I. Call to order at 5:35p.m.

II. Approval of Previous Meeting Minutes (June 5, 2014) – Motion by Arthur Job,
seconded by Craig Howell – approved.
III. Staff Reports
a. Recreation Highlights
i. Hosted many tournaments at the PSC over the last 2 months culminating with
us hosting the 14U Western National Championships last week. Teams came
from all over the Western states. Feedback was very good about the staff and
facility.
ii. Pool:
1. Over 2,200 in actual swim lesson enrollment this summer - have opened a
5th session.
2. 209 kids in our Swim Team Program.
3. Through Tuesday, open swim attendance at the pool for the summer was
14,300.
iii. Started partnership with the YMCA to provide a program called Toddler Short
Sports (first session is going on now with 15 of a maximum 18 enrolled in the
class).
iv. Cheer/Dance camp was full.
v. Three way partnership program GeoCoin Challenge went very well with over
500 people signed up to participate.
vi. Attendance at the Afterschool Program has been good throughout the summer.
The snack program still going well.
vii. New Event called ‘Tons of Trucks’, sponsored by RDO, will be held on Sept.
13 in conjunction with the Fiery Foods Festival. Goal is to educate kids about
the different vehicles and the careers they are used for as well as give them the
opportunity to climb on and explore the vehicles.
viii. Making Online Program Guide interactive, so you can click on the name of
the program and it will open a new browser window and take you to the page
where you can register for that program. We are going to be pushing to raise
awareness over the next year of our online guide so that we can drastically
reduce the number of printed guides we make and still reach the same
audience. We can then use those dollars to reach out in other ways to the
public.
b. Senior Center Highlights
i. Foot care numbers continue to be steady.
ii. Reaching out to a greater segment of the population through new programs
this fall.
iii. Rick Terway shared update on possible sale of Senior Center to school
district. City has completed building appraisal and sent to the district. The
board is in agreement to lease a building near the center of Pasco.
c. Park Maintenance Highlights
i. Personnel Activity
1. Attended Monthly Safety Meetings.
2. Audiogram testing for FTE.
ii. Park & Facility Projects
1. Burned tumbleweeds.
2. Assisted Recreation with pool lane markers.
3. Assisted Recreation with back stroke flag markers.
4. Aerified athletic fields.
5. Installed new doors for Golf Course Shop.
6. Installed LED 4’ bulbs for demo.
7. Removed ivy from train and Lucas Park fence.
8. Struggled with water in the parks during this heat spell (power issues with
Burden, variable drive at Chiawana, sand on Rd 84).
9. Watered trees during the heat as well.
10. Irrigation repairs: 8 mainline, 6 valve and 8 lateral repairs.
iii. Cemetery
1. Preformed 8 funerals; 4 burials and 4 cremations.
2. Completed 2 pre-need contract, installed 3 stones.
3. Construction started next door.
iv. Special Events
1. Assisted Recreation with 4th of July Parade.
2. Assisted Recreation with 4th of July Fireworks.
3. Assisted Water Follies for Boat Races.
4. Assisted with 2 tournaments (Special Olympics and ASA Western
Nationals).
IV. Other
a. Board asked about how traffic flow at fireworks went – Report was that it went
well, with most people waiting no more than 45 min. to get out.
b. Rick presented 3 priorities for Parks over the next couple of years and asked the
board if they were in agreement or if they had other priorities in mind. After
discussion board approved the presented priorities.
i. Motion to approve made by Robert Garcia, second by Jason Ruud - Approval
Unanimous.
c. Open Governments Training Act – Training Video
i. Saul Martinez shared his thoughts on the importance of the training.
ii. Watched video.
V. Council Member Suggestions & Report
a. Jason Ruud asked about spraying Tack Weed
i. Dan reported that because of the heat, spraying becomes very ineffective
because you get a lot of drifting and killing off target. Because of this they
stop spraying when it gets in the 90s and 100s.
