HomeMy WebLinkAbout11-04-1918 Minutes4J3 October 15, 1918 Council met in regular session, the following named councilmen answering roll call, viz: Aldrich, Chute, Cole, Henderson, Haylett, Mayor Uillison presiding. Cc--uncilman Cady arrived after roll call. Clerk read minutes of meetiri-s of October 1st, October 7th and October 9th. No objections being raised, mayor ordered minutes approved as read. Clerk read bills in favor of Jack Norris for $'18.00 for work on fire equipment, and Frank I'dills for X1.75, cleaning city barn. Both bi Is approved by claims com--ittee . Moved by Henderson, seconded by Chute, that bills in favor of Jack Norris and Maank Mills be allowed and clerk instructed to issue warrants to cover. 1iotion carried, all councilmen concurring. Clerk read communication from the Pasco Onion Stock Yards regardinP7 impound- ing of stock, quoting following prices for caring for animals. Cattle .':;1.00 per day, Horses tend mules 5;1.00 per day. Hogs, where grain is fed, .!'.50 per day. Sheep x'.25 per day. '01.00 for each animal for coming after and taking same to stock yards. Committee reported in favor of accepting offer of Pasco Union Stock Yards Co. LToved by Chute, seconded by Cady that the council accept the offer of the Pasco Union Stock Yards Co. to take care of impounded stock. Roll call shoos motion carried, all councilmen voting in favor of same. Chief of Police Sullivan resit-ned as Pound Master. !.loved by Haylett, seconded by Cady that resignation of Poundmaster Sullivan be accepted.. Motion carried by acclarration. Haylett nominated councilman Cady for poundmaster. On vote to confirm nomination of Cady, nomination approved by acclamation. Clerk read cor_munications from different companies regarding water meters or measuring devices for installation at the intakes of the three irrigation districts, egch company giving quotations of same. Moved by Henderson, seconded by Chute that the mayor be authorized to sign a contract between the City and National I;Ieter Company for one 10" C. Premier Meter at '670.00, and two 14" B. Premier meters at }750.00 each, f. o. b. New York. Motion carried, all councilmen voting in favor of same. Mayor appointed councilmen Chute, Haylett, Treasurer McFarland and Clerk Dolan to act as committee to confer with Mr. Jahnke about plans for financing the purchase of water meters by the city. Clerk read for first reading an ordinance entitled "An ordinance fixing the salaries of the City Treasurer, City Clerk and City Attorney". Moved by Haylett, seconded by Chute that ordinance be declared to have had its first reading. Motion carried by acclamation. Roved by Henderson, seconded by Chute that ordinance be given its second reacting by tit 7e only. Motion carried by acclamation. Rierk read ordinance for second reading by reading title only. ,coved by Henderson, seconded by Aldrich that ordinance be declared to have had its second reading. Iuiotion carried by acclamation. Moved by Cady, seconded by Haylett, that the mayor be instructed to hire a sewer inspector for five days. Motion carried by acclamation. Motion to adjourn carried. Motion carried by acclamation. Clerk read communication from Lee Mckenzie of the Washington Rating Bureau. Moved by Cady, seconded by Cole that communication be placed on file. Motion carried by acclamation. Clerk read comrmurication from the N. P. Ry Co. regarding bill for labor on "A" Street crossing. Moved by Chute, seconded by Aldrich that clerk be instructed to look into the matter of permit for crossing N. P. tracks at "A" Street. Motion carried by acclamation. Following discussion of the ordinance providing for salaries of City officers, Moved by Henderson, seconded by Chute that the city Treasurer's salary be fixed at gp140.00 per month. "Motion carried, roll call showing all councilmen voting in favor of same. Moved by Chute, seconded by Aldrich, that the salary of the City Clerk be fixed at (40.00 per month and that of the City Att rney at :j?40.00 per month. Clerk read ordinance for third reading as follows: ORDINAIICE No. AN Ordinance fixin7 the salaries of the City Treasurer, City Clerk and City Attorney. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLO'US: SECTION 1. That on and after the first Tuesday in January, 1919, the salary of the CITY Treasurer shall be and is hereby fixed at :)'140.00 per month- that on and after the said date the :_clary of the CITY Clerk shall be and is hereby fixed at 540.00 per month; that on and after the said date the salary of the City Attorney shall be and is hereby fixed at •;40.00 per month. All Ordinances and parts of Ordinances in conflict herewith are hereby repealed. This Ordinance shall be in force and effect from and after five days from its passage and publication. Passed this 4th day of November, 1918. Attest: Iviayor City Clerk. Mayor 461 November 12, 1918 Council met in special session, following due notice served mn all councilmen as follows: "Notice is hereby given that there will be a 2pecial meeting of the city council of the City of Pasco at the Council Chambers, at 7:30 o'clock P. IrI. November 12th, 191 for the purpose of canvassing the votes case at the City Primary Election held No-rember 5th, 1918, and :For the further purpose of allowing bills and handling any other regular business that may come before the council." Council proceeded to count the official returns of the primary electio;t the result of the count being reported as follows: For Mayor, Lee C. Henderson 244 votes G. E. Willison 31 For Treasurer - R. B. McFarland 295 votes For Clerk - C. A. Dolan, 265 votes For City Attorney - C. LI. O'Brien, 245 votes Chas. Johnson 35 votes For Councilman - at Large - Edward A. Davis 260 votes For Councilman, t fill unexpired four year term H. B. Aldrich 252 votes C. F. Stinson 270 votes A. I.I. Haylett 215 votes For Corncilman - four year term R. B. Cady 206 votes Geo. I,rercer 21 Idoved by Chute, seconded by Haylett, that the following named candidates, having receibed the highest number of votes for their respective offices, be declared the nominees of the Progressive League Party to appear on the ballot for December city election.
