Mayor appointed Superintendent of Schools A. C. Argo as member of Library
Board to Succeed Mr. Ricks. Irioved by Chute, seconded by Cole that Appointment of

Clerk read commnnci tion from Councilman Henderson regarding condition of
fire hose. J11oved by Chute, seconded by Cady that Mr. Henderson's communication
be placed on file. Motion carried by acclamation.
Moved by Chute, seconded by Haylett that letter of 3ashinr7ton Rating Bureau be
answered by City Clerk, advising them that their instructions have been complied
with and that Clerk order 500 feet of fire hose. Motion carried, all councilmen
condurring.
. Moved by Chute, sec riled by Cole, that the mayor be authorized to hire a
street commissioner for one month at 5p125.00 per month. Motion carried, all
co,ncilmen concurrin , exeeptin:- coulcilman Dady, who voted against same.
Clerk re-' letter from A. G. Long & Co. regarding delay in shipping fire
equipment ordered.
Moved by Chute, seconded by Haylett, that City Clerk be instructed to write to
A. G. Long & Co., adivising them that unless the City receives shipping bill by
September 20th, that order be cancelled. Motion carried, all councilmen

Clerk read communication from Union Iron Works of Spokane inquiring
about bids on iron, etc.
Moved by Chute, seconded by Haylett, that communi_ation from Unign Iron

Following notice to councilmen as follows: "You are hereby notified
that there will be a special meeting of the City Council at the Council
Chambers at 7:30 o'clock P. M. September 20th, 1918, for the purpose of
accepting resignations and electing officers to fill vacancies, passing and
revoking ordinances and for the transaction of any other business that Tray
properly come before the cornncil at that time" council met in regular
session, th:, following councilmen answering rill. call, viz: Cady, Cole,
Haylett, Jones. Mayor Willison Presiding.
Clerk read minutes of meeting of aeptember 3 and 4th, 1918.
Bo objections being raised, mayor ordered minutes approved as read.
Clerk read resignation of councilman D. C. Gibbs.
Moved by Haylett, seconded by Cole, that resignation of councilman
Gibbs be accepted. Motion carried by acclamation.
Moved by Cady, seconded by Cole, that Mr. Aldrich be nonimated for
councilman to fill vacancy created by resignation of councilman Gibbs.
Moved by Jones, seconded b:: Cole, that nominations be closed. ..ioti-n
carried by acclamation.
Moved by Cady, seconded by Cole, that Mr. H. P. Aldrich be declared
elected councilman to fill vacancy created by resignation of councilman Gibbs.

City attorney O'Brien administered oath of office to H. P. Aldrich, who
then took seat in council.
Clerk r,ad petition of certain citizens for light on East Side.
Moved by Jones, seconded b-- Ha;,lett, that petition be referred to
Fire, Light and hater committee to be investi-ated and reported a.t next
meeting. Motion carried by acclamation.
Clerk read resolution regarding changing of present arc lights for
400 watt Type C. incandescent electric lights.
Moved by Cady, seconded by Jones, that committee be appointed to meet
with Manager Strange of the Pacific Power & Light Company regarding change
of lights asked for by Pacific Power & Light Company. Motion carried, all
co--:icilmen concurring.
Mayor appointed councilmen Cady, Aldrich and Haylett 2ts committee to act.
Conndilmen S. M. Henderson tendered in person his resignation as councilman.
Moved by Cady, seconded b y Al drich that resignation of c.uuncilman
Henderson be accepted. Motion carried, all councilmen concurring.
Moved by Haylett, that Lee Henderson be nominated hs councilman to fill
vacancy created by resicrk tion of C u-ncilman S. M. Henderson.
Moved by Haylett, Seconded by Cady, that nominations be closed. Motion
carried, all councilmen concurring.
Moved by Haylett, seconded by Cole that Mr. Lee Henderson be declared
elected as councilman to fill vacancy created by resignation of S. 1I. Henderson.
Motion carried, all councilmen concurring.
Oath of office administered to Lee Henderson by City Attorney O'Brien,
after which Mr. Henderson took his seat in council.
Moved by Haylett, seconded by Cady that water be cut off from water
fountain west of N. P. Tracks on Lewis Street until further orders. Motion
carried, all councilmen concurring.

Moved by Haylett, seconded by Jones that ordinance be declared to have had
its firest reading. Motion carried, all councilmen concurring.

Movod by Jones, seconded by Chute that the mater of water meters be
laid on the table temporarily. Motion carried by acclamation.
Clerk read following resolution:
"Resolved that Pacific Power & Light Company be and is hereby requested
to install, maintain and operate under the city's present street lighting
agreements with said company and for the remainder of the term thereof,
twenty-eiF_ht (28) 400 Putt Type C. 'neandescent electric lamps installed or
to be installed in the City of Pasco in place of a like number of arc lamps now
being- maintained and operated bn said com-^nv in saia ci T '_nr, r rresent
lighting agreements an that the city pay to said company f -r maintaining and
operating said 400 Matt incandescent lamps the same price per lamp as the city
is now paying for the operation of said are lamps, to -wit : the sum of Five
Dollars and Fifty Cents ($5.50) per lamp per month, It is further directed
that such new lights be installed at the same corners where the are lights now
are."

Councilman Jones reported f or Light and ;Tater Committee that after investi-
gation of the matter of installing a new light at South Beech and Selena Streets
that the committee wo-:ld not recommend such installation.

City Clerk reported thot two ladies from Ease Side has requested rim to
inform the coluicil that there now was a pole line to within half a block of
the corner where the new light -.;as desired and that the Pacific rower & Light
Company had agreed to run the necessary lines and install the street lir-ht
petitioned for providing a suf.-icient number of consumers wo,.:ld install
