Council net in regular session, the follo*�ring named councilmen answering
roll call: - Reardon, Harrison, Holt, Steffins, Steckel,
City Clerk elect being absent, councilman Steckel was appointed City
Clem- pro tem.
I.finutes of meeting of April 18th, 1916, read to cobncil. 140 objections
being raised to minutes as read, mayor ordered same to stand approved as read.
Report f Chief of Police relative to street lights out on certain nights
during the month of March, read to council. Moved by Reardon, seconded by
colt, that report on lights he referred to Light Committee. Motion carried,
all councilmen voting in favor of same.
Report of Chief of Police regarding arrests made in April, read to
council. Moved by Reardon, seconded by Harrison that report as read be
accepted and placed on file. Motion carried, all councilemn eonenrring.
Report of Police justice for month of :larch, read to council. Moved by
Reardon, seconded by Harrison, that report as read be ,ccepted and placed on
fi_e. Motion carried, all councilmen concurring.

city attorney for opinion.

for care of city docks be not ,:flowed and that Mr. Bro•in's services be
terminated. Motion carried, al members voting in favor of same.
moved by Reardon, seconded by Steckel that city attorney be asked for
an opinion regarding the removal of buildings from lots where the city has
a lien for special improvements. Motion carie d, all councilmen voting in
favor of same.

Council met in regular session, the following named councilmen being
present, viz: Chute, Falk, Holt, Reardon, Harrison, and Steckel and Steffins.
Mayor Davis being absent, councilman Steffins was elected :.ayor Pro -tem.
Clerk read minutes of meeting of !;'_ay 2nd. No objections being raised
to minutes, Mayor ordered same to stand approved as read.
Moved by Chute, seconded by Steckel that bills as allowed by claims
committee for Library and parks be allowed. All council being in favor,
motion carried. Clerk issued warrants as follows:
Voucher No. 158, A. R. Shreve, Janitor service at City Library during
Ilarch, 1916, ;js10.00.
Voucher 110. 159, Margaret Eenoyer, Services as Librarian during April,
1916, 5$42.00.
Voucher No. 160, F. C. Gorton, labor plowing parking strips, $10.00.
Moved by Holt, seconded by Steckel that Pacific Power & Light Company's
bill for April, 1916, be allo:ded according to existing city scheclule,
!lotion carried, all councilmen co _curring. Clerk i,sued warrants as follows
to cover - No. 161, $195.00, Hydrant Rental. No. 162, .,J4.50, city hall
light & water. No. 163, $16,50, Are lighting, April. No. 164, ,>42.67, cluster

Mr. Weber and Mr. Baer for the Pacific Telephone and Telegraph Company
appeared before the council and discussed proposed improvement contemplated
by the telephone Company in the city.
Mr. Langmuir of the Pacific Power & Light Company appeared before council
and discussed the matter of settling controversy existing as to light bill.
Moved by Reardon, seconded by Holt, that arc lights as tilled for by
Pacific Po.er & Light C6mpany, from February, 1915, be paid in full, and that
cluster lights as billed by the light company from iebrur•ry, 1915, be p, -,id
at one half total bill. Motion carried, roll call as follows: Ayes- Chute,
Fall_, 'arrison, Holt, Reardon, No - Steckel. Clerk issued warrant No. 166
in the sum of N2,455.70 to cover.
Contract between Pacific Poz.er & Light Company and city of Pasco was
discussed and new contract read to council in words and figures as follows:
THIS AGREED NT, made and entered into this 16th day of May, 1916,
batween the City of Pasco, State of Washington, a municipal corporation,
party of the first part and Pacific Power & Light Company, a corporation,
hereinafter called the Company, party of the second part WITNESSETH:
THAT ',+HEREAS the Company has succeeded to the obligations and rights
imposed upon and granted to F. E. Elmendorf, his successors and assigns,
by Ordinance No. 51 of the Town (now City) of Pasco, approved May 2nd,
1906, and last published on 'day 10th, 1906, granting a franchise for the
constri7etion, maintenance and operation of an electric light and powser
system in said 'Town (now city) of Pasco for a period of twenty-five (25)
years, and by a certain contract made and entered into b tween said town
(now city) of Pasco and said F. E. Elmendorf, his successors and assigns,
dated May 19th, 1906, providing among other things for the furnishing
of certain street lighting service to said Town (now City) of Pasco; and
71HEREAS ay the request of the City of Pasco, the Company has substit-
uted for certain of the arc lights installed as provided for in said ordi-
nance and contract certain incan3escent lights as desired by said city,
and the Company r7ew maintains and operates for the use and benefit of
said City of Pasco upon the streets thereof thirty-four (34) are lights
of the type described in said franchise and contract for each of which
it charges said City and receives the sum of _Five Dollars and 11'ifty cents
($5.50) per light per month, and twenty-nine (29) Mazda. Incandescent
lights of 100 or more candlepower for which lifihts the company charges
and receives the sum of One Dollar and fifty cents ($1.50) per light per
month, and in addition thereto the Company is operating certain cluster
lights each consisting of three (3) sixty (60) candlepower incandescent
lamps situated upon posts installed and owned by said City of Pasco,
