Clerk read minutes of meeting of Febriary 20th, 1917. No objections being raised, mayor ordered minutes to stand approved as read. Mrs. J. B. Crain appeared before the coiuicil and requested that the council authorize the city treasurer to reimburse the library fund the amount of fides collected by the city librarian end turned in to the city Treasurer. Moved by Holt, seconded by Chute that the proper transfer be made from the library hind to current ex e nse Hind in order to reimburse the library fund for fines collected and turned in to city Treasurer. Motion carried, all councilmen concurring. Clerk read reports of Police `justice and Chief of Police for months of Febru ry, 1917. Moved by Allard, seconded by Holt, that reports of Police °ustice and Chief of Police for February, be appepted and placed on file. Motion carried by acclamation. Llayor explained to the council that he had not signed warrants in favor of C. 1.1. O'Brian and R. B. McFarland for expenses in connection v1ith trips to Taco -a and Spokane, respectively, on matters pertaining to the reclamction water, and suggested to the council that he would like to have the council vote again on those warrants. City Clerk. �;� March 15, 1917. Cotuucil met in extra session, the following named councilmen answering roll call, viz: Anderson, Allard, Bannerman, Holt end Harrison. Mayor Willison presiding. Follo,.,iing announcement that the meeting.was called to heor reports fro -m the citizens committee on the matter of reclamation water for 1917, IJir. Robert Jahnke and Mr. Shoemaker explained to the council that a waterusers' Corpor,,.tion" had been formed with the idea of leasing the plant of the Pasco Reclama tion Company for the season of 1917 and wished to know if the city council would stand back of the 11:7aterusers' corporation" in the event that company would be able to carry out their plans. Mir. Hall, I:%nager of the Paciffic Power & Light Company appeared before the council and stated that the Pacific Po..er & Li$ht Company would probably accept Receiver's Certificates of the Pasco Fruit Lands Company for maintenance charges in part payment for power furnished the Pasco Reclamation Company po,ver plant, providing the council would grant and a continuation of the present franchise between the city tkK Pacific Po,.:,er & Light Co., and stipulate that the city would not undertake to bbuild a municipal water plant during the life of the franchise. -Individual members of the council expressed their opinlon of granting such a franchise as suggested by Mr. Hall, but no action was taken.
