by Allard that appointment of Chief of Police Harry Dent be confirmed by vote of

by Chute, that appointment of Health Officer S. Q. Elmore be confirmed by vote of

Moved by Harrison, seconded by Anderson, thct City Treasurer McFarl,nd be
authorized and empowered to employ an assistant fire chief until such time as a
new ordinance can be passed. IIotion carried, all councilmen concurring.
I;loved by Chute, seconded by Anderson, that the Mayor appoint a committee of
three to act with the City Treasurer and City Attorney to go over the matter of
establishing a levy for maintenance for L. I. D. Nos. 25, 43 and 44 for 1917,
and to report ct next regul:.r meeting. Motion carried, all councilmen connurring.

policy of X4000.00 on city hall. Moved by Chute, seconded by Ande_son, that
the y4000.00 insurance policy on city hall be turned over to Committee on Buildings
with aut_ori ty to that committee to act. Motion carried, all councilmen concurring.
Ilayor instructed the Co amittee on Public Property to inventory the personal
property belonging to the city and place same in charge of proper officials of
city, and report on same at next regular meeting.
Mayor appointed J. W. Ketner as City Engineer for 1917. hloved by Allard, sec-
onded by Chute that the appointment of J. W. Ketner as City Engineer be confirmed

Mayor appointed A. F. lVehe as Police Justice for 1917. Moved by Chute,
seconded by Bannerman, that the appointment of A. F. Wehe as Police Justice be
confirmed by vote of co,,ncil. Motion carried, all councilmen concurring.

Council met in special session, following clue notice to councilmen
to meet for the propose of discussins cormunieetion from the !receiver of
the Pasco Reclamation Company. Following named conncilmen a.nsrrered roll
call, viz: Allard, rinderson, B,=ie roan, Chute, Harrison, H^.ylett and Holt.

The rapidly increasing cost of repairs to the pipe system
during 1916 led the Receiver of the Comp"ny during and imrediately
after the close of the irritation season to uncover same and hPive
a careful survey and report made by a competent engineer. The cost
of rep irs and reel -.cement of decayed pipe is fo?uld to be so Freat
that, with the increased difficulty and large ekpense of collecting
delinquent water maintenance charges, and the impnriment of resources
of the company generally in maintaining its rights in the courts and
other -rise, it is found impossible for the Receiver to finance the
improvements and operate the plant the coming season.
The Receiver, therefore, much to his regret, is compelled to
announce at this, the e^rliest opportunity after all the facts could
be ascertained, that it .:ill be necess_--ry for those who may need
water for the coming season to make some other arrangements for the
same. He .rill, ho,. -;ever, be glad to cooperate in any way within
his power, not only on account of the Reclamation Company, but also
in the interest of the Pasco Pruit Lands Company, ',chose holdings will
be affected the same as all others under the irrigation system.

of three or five members of the council to meet with the Receiver of the
Reclamation Co•..ipany when he comes to Pasco for that purpose. Motion carried,
all councilmen concurring. Bannerman, Chute and Anderson appointed by
the Tlayor as committee.

write to 1,1r. Smith in any er to his letter, and request that he be present
at Pasco sometime prior to the meeting of the council on Tuesday, the 16th
instnsnt. Motion carried, all councilmen concurring.
Moved by Ghute, seconded by Bannerman, that the City Attorney write
to the Public Service Commission, explaining the present conditions in Pasco
and ask them for such help as they can give the City. P,Iotion carried, all
councilmen concurring.
Moved by Chute, seconded by Allard, that t -.e City Engineer take such
steps as he sees fit t) protect the city's interest in the existing contro-
versy. Motion carried, all councilmen concurring.
