Pasco, Washington,February 15, 1916.
Council met in regular session.
Following named councilmen answered roll cull; Falk, Harrison, Holt,
Reardon, Steckel, and Steffins.
Clerk read minutes of meeting of February lat. No objections being raised
to minutes, mayor ordered same to stand approved as read.
.roved by Steffins, seconded by bteckel that City Clerk draw a warrant in
favor of City Treasurer in the, sum of 422.79 to reimburse treasurer for payment
on shore lands contract with State of Washington, No. 4802. All members voting
Aye, motion carried. Clerk issued warrant No. 88 to cover.
;:utter of cutting into city pavement was discussed, idoved by Rearden,
seconded by Iteckel that the Street & Alley Cc-mittee confer with the City
Attorney and present at next regular meeting, an ordinance properly drawn, cover-
ing the matter of cutting into city paving. _,otion carried by acclamation.
Supplemental assessment roll for L. I. D. No. 19 was presented by City
Treasurer to council, with letter of explanation. I:Tayor referred ^ame to city
attorney for his investigation.
Assessment rolls for 1916 maintenance charges for hoc::l Improvement Districts
Nos. 25, 43 and 44 presented to council. Cleric read resolutions in connection
with same, which resolutions are in words and figures as follows:
RESOLUTION No.
THE CITY COUNCIL OF THE CITY OF PASCO, do resolve as follows:
A resolution providing for the annual assessment roll for the maintenance
and operation nd repairing expenses of Local Improvement District No. 25 a,s
provided by ordinance No. 125.
Whereas. the City Council of the City of Pasco, Washington, did provide by
Ordinance No. 125 duly and regal-rly passed and published order the improvement
of certain property described in said ordinance and did create local improvement
District No. 25, and
Whereas, said ordinance provided for the making of an annual assessment roll
for the operation, maintenance and repairing charges of said water system, and
Whereas, an assessment roll sufficient to pay for the total cost and expense
for maintenance, operating and repairing said water s:istem of said local improve-
ment district No. 25 during the year 1910 has been duly and regularly prepared
and is now on file with the City Clerk of the City of Pasco and open for inspection.
NO17 THEREFORE, the City Council of the City of Pasco, Washington, do resolve,
that all persons who may desire to object thereto are notified to appear and pre-
sent such objections; that the said roll be set down for hearing at the regal r
meeting of the City Council to be held at the regular place of meeting at 8 P.IR.
7th day of I,iarch, 1916; that at said time the said city council will set as a
board of equAlization to consider the said roll and objections thereto; that the
City Clerk give Notice of said hearing.

Whereas the City Coincil of the City of Pasco, Washington, did provide by
ordinance Pio. 172 duly and -regularly passed and published order the improvement
of certain property described in said ordinance and did create local improvement
District lyo. 43 and
Whereas said ordinance provided for the making of the annual assessment roll
for the operation, maintenance, and repairing ch^rges of said water system; and
Whereas, an assessment roll sufficient to pay for the total cost and expense
for maintenance, operating, and repairing said water system of said local im-
provement district No. 43 during the yecr 1916 hcs been dn7y and regulcrly pre-
nared and is now on file with the City Clerk of the City of Pasco and open for

A resolution providing for the annual assessment roll for the maintenance
and operation and repairing expenses of Local improvement District 140. 44 as
provided by ordinance No. 173.
Whereas the City Co,ncil of the City of Pasco, 'Nashington, did provide
by Ordinance No. 173 duly and regularly passed and published order the improve-
ment of certain property described in said ordinance and did create local
improvement District ado. 44, and
Whereas, said ordinance provided for he making of an annual assessment
roll for the operation, maintenance and repairing charges of said water system -
and
Whereas, an assessment roll sufficient to pay for the total cost rind expen-
ses for maintenance, operating and repairing said water system of said local
improvement district lac. 44 during the year 1916 has been duly and regnl.rly

that City Cler__ have proper notices published in the city paper. All members

Report of Committee on Light, Fire and Water in regard to installation of
measuring devices at City Intakes from Pasco Reclamation Company's pipe lines,
made by City Attorney. City Attorney reported th.t Pasco Reclamation Co. had
gone into hands of Receivers and that the Receiver now acting had agreed, upon
proper resolution being made by the City Coincil, to waive the right of the
Pasco Reclamation Co. to insist on the instllation of measuring devices as
-foreseid for the year 1916. City Attorney then read resolution he had pre -
Pared in reference to above matter, which resolution is in words and figures
as follows, to -wit:
RESOLUTION
BE IT RESOLVED BY THE CITY OF PASCO, WASHINGTON, That
WHEREAS, the said City is the holder of contracts with the Pasco Reclama-
tion Comp ny providing for the furnishing of water for irrigati)n purposes in
said city for Local Improvement Districts Vs.s 43 and 44, and whereas said
contracts rrovide that the City Shall when required to to do by the said Company
install at the expense of said city measuring devices at the point of intake
where said water ic; taken into the City's water mains measuring devices, and
Whereas, the said company has heretofore notified the said city in writing
to install such devices on or before the first day of April, 1916:
NOW THEREFORE, in consideration of the said company waiving its said demand
for the time being and foregoing its right to insist on the installing of such
measuring devices during the year 1916,
BE IT RESOLVED, that the said city does hereby expressly acknowledge the
right of the said company to later insist on such installation in full accord-
ance with the letter of such contracts and that the waiver of its said demand
heretofore given shall not in any way be construed as a waiver of any of its
rights under such contracts or its rights to renew such demand at any time with
the same effect as if such demand had not been made heretofore and for the time
being withdrawn. Dated at Pasco Washington, Febru: ry 15, 1916.

Section 1. Th t from and after the 4th day of January, 1916, the City
Clerk be and is allowed an Assistant whose salary is hereby fixed at 729.00 per
month.
Section 2. Such assistant shall be selected by the City Clerk, with the
approval of the City Council, and he shall be under the supervision of the City
Clerk and perform such duties and render such assistance to the City Clerk as
he shall prescribe for him in the discharge of the work of said office, and shall
do and perform such other duties as the City Co7.ncil may from time to time req,.ire.
Section 3. This ordin nee shall. be in force and effect from and after five
days from its passage and publication.

Pacific Power & Light Co. be referred to City Attorney and Committee on Light,
Fire and Slater. Motion carried by acclamation.

and Alleys in regard to matter of cleaning streets, be deferred till next reg-
ular meeting. Carried by acclamation.
