Be it Ordained by the CITY COUNCIL of the City of Pasco: Section 1. That Ordinance No. 87 entitled an "Ordinance to regulate the Sale and disposal of the beverage commonly known as near bear or foam be and the same is hereby repealed. Secti)n 2. This ordinarne shall be in force and effect from and after five days after its passage and publication. Dated and passed this July 5th, 1916. Attest: C. A. Dolan, City Clerk. Approved as to form, Edward A. Davis, Mayor. C. LI. O'Brien, City Attorney. Moved by Reardon, seconded by Chute that ordinance as read be declared to have had its third reading and passed and proper publication had. Motion carried, all councilmen voting in favor of same. Meed by Reardon, seconded by Steffins, that Committee on Police and Licences be instructed to prepare and present to council at next regnl-r meeting, a schedule of licences which they recommend to be embodied in an ordinance. Council met in regular session, the follaoving named councilmen being present: a Falk, H lt, Req-rdon, Steckel and Steffins. Mayor Davis presiding. Clerk read minutes of meetings of June 20th, June 21st, and July 5th. 14o objections being raised to minutes, K,-yor ordered same to stand approved as read. Clerk read communication 'rom State Industrial Insurance Commission, relating to the amount owed by the city of Pasco for 1915. Moved by Reardon, seconded by Steckel that said communication be lid ever until the return of the city attorney. Motion carried, all councilmen concurring. Chairman of the Street and Alley Committee and also of Police & Licence Committee being absent, mayor granted said committees until next regular meeting to malm their reports. Under the head of newbusiness city Clerk informed council that city sewer mains were reported blocked. City Engineer Hamilton being present he discussed the matter and suggested that the city council employe a man on the sewer lines to put them in proper condition. Moved by Reardon, seconded by Holt that the street superintendent be authorized to employe a competent man at the rate of x4.00 per day to look after the flushing of the sewer system. Motion carried, all, councilmen voting in favor of same. C7e rk reported that the Pacific Telephone & Telegraph Company were at present replacing the line of poles on Fourth Avenue south of Columbia Street, that it was his understanding that there was in existence a contract between the City of Pasco and Lrr. Kling, the firmer owner of the telephone plant, which contract provided for the removal of the present line of poles on 4th Avenue at such time as 1,Ir. Kling or his successors might reconstruct their plant. City Engineer Hamilton appeared before the council and stated that such a contract had been entered int). Local Manager Baer of the Pacific Telegraph & Telephone Company also ar�peared before the council and requested that the city take no action in the matter until the company's construction en#sneer could come to Pasco and explain the situation to the council. Moved by Reardon, seconded by Holt that when present meeting of council is adjo -rned, that council convene in egecial session Wednesday evening at 7:30 o'clock, July 19th, to take action on the telephone matter. _:Motion carried, cul councilmen voting in favor of same . City Engineer Hamilton reported to the council that a representative of the Warren Construction Company would be in the city during the present week to arrange with the Telephone Company for the cutting and replacing of certain portions of the street paving in Pasco, and that it would be economical for the city at this time to make repairs to such parts of the paved streets of the city as the city itself was responsible for. Moved by Reardon, seconded by Steffins that the mayor appoint a special committee of three members of the co7,.ncil with power to act, with reference to receiving propositions for the repairing of portions of the pavement for. which the city is licble. Tdoticn carried, all councilmen voting in favor of same. Lor appointed co.ncilmen Reardon, Falk and Steffins to act. Council discussed duties of the chief of police. Council met as per adjournment, Mayor Davis and Councilmen Falk, Holt and Reardon being present. Not having a quorom, moved by Reardon, seconded by Falk that council adjourn to meet at 7:30 o'clock July 21st. Motion carried. Adjournment at 8:25 P. PQ. Council met as per adjournment of Ju y 20th, the foll_Dwing named councilmen answering roll call, viz: Falk, Holt, Reardon, Steckel, Sterfins. Mayor Davis being absent, Council 1:eardon was di ly elected by the members present to act as mayor protem. Mr. Shear, representing the Pacific Telephone and 'Telegraph Company appeared before the council and asked council to allow the telephone company permission to leave the present pole line on Fourth Avenue south of Columbia St. Moved by StecIcel, seconded by �)teffin, , that the Pacific Telephone and lekegr rph• Company be requested to remove the present line of telephone poles and wires off of Fourth Avenue, and that Clerk give said company propertnotice thereof. Motion csrrie d, ell councilmen voting in favor of same. City Health Officer Dr. Elmore appeared before the co-.ncil and notified council that the swimming pond on third street was in very bad condition and that with a few necessary eh,nges same could be made sanitary. Moved by Holt, seconded by Steffins, th t Dr. Elmore be empowered to make repairs to the swimming tank as outlined by him to the council and to mske necessary arrangements for the maintenance and care of same.
