The Local Agency of City of Pasco, WA desires to supplement the agreement entered into with CH2M HILL, INC. and executed on 11/26/2012 and identified as Agreement No. STPUS-0397(008) All provisions in the basic agreement remain in effect except as expressly modified by this supplement. Flint Consultant Signature DOT Form 140-063 EF Revised 9/2005 CITY OF PASCO, WASHINGTON OREGON AVENUE (SR -397) CORRIDOR TRAFFIC STUDY & DESIGN Supplement #2 — Supplemental Professional Services EXHIBIT A-1: SCOPE OF WORK INTRODUCTION This Supplemental Agreement No. 2 scope of work modifies the scope of CH2M HILL, Inc.'s (CONSULTANT) professional engineering services and compensation for the original agreement (dated 11/26/2012) to include: Task 1: Project management and administrative services associated with the extended project duration. Original agreement assumed project duration thru June, 2014. Current project anticipated to be complete in February, 2015. Task 2: Additional traffic study services to include signal warrant analysis for Idaho Street intersection with Oregon Avenue, associated with proposed Dura Plastics development. Task 3: Additional stormwater design and coordination services associated with unanticipated and restrictive stormwater infiltration capacity of soils near the Oregon Ave / Ainsworth St. intersection. Task 3: Additional traffic design services to design a signalization system for Idaho Street intersection with Oregon Avenue, associated with proposed Dura Plastics development. Task 5: Additional environmental documentation services associated with preparation and submittal of 19 Historic Property Inventory (HPI) forms to DAHP. Original agreement assumed four HPI forms would be needed. Task 5: Additional design and environmental review services associated with development of a noise barrier analysis. Supplement #1 scope for Noise Study services assumed that no barriers would be warranted. The CONSULTANT will provide the following services: TASK 1. PROJECT MANAGEMENT AND COORDINATION The CONSULTANT will provide project management and administration services for the work elements described in this document. Supplement #2, Exhibit A-1: Scope of Work Revised. 9/10/2014 Page 1 of 4 CM2MHIL 1.1. Contract Management The CONSULTANT will provide services to manage the contract, manage project scope, schedule and budget, amend professional agreements with subconsultants, prepare and process monthly invoicing, progress reporting, and other internal management duties. The CONSULTANT will provide the CITY with a monthly Progress Report, in writing, reporting on the CONSULTANT'S progress and any known issues or anticipated changes in performing the Work. Task 1.1 Assumptions: + Additional duration of 8 months (June, 2014 to February, 2015) Task 1.1 Deliverables: + Monthly Progress Reports (1 hard copy and .pdf electronic format) 1.2. Project Coordination 1.2.1. Correspondence and Meetings The CONSULTANT will partner with the CITY to accomplish the Oregon Avenue (SR 397) Corridor Traffic Study & Design. Coordination of the project work elements will include an additional 8 months (assumed) of: • Coordination meetings with CITY to be conducted at appropriate intervals throughout the project. • Regular coordination meetings with internal CONSULTANT team, including subconsultants to be conducted at appropriate intervals throughout the project. Task 1.2 Assumptions: + Bi -Weekly Coordination Meetings with CITY via phone or in CONSULTANT offices. + CITY staff will conduct necessary meetings with Council and CONSULTANT will not attend. CORRIDOR TRAFFIC STUDY AND PRELIMINARY DESIGN 2.1. Existing Conditions Review 2.1.1. Transportation Baseline Analyses 2.1.1.2. Baseline Traffic Model and LOS Analysis The CONSULTANT will review CITY -provided information based on the proposed Dura Plastics development on Idaho Street and provide a signal warrant analysis that considers planned short and long-term development on the property. Task 2.1 + CITY to furnish Dura Plastics development data. CONSULTANT may reasonably rely upon the accuracy, timeliness, and completeness of data provided. Task 2.1 Deliverables: + CONSULTANT will update the Transportation Study Report to include the signal warrant findings and recommendations TASK 3. FINAL ROADWAY DESIGN 3.1. Final Roadway Design Plans 3.1.4. Drainage and Utility Plans Unanticipated and the limited infiltration capacities have been encountered during geotechnical field explorations on the project. The CONSULTANT will provide additional design services, analysis, and coordination to ascertain a stormwater management best practice for treatment and disposal of runoff for the southern -most sub -basin, near the intersection of Oregon Avenue and Ainsworth Street. 3.1.7. Traffic Signal and Illumination Plans The CONSULTANT will design a traffic signal system for the intersection of Oregon Avenue and Idaho Street. The CONSULTANT will prepare signal plans (1 sheet) and details (1 sheet) in accordance with current (as of execution of this supplement) WSDOT guidelines, showing proposed locations for new or relocated signals, luminaires, electrical hardware, and wiring diagrams. It is anticipated that the signal system will be installed at a future time, and by others. The signal plans and specifications for this project will only include underground facilities, such as conduit and junction boxes. Task 3.1 + Phase II plans will be updated to include the recommended treatment and disposal BMP for this site. Supplement #2, Exhibit A-1: Scope of Work Revised. 9/10/2014 Page 3 of 4 r—H2MHILL + CITY will coordinate directly with the Port of Pasco regarding solutions that may impact Port properties, utilities, and/or stormwater facilities. Task 3.1 Deliverables: + The CONSULTANT will submit plans at the 60%, 95% and 100% design milestones for review. TASK 5: ENVIRONMENTAL DOCUMENTATION AND PERMITTING 5.1.1 Section 106/Cultural Resources Assessment The CONSULTANT will record and document an additional 15 historic properties identified within the project APE on Historic Property Inventory (HPI) Forms to be submitted to DAHP, and evaluate for National Register of Historic Places eligibility [NRHP-eligible historic properties become Section 4(f) properties]. Subtask 5.1.1 + No meetings are planned or included. + Resources and analyses will be documented in the Cultural Resources Report. Subtask 5.1.1 Deliverables: + Cultural Resources Report 5.1.5 Traffic Noise Study and Report The CONSULTANT's Traffic Study Noise report will be revised to include an engineering review and analysis of two noise barriers that have been identified as required on Oregon Avenue, immediately north and south of Clark Street. The CONSULTANT will review reasonableness and feasibility for the barriers in accordance with WSDOT's noise policy and provide recommendations in the revised final Traffic Noise Study Report. Subtask 5.1.5 Assumptions: + No meetings are planned or included.
