November 12, 2014 I. 5:15—CALL TO ORDER: II. 5:15—ROLL CALL: Present: Marilynn Baker, Dan Stafford, Devi Tate; Absent: Tom Brandon (Excused), Malin Bergstrom (Excused). III. APPROVAL OF MINUTES: August 13, 2014—Approved. IV. 5:20—OLD BUSINESS: A. None V. PUBLIC HEARINGS: A. Commissioner Baker moved that the findings of fact in the Staff Memo be approved; Commissioner Tate seconded the motion. The motion passed with a unanimous vote of the Commission. B. Commissioner Tate moved that the revised Historic Preservation Bylaws be accepted and approved as presented in the HPC Packet. Commissioner Baker seconded the motion. The motion passed with a unanimous vote of the Commission. VI. WORKSHOP: A. None VII. 5:55—OTHER BUSINESS: A. Commissioner Baker shared photos of Ainsworth Town from August 3, 1884, Pasco as seen from Kennewick from 1907, and the BN "Humpyard," post WWII. B. Commissioner Baker suggested the Commission hold mock hearings with the new Title 27 and Bylaws so the Commission might understand the processes therein. Staff suggested using Commission chair Stafford's property as a test case in three separate scenarios: 1) Applying for Historic Register Status; 2) Applying to restore an historic resource; and 3) applying to add onto an historic resource. Commissioners tentatively set the February HPC meeting as the date for the first mock hearing. C. Progress Report: Commissioner Baker met briefly with retired Port Director Jim Toomey regarding relocation of the Washington State Railroads Historical Society museum. He suggested a flyer or brochure be made available to promote the museum project. Commissioner Tate mentioned some interest in the museum project among fellow Rotarians. VIII. 6:15—ADJOURNMENT
