Mayor appointed Haylett, Cady r.nd Stinson ascomnittee to investigate water supply intake. Moved by Davis, seconded by Cady, that the communication from the Pacific Power & Light Company be laid over until next meeting, pending report of committee on water system. Motion carried by acclamation. Clerk read bills and communications from the Northern Pacific Rail',.ay Company for work in connection with maintenance of pipe line under "A" street crossing. Mo ed by Davis, seconded by Olsen that a committee be a',—ointed by the mayor to inve _tigate the w.t' cr of Td. P. Bills and th::t the ma.t`. er be held in abeyance pending* report of committee. Hall to the pole just east of Lewis Street crossing. Motion carried, by acclamation. Mr. A. F. 'Wehe appeared before the council and read communication from the Reconstruction and Reclamation Congress requesting a repre.entation from Pasco at the meeting ::t Tacoma, January 9th and 10th. Clerk read minutes of meeting of January 7th, 1918. No objections being raised, mayor ordered minutes approved as read. Clerk reUd co,:.munication from G. N. Miller & Son, of Seattle, regarding proposed engineering work for the city. No action taken. Clerk read petition signed by thirteen citizens ltving in the vicinity of the city barn, remonstrating against the maintainance of the city barn on Bonneville Utreet. Councilman Olsen reported on behalf of the Committee on Public property tnd recommended the establishment of a pound out by the old ball park between first and c:econd :avenues. Moved by Aldrich, seconded by Haylett th-,t the committee :e continued and instructed to obtain estimates of cost of construucing a new pound and see about getting a lease "rom the V. P. Ry Co. Lotion carriel by acclam_tion Coimcilman Hallett reported that committee had investigated the condition 1) of intake at Pacific Power & Light Compkiny's pumping plant and stated th1:t the intaake was not out far enough to comply with the city franchise. 1 Moved by Davis, seconded by Aldrich that the report be accepted and City Clerk instructed to notify the Pacific To .-er & Light Company that they are not complying with the franchise and to send a copy of the letter to the Public Lervice Commission at Olympta. Coll call shos all councilmen voting in favor of motion. Carried. Councilman Aldrich recommended that the appointment of night patrolman J. H. Fuller be confirmed, said arpointment to be retroactive to beginning of his services in December, 1918. Moved by Davis, seconded by Cady, tiv,t the appointment of night patrolmmn J. H. Moved by Stinson, seconded by Davis, that the street work- be left to Strect and Alley committee to take such action as they think necessary, also to hire '':en and fix truck. Lotion carried, roll call showing all councilmen concurring. Councilman Stinson informed the council that the State Highway Engineer ^A intended to dynamite the manholes on 5th St. in connection with the new gravel road to be constructed on that street and that city should be protected against damage to the sewer system. Moved by Olsen, seconded by Cady that the City Clerk ask the State Highway Ekgineer to inform the council about proposed grades and changes on 5th St. Motion carried by acelanrtion. Moved by Davis, seconded by Cady that the City Attorney be instructed to talo action against those persons who h..ve been notified to connect up with the 472 sewer and who have not done so. Motion carried, roll call showing all councilmen concurring. Moved by Cady, seconded by Olsen theit a committee be appointed to dd;ermine prescribed limits within the city in which to 'keep hogs and to instruct the city attorney to draw up an ordinance accordingly. Motion carried by acclamation. Mayor appointed councilmen Cady, Olsen and Stinson as committee to act. Moved by Davis, seconded by Haylett that the Committee on Public Prpperty be authorized to sell the lumber at the city barn. Motion carried by acclamation. Assessment rolls for maintenance charges for Local Im-roveT.rent Districts N --s. 25, 43 and 44, in the respective amounts of }x1023.30, X5183.60 and ,j�2953.17 were read to council. Moved by Davis, seconded by Haylett that assessment rolls for L. I. D.s 25, 43 and 44 for 1919 maintenance, be 1, -,ft in the custody of the City Clerk pending date of hearing on same, and that resolutionsbe adopted as follows; RESOLUTION The CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWiS: WHEREAS, the CITY Council of the City of Pasco, Washin-ton, did provide by Ordinance No. 125 duly and regularly passed and published order the improvement of certain property in said city described in said ordinance end did create Local Improvement District No. 25, and .7EEREAS, said ordinance did provide for the making of an annual assessment for the maintenance and repairing charges of the water system of said local improvement district provided for therein, and WHEREAS, an assessment roll sufficient for the payment of the total cost and expense for maintenance operating end rep-_:iring of said water system of said local improvement district during t&eyear 1919 has been duly and regularly pre- p -_,red and is now on file with the CITY Clerk and open for inspection, Now Therefore, the City Co-,ncil of the City of Pasco do resolve that all persons who may desire to object thereto are notified to appear end present such objections; that the --aid roll be set down for hearing at the regular meeting of the City Co�,ncil to be held at the regu1;.r place of meeting of such council in the City Hall at Pasco, 1-ashington, at eight o'clock P.
