Clerk read for third reading, Ordim:nce as follows: ORDIN.:NCE No. AN ORDINA1,CE PROVIDING FOR THE CUTTIIIG OF ';J'EDS :_ND THE CLE.MlIG A'�IAY OF RUBBISH ON THA: STREETS, ::LLEYS :AND LOTS CF THE CITY OF PASCO, PROVIDII:G A PENELTY FOR THE FAILURE SO TO DO, AND PROVIDIIiG FOR Ti✓H COLI•i!CTING AND TAXING OF THE COSTS OF THE SALE BEIIIG DONE BY THE CITY OF PASCO. BE IT ORDA_NII:ED BY THE CITY COUNDIL OF THE CITY OF PASCO: SECTION L. It shall be unlawful for any person or persons ov:ning or braving the care or charge of any lots or lands in the CITY OF PASCO, to suffer any noxious weeds, s the same are defined by statute of the tate of :'Iashington, to grow thereon, or in any road, street or highway or alley, to the center thereof, bordering on any such property. Any person viol4.ting this section shall be Seemed guilty of a misdemeanor, and on con- viction thereof shall be fined in any shin not grey -t than ?25.00 and pay the costs of prosecution. Section 2. It shall be the duty of every owner, lessee, occupant, or agent thereof, or of any person h^wing the care or charge of any lots or 1-nds in the City of Pasco to cut down or otherr-rise to destroy any noxious weeds, as the same are defined by the Statutes of the State of-:Jashington, growing on the said property or on the street, ro^d, highway, or .J ley bor- dering thereon, by the 10th day of i•iay, in each pnO every year and ^s often thereafter in each year as shall- be necessary to prevent such weeds from maturing or going to seed. And it shall be his further duty on or before said date in each year, to remove or cause to be removed from such lots or land and from such streets, highways and alleys, all tin cons, rubbish, and refuse of whatsoever nrture. bection 3. It shall be the duty of the Superin tendent of Streets to see that the -rovisions of this ordinance are carried out, and in the event of the failure of such owner, lesee, occup^.nt or agent or person having charge or any of such lots, or lards in the City of Pasco, to remove or cause to be removed such weeds and rubbish therefrom, and from the streets highways and alleys bordering Hereon, by the said 10 day of May of each year, and as oftern thereafter in each year as shall be necessary to carry out the provision, of this ordinance, and said street superintendent shall enter upon any such premises, do such vrork, keep account thereof and collect the same as herein provided. Section 4. The Superintendent of Streets shall keep accurate account of the expenses incurred by him in cutting any weeds or removing any rubbish from any property or the streets or alleys bordering thereon, and shall forthwith make a sworn statement thereof and turn the same over to the City Treasurer, who shall mail to the owner, agent, lessee or occupant thereof where known, a statement thereof, and require him to pay the carne within thirty days after the date of rmiling said notice, In case the payment is L11 382 not made within said time, the Treasurer shall present the said claim to the City Council, and if the council finds the same to be correct, it shall orde the said -.-ork paid for out of the general funds of the City, and shall a ke order that the amount so paid be a tax upon the lr_nd upon which, or on the streets or alleys bordering which the said work was done, and shall cause t',. said amount to be certified to the C6unty Treasurer by the Mayor and the Clerk, and under the seal of the said City, as other delinquent City Assecs- ments are certified. Clerk read by title only, ordinance entitled "An Ordinance granting to the Pacific Power & Light Company, a corporation, its successors and assigns, for period of 25 years from the date of the pas:-a-ge of this ordinance, the right, privilege and franchise to pay, place, own, maintain, and operate all necessary and de:,irable water mains, pipes, connections, fittings and appurten,:nces in the streets, avenues, alleys, lanes -nd thoroughfares of the City of Pasco for the purpose of suprlying and furnishing the said City of Pasco rnd its inhabitants with water, and to cherge and col-'ect rates tl-Brefor; providing for fire protection to the Said city of Pasco, and its inhabitants and fixing charges to be paid for such service by the City of Pasco; that the City of Pasco shall have the right ?nd option to purchase said system of -:rater works and that the :aid City shall not erect acquire, maintain, operete or become interested in any water works or water system for purposes other than irrigation except the water works or system ff-the grantee herein; ^nd repealing Ordinance No. 52 of the Town (now City) of Pasco a proved May 2nd, 1906, and superseding and annulling contract and agreement between the Torn (now City) of Pasco and F.
