinance for third reading as follows: ORDINANCE No. 294. An Ordinance regulating the use of water for irrigation purposes in the city of Pasco, and fixing penalties for the violation thereof. BE IT ORDAINED BY THE CITY COUNCIL OF TBE CITY OF PASCO: SECTION 1. It shall be unlawful for any p-rson to open any tap or hydrant in any parking strip of the city designed or used for the purpose of watering the trees in said parking strip, or to stop or close any irrigating trench or canal, or to break open or destroy any box or other portion of said irrigating sy tem. ANY person fora d guilty of violating any of the provisions of this section shall be fined in any sum not less than ten nor more than fifty dollars and pay the costs �f prosecution. Section 2. It shall be unlawful for any person to open or permit to be open any tap or hydrant connected with the irrigating system of the city of Pasco, on any property owned, occupied or con*.roled by him between the houve of 10 o'clock A.M. and 5 o'clock P. M. or between the hours f 10 o'clockP. M. and 6 o'clock A.M. or to in any way use or cause to be used the water from said system within the hours af,)resaid. Any person found guilty of violating §ny or the provis ons of this section shall be fined in any sum not less than ten dollarsnor more than fifty dollars and pay the cost of prosecution. Section 3. Ordinance No..284 and all ordinances or parts of ordinances in conflict herewith are hereby repealed. This ordinance shall be in force and effect five days after its passage and publication.
