Council met in regular session, the follo ing nam -,d councilmen answ;r-
ing roll call, viz: ALDRICH, Cady, Chute, Cole, Haylett, HendersDn and
Jones; Mayor .lillison presiding.
Clerk read minutes of meetings of November 4th and Nov. 12th, 1918.
No objections being raired, mayor ordered minutes approved as read.
Clerk read the following resolution:
RESOLUTION
AUTHORIZING THE BOARD OF COUNCY COMMISSIONERS TO
IMPROVE CERTAIN STREETS UNDER THE FERTY1ANENT HIGH,7AY LA;.7.
S7IIEREAS, the -Ooard of County Commissioners of Franklin County
contemplate the improve-nnt of certain streets of the City of Pasco,
iJashington, under the PERMENENT HIGH,JAY LAW of the STate of Wash-
ington, which streets are hereinafter described;
NOW THEREFORE BE IT RESOLVED that the Board of C)unty CommiSS-
ioners of Franklin County, be and are hereby authorized to improve
the follo�tng described streets of the City of Pasco, to -wit:
Commencing at a point where "B" street intersects the west line
of Both Fourth A -Renee, thence '.Jest along said "B" Street, to an
intersection of S uth Fifth Avenue, thence Eastwardly along said
Ainsworth Avenue, to the easterly corporate limits of the City of
Pasco, said im-rovement to be made in accordance :,ath the plans
and specifications to be approved by the State Highway Commissioner.
AND BE IT FURTHER RESOLVED that the said FRANEIIN COFNTY is
hereby given and granted all necessary power and authority to pro-
ceed with such improvement and to mcke repairs and improve same and
do all things which they may lawfully do under and by virtue of said law.
Passed by the City Council of the City of i7asco, this 17th day
of December, 1918, in regular sossion.

Clerk read communication from National Meter cora-oany, advising of
execution of contract and ackn tivl edging order.
C ON T R A C T
This AGREEMENT, made and entered into this 16th day of October,
1918, by and vtween the City of Pasco, Washington, a municipal corporation
of the First part, and National Meter Co. of New York, of the second part,
Nithesseth: That the first p-:rty hereby agrees to buy and the sec )nd
party hereby agrees to sell to first party the following desc2ibed peesonal
prop-;rty, to -wit: One ten inch C Premier Meter and tvv 14 inch B Premier
Meters; the ten inch C. Premier to be delivered FOB New York at a p --,Ice
of •rz670.00 and the two 14 inch B Premier Meters to be de�ivered f.o.b.
New York at a price of :;750.00 each. The said meters to be as described aA
listed in the catalogue of the said second party.
It expressly understood and agreed that the sai i renters shall be
shipped by the second p,.-rty . ithin four months from date of this contract,
to -wit: from the 16t. day of October, 1918, Upon the lelivery of the
meters an] their arrival at Pasco, Washington the city hereby agreos to
pay for the same by the issuing to the econd arty o' the crarrants of
the city one of which warrants for the sum of .p750.00 shall be issued on
the funds of Local Improvement District No. 43 of said city, and the
b lance td be paid in the current eipense warrants of said city, allof
which warrants are to draw interest at the rate of 8% per cent per annum
from their date and to bear datding si ,ty days from date of invoice.
Shorld the second party for any reason fail or refuse to sign this
agreement within thirty 'ays from the date hereof then this contract
to be null ani void. It is expressly understood that date of delivery is
of the essence of tic_i s agreement an1 that sho-ld the econd party fail to
make delivery f o b New York within four months from date hereof th�.t the
City mpry at its option refuse to accept the said personal property or any
part thereof and be in no way obligated hereunder.
This Agreement is made in pursuance of the action of the City C iuicil
of the City of Pasco under date of October 15th, 1918 and the I:fayor and
City Clerk were a.t that time authori::ed to enter into the same.

Moved by Cady, seconded by Jones that the Chairman of the Street & Alley
Com:uittee be instructDd to see that "silent policemen" be placed at the
corner of 1st St. & Lewis, and 4th St. and Columbia, and the one at 4th St.
& Lewis be changed to co, form with the others. Motion carried by acclamation.
Yr. A. B. Peck appeared before the coiincil and asked that permission
be p, -ranted to make a connection with the Sewer System from his property
in Sylvester's Second Addition to Prsco.

be deferr d to next meeting of the council. Motion carried by accl•=mation.
Clerk read an Ordinance for first reading entitled "An Ordinance
to amend Section 12 of Ordinance No. 288, entitled "An Ordinance to license
certain trades nrd occupations in the City of Pasco, , adiington."
