Pasco, April 4, 1916.

There being apparently no further need of special committee on telephone
matters at present, mryor ordered committee discharged.
Street & Alley committee reported nothing done in regard to regrade on
5th street south of A street. Committee ordered to report at next meeting.
Fire, Light & Water Committee reported no further progress in the Pacific
Pooer & Light Company controversy. Matter left in abeyance.
Committee on Licences reported no further action in the matter of licence;
Mayor ordered committee to report at next meeting.
In regard to the Ainsworth road, Street & Alley Committee reported that
City Engineer desired to know how much money could be put aside for that pur-
pose. Committee informed that there would be no allowance for said wort:
and ordered to report further at next meeting.
Clerk read monthly report for March of Police Chief and Police Judge.
Moved by Reardon, seconded by Chute that reports as read be accepted and placed
on file.

"Providing for Supplemental Assessment in Local Improvement District
11o. 19 and directing preparation of Assessment Roll therefor."
Whereas, it appears that the amount levied upon the property included

within Local Improvement District No. 19 is insufficient to pay the entire
cost and e::pense of the improvement of said property, therefore;
BE IT ORDAI14ED BY THE CITY COUNCIL OF TLE CITY OF PASCO, WASHINGTON:
Section 1. A re -assessment of the property included in such original
Local improvement District iVo. 19, to -wit: Lots 1 to 8 inc., �,nd Lots 25 to 32
inc., in Block 5; Lots 1 to 8 inc., and 23 to 32 inc., in Block: 8 all in
Sylvester's Addition to Pasco, Washington, be and the same is hereby ordered,
in an amount sufficient to cover, together with the original assessment, the
actual cost and expense of the improvement together with the accrued interest
thereon; and the City Treasurer is directed to prepare an assessment roll
providing for the assessment of such property in accordance with benefits re-
ceived thereby in an amount which together with the original assessment shall
be sufficient to pay actual cost and expense of such improvement with accrued
interest thereon.
Section 2. This ordinance shall be in force and effect from and after
five days from its passage and publication.

RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON,
That, WHEREAS, the said City Council of Stich sity has heretof ,re passed
an ordinance, being Ordinance iJo. 267 declaring the necessity of a re-assesc-
ment of the property in local improvement district i1o. 19 and ordering and
directing the City Treasurer to prepare an assesmment roll therefor, and
WHEREAS, the said assessme nt roll has been prepared in accordance there-
with ard is now on file in the office of the City Clerk, now therefore BE IT
RESOLVED further, that the 2nd day of May, 1916 at the hour of 8 o'clock P. I1J.
be and is hereby fixed as the time of hearing on such asse,sment roll, and
the City Hall of such city rs.the place of hearing, and the City Clerk is
directed to publish notice of such hearing in manner provided by law, notifying
all persrns desiring to object to such assessment to file their objections
thereto in writing at or bef;re said time; And it is FURTHER RESOLVED that
the City Council will meet at such place and time to sit as a board of equal-
ization on said assessment and to hear objections thereto and will correct
change, lower, or modity such assessment roll or any part thereof, or set
the same aside and order a new assessment, as to the Council may seem just,
and then confirm the same by ordinance.

ORDINANCE No. 268.
AN ORDINANCE RELATING TO EXCAVATIONS IN OR UNDER TIE PAVED PORTION:;
OF THE STREETS OF PASCO, WASHINGTON.
The City Council of the City of Pasco, Washington, do ordain as follows:
Section 1. That any person, firm or corporation de,�iring to lay any
water, gas, sewer or other pipes or do any other work beneath the rurface of
the pavement in any of the streets of Pasco, shall before in any way dis-
turbing such pavement file with the City Engineer an application for a per-
mit so to do, in which application he shall describe the place where Stich
work is to be done, the nature and extent thereof, and an estimate of the
number of square feet of paving -vrhich he desired to remove or undermine.
Section 2. The City Engineer shall examine such application and de-
termine the probable cost of repairing the street ,:nd pavement after such
work shall have been completed, and if he shall approve such application
he shall reg7:ire from theapplicant a cash deposit of not le -s than the en-
tire estimated cost of so repairing the street and pavement, together with
the cost of supervising such rep.^irs, and in no case shall such deposit
be less than N15.00.
Section 3. Permission to cut into or excavate under the pavement in
the streets of Pacco shall not be given except the Applicant for such per-
mission shall first file with the Citja Clerk a bond to be approved by him
conditioned as follows: That the applicant will save the city harmless
from any liability arising from or growing out of the said cutting or e7-
cavating beneath the pavement and from any damage done to persons or by
reason of any negligence on the part of the applicant. Such bond shall
be in the sum of y7150.00.
Section 4. If the City Engineer shall approve such application-nd
the bond aforesaid shall have been filed and approved the said Engineer shall
issue to the said applicant a permit which shall be in the following- form,
to -wit :

having filed an applic tion for perraission to excavate
under and to cut the r^cement at the following place
and having deposited with the CITY Engineer the sum of q........ and filed
lith the City Clerk a bond as required by Ordinance, and said application and
bond having been approved, permi::sion is hereby granted to cut and excavate
in said streets as follows
Such permission is granted upon the following conditions: That the
said will take all proper care to protect with lights at
night and with ropes and barriers in the day time any excav,:tion in the street
made hereunder, will not unnecessarily obstruct traffic on such streets, and
save the city harmless from damages occassioned by such excev^tion.

SEction 5. Immediately upon the completion of the work for which Stich

city Engineer to replace and rep_:ir any such pavement, end shall place it in all
respects in as good condition as it was prior to the excavation and to the sa.tis-
£action of the City Engineer. upon the City Engineer being satisfied with the
work of repairing such street he shell return to the person depositing the same
the deposit specified in section two hereof, less cost of supervision of
such re-
pair work. Should the person obtaining such permit fail or refuse to have said
street repaired as herein provided then the City Engineer shall proceed to have the

same done in the best -..nd most economical manner according to his judgment, and
shall pay for such work out of such deposit. If any surplus remain it shall then
be turned over to the City Clerk and be deemed forfeited to the City as stipulated
damages.

conflict herewith is hereby repealed.

BE IT ORDAINED BY THE CITY COUNCIL 0' THE CITY OF PASCO, WASHINGTON;
Section 1. That Section Eleven I11) of Ordinance No. 93, entitled
"An Ordinance prohibiting certain animals from running at large in the cor-
porate limits of the city of Pasco, and fixing a penalty for the violation
thereof" be and the same is hereby amended to read as follows:
Section II. Every person who shall own, or have in his possession, or
who rh all harbor or control, keep or maintain, in the City o" Pasco, ny dog,
m^le or female, shall be required to pay a licence therefor as herein provid-
ed. For each male dod the fee shell be ;,1.00 per year or fraction thereof;
'or each female tir3.00 pe -r year or fraction thereof. It shall be the duty

and June 1st, of each year and pay the said license fee for each such dog
owned, harbored or controled by them in the city limits; And the Clerk
shall issue a license for such dog or dogs which shall date from the first

therein, but none other, shall be entitled to remain in the city limits till
such last named date, without further license tax. No dog sha,l be taxable
hereunder till it has reached the age of sig months.
